MEETING MINUTES

1. Call to Order & Establishment of Quorum, Pledge of Allegiance

In Attendance: Joe Tomm (Chairman), Rich George (Vice Chair), Josh Klein-Golden, Heather Roy and Jerry Douglass (Town Manager).

Absent (Excused): Joe Roy

Early Dismissal: Rich George/7:15pm

2. Amendments to Agenda:

New Business: Add paving bids

3. Public Comments: Limited to 3 Minutes Per Person – None

4. Old Business:

• Review Town Meeting Warrant and Sign

Josh Klein-Golden motioned to approve and sign the warrant. Heather Roy seconded. Motion carried 4 – 0.

• Review Town Meeting PowerPoint Heather Roy requested that the PowerPoint presentation and all informational material for Town Meeting be accessible on the Town Website ahead of the meeting for the public to view.

5. New Business:

• Review and Discuss Paving Bids (Road Commissioner)

Three (3) Companies submitted bids.

Heather Roy motioned to have Calvin Beaumier (Road Commissioner) enter bid with Crooker. Josh Klein-Golden seconded. Motion carried 4 – 0.

• Town Meeting Format

Tia Wilson – Presentation Union Church Stephanie Paine – FHS Scholarship Stan Allen – Inspirational Greeting to begin Town Meeting

6. Manager’s Report:

• Pending budget approval, Bulky Waste Day will be Saturday, May 18th, 2024.

• Mike Rivera Retiring from Public Works – New Hire, Ryan Henry is settling into the position.

• Town Manager is working on Fuel Bids.

7. Board Member Reports:

Josh Klein-Golden would like to explore law enforcement at the next Select Board Meeting in April.

8. Consent Agenda:

• Approve Minutes from March 12th, 2024 SB Meeting

• Approve and Sign AP Warrant March 26, 2024

• Approve Region 10 Warrant

Josh Klein-Golden motioned to accept the consent agenda as presented. Heather Roy seconded; motion carried 3 – 0.

• Approve Hazardous Materials Plan

Josh Klein-Golden motioned to add and approve the Hazardous Materials Plan to the Consent Agenda. Heather Roy seconded; motion carried 3 – 0.

9.   Upcoming Meeting(s) and Town News:

¨ Town Meeting 4-6-24 @ Durham Community School, 9am ¨ Select Board Meeting 4-9-24 and 4-23-24 @ Fire Station, 6:30pm ¨ Planning Board Meeting 4-10-24 @ Fire Station, 6:30pm (original meeting postponed on 4-3-24).

10.   Executive Session Citations: Executive Session pursuant to 1 M.R.S.A.§405(6)(C) – Real property

Joseph Tomm motioned to move into executive session at 8:01pm. Josh Klein-Golden seconded. Motion carried 3 – 0.

11.   Regular Session:

The Board moved out of Executive Session at 8:20 pm and back into regular session.

12.   Adjourn:

Joseph Tomm motioned to adjourn the meeting at 8:22 pm, Josh Klein-Golden seconded. Motion carried 3 – 0.
