MEETING MINUTES

1. Call to Order & Establishment of Quorum, Pledge of Allegiance

In Attendance: Joe Tomm (Chairman), Rich George (Vice Chair), Josh Klein-Golden, Heather Roy, Joe Roy, Jerry Douglass (Town Manager), Rob Tripp (Fire Chief) and Calvin Beaumier (Road Commissioner).

Guest(s): George Thebarge (Town Planner)

2. Amendments to Agenda: None

3. Public Comments: Limited to 3 Minutes Per Person – None

4. New Business:

2024 Planning Board Recommendations for Land Use Ordinance

George Thebarge, Town Planner, explained the draft land use ordinance to the Select Board. Joe Roy motioned to accept the Planning Board recommendation for Affordable Housing Act Ordinance for a warrant article. Josh Klein-Golden seconded; motion carried 5 – 0.

Solar Energy System – Josh Klein-Golden motioned to accept the Planning Board recommendation for Solar Energy Systems. Heather Roy seconded; motioned carried 4 – 0 –1, Joe Roy abstained from vote – helped to create the Solar Ordinance with the Conservation Commission.

Josh Klein-Golden motioned to table the Fee Schedule Discussion for another date. Heather Roy seconded; motion carried 5 – 0.

5. Old Business:

2024 Budget Article Recommendations

The town manager presented the Select Board with updates to the 2024 Budget. Heather Roy motioned to accept the Administration Budget of $473,656. Joe Roy seconded; motion carried 5 – 0.

Joe Roy motioned to accept the Municipal Building Budget of $22,435. Heather Roy seconded; motion carried 5 – 0.

Heather Roy motioned to accept the Planning Codes Budget of $124,500. Joe Roy seconded; motion carried 5 – 0.

Joe Roy motioned to accept the Fire Department Budget of $603,845. Josh Klein-Golden seconded; motion carried 5 – 0.

Josh Klein-Golden motioned to accept the Solid Waste Budget of $380,000. Joe Roy seconded; motion carried 5 – 0.

Josh Klein-Golden motioned to increase the Fund Balance to $533,875. Heather Roy seconded; motion carried 4 – 1.

6. Manager’s Report

§   Efficiency Maine lighting updates are complete for the Eureka Community Center and the Town
    Office.
§   Thank you to the Select Board members and the Budget Committee members for their dedicated
    work on the 2024 Budget.

7. Consent Agenda:

Approve Minutes from January 23rd , 2024 SB Meeting and approve and sign February 6th, 2024 AP Warrant.

Heather Roy motioned to accept the consent agenda as presented. Joe Roy seconded; motion carried 5 – 0.

Joe Tomm motioned to move into executive session at 8:25pm. Joe Roy seconded; motion carried 5 – 0.

10. Reconvene Regular Session:

The Board reconvened into regular session at 8:58pm with no action taken during executive session.

11. Adjourn:

Heather Roy motioned to adjourn the meeting at 9:00 pm, Rich George seconded. Motion carried 5 – 0.
