MEETING MINUTES

1. Call to Order & Establishment of Quorum, Pledge of Allegiance

In Attendance: Joe Tomm (Chairman), Rich George (Vice Chair), Josh Klein-Golden and Jerry Douglass (Town Manager).

Absent (Excused): Heather Roy and Joe Roy

Guest(s): Roberta Brezinski, Jess Costa and Michael Friendly (Members of the Conservation Commission)

2. Amendments to Agenda:

Joe Tomm made an amendment to the agenda to add an Appeals Board Appointment (Item #8).

3. Public Comments: Limited to 3 Minutes Per Person – None

4. Old Business:

a.   Review Town Meeting Warrant – The Board will vote on the Warrant on March 26th, 2024.

5. New Business:

a. Conservation Commission – Roberta Brezinski to discuss a municipal grant application to acquire no match funding in support of a Durham Open Space Plan and Conservation Strategy.

Last November the Conservation Commission asked the Board for approval of a resolution in order to join the community resilience partnership, that resolution was granted and the Commission became a member of the partnership. The Commission is now eligible to apply for grants. The Conservation Commission is requesting funds to hire a consultant to develop an open space plan for Durham. The grant deadline is March 29, 2024.

Josh Klein-Golden motioned to allow the Conservation Commission and the Town Manager to apply for the grant. Rich George seconded. Motion carried 3 – 0.

b. Review the Town Meeting PowerPoint – The Board added an additional article (new #28) with an explanatory note pertaining to the transfer of the Union Church to bring the total number of Warrant Articles to 39.

6. Manager’s Report:

§    Town Manager will be on vacation after the Select Board meeting on April 9, 2024 and will return
     to the office on April 22, 2024.

7. Consent Agenda:

§   Approve Minutes from February 27th and March 5th, 2024 SB Meeting and approve and sign
    March 12th, 2024 and Payroll Warrant March 8th, 2024.
§   Committee Appointment – Elevating Byron Philbrick to Full Voting Member - Board of Appeals

Josh Klein-Golden motioned to accept the consent agenda as presented. Rich George seconded; motion carried 3 – 0.

8.   Upcoming Meeting(s) and Town News:

Rich George motioned to adjourn the meeting at 7:38 pm, Josh Klein-Golden seconded. Motion carried 3 – 0.
