SOLID WASTE COMMITTEE - Meeting Minutes for 12/8/25

Present:     Juliet Caplinger, Catherine Curtis, Milt Simon, Todd Beaulieu, Kody Copp
              Calvin Beaumier = Town Rep

Meeting called to order at 6:32 p.m. inside Eureka Community Center

Meeting Minutes from 11/10/25 were approved

Committee welcomed Talya Bent, Municipal Account Manager for Cassella Waste Management, who provided an update regarding the Town’s upcoming change to automated trash pick, and answered questions concerning:

(1) bin size options and ownership, and addressing trash overflow issues

(2) private roads criteria and HOA agreements

(3) tipping fees … including per ton fixed rate for trash, and variable rate for recycling

(4) estimated cost for incorporating AI technology

(5) impact of snow storms and road plowing on bin placement and pickup

(6) anticipated cost reduction annually, if any

(7) continuation of the Town’s “pay-as-you-throw” policy, replacing current tags with a specified colored bag requirement

Afterward, the Committee alone discussed the virtues of a pay-per-bag town policy.

Committee developed a list of strategical recommendations for the Town Manager’s consideration regarding the Town’s transition to automated trash pickup.

Kody Copp was welcomed as the Committee’s newest member (Alternate).

Next Meeting: Monday, January 12, 2026 at the Eureka Community Center starting at 6:30 p.m.
