Two different rates, and only one can be compared between towns. Durham's mil rate of 25.5 is applied to the values the town itself puts on property. Towns value property differently, so comparing mil rates tells you very little. The full-value rate of 9.73 takes the tax actually charged and divides it by the state's own valuation of the town, the same yardstick everywhere, which is why the comparisons below use that one.

The assessed valuation is not published directly; it is what the two figures above imply, and multiplying it back by the rate returns the committed total exactly. The committed total also covers 24 personal-property accounts ($34,504 of tax), so it is not the $394,799,520 of real estate the commitment book counts further down this page. The full-value rate of 9.73 cannot be reached this way: Maine Revenue Services calculates it against a state valuation certified on its own schedule. Dividing the same commitment by the 2024 state valuation shown further down this page gives 14.29, not 9.73, so the two cannot be reconciled from anything here.

This is a mailing address, not a residence. An owner who uses a PO box in Lisbon Falls, or a family trust administered by a lawyer in Portland, is counted as out of town even when the family lives on the parcel.
