MEETING MINUTES
1. Call to Order & Establishment of Quorum, Pledge of Allegiance
In Attendance: Joe Tomm (Chairman), Rich George (Vice Chair), Josh Klein-Golden, Heather Roy, Joe Roy, Jerry Douglass (Town Manager), Calvin Beaumier (Road Commissioner) and Rob Tripp (Fire Chief).
Guest(s): Marc Roy, Members of the Budget Committee and Tia Wilson (Durham Historical Society)
2. Amendments to Agenda:
Move Fire Department Recognition from Item #5 – New Business to after Item #3- Public Comment.
3. Public Comments: Limited to 3 Minutes Per Person – None
4. Fire Department Recognition (Chief Tripp)
Durham Fire and Rescue would like to recognize and honor three of our members with the Distinguished Action Medal for demonstrating exceptional bravery, courage and selflessness in the line of duty. On October 25th, 2023, every radio and pager opened up in Androscoggin County asking for every EMS trained firefighter to respond to the City of Lewiston and these three individuals responded to the call. Thank you for dedicating your time and service to the City of Lewiston!

5. Old Business:
Union Church Transfer
§ Received letter from the Town Attorney, the Select Board can transfer the building, but the
$31,000 dollars requires a vote at Town Meeting in April 2024.Josh Klein-Golden motions to add the Union Church Transfer on a Warrant Article for Town Meeting that reads, “does the town support the transfer of the Union Church to the Durham Historical Society for $1 to be used as a museum and a meeting space with the town having the right of first refusal should the building not be used as a museum or a meeting space. Heather Roy seconds. Motion carries 5 – 0. (Note: the language will be generated by the town lawyer.)
The Board discussed including both lots (Church Building and Parking Lot) in the wording of the transfer. Joe Roy amended the motion to include both lots in the warrant article. Rich George seconds.

Josh Klein-Golden motions to include in the warrant article, ask the town to set aside the allocated funds of $21,457, plus the additional $9,543 in the general fund, for a total of $31,000 to help assist the Historical Society in paying repairs for the Union Church. Joe Roy seconds.
Josh Klein-Golden amends his motion to have the town authorize the Town Manager expenditures up to $31,000 for the repairs of the Union Church.
The Board will table the money discussion until the Historical Society presents to the Board their plan for taking over the building.
Budget Presentation to the Select Board – FY2024
The Town Manager presented the Board with the FY2024 Budget packet with assistance from Marc Roy (Accounting Representative).
6. Consent Agenda:
¨ Approve Minutes from December 26, 2023 SB Meeting and approve and sign the January 9, 2024
AP Warrant.Joe Roy moves to accept the consent agenda as presented, Rich George seconds, motion carries 5 – 0.

Joe Roy motions to adjourn the meeting at 9:42pm, Heather Roy seconds. Motion carries 5 – 0.
