MEETING MINUTES

1. Call to Order & Establishment of Quorum, Pledge of Allegiance

In Attendance: Joe Roy (Chair), Josh Klein-Golden (Vice Chair), Joe Tomm, Heather Roy, Deb Oliver and Jerry Douglass (Town Manager).

2. Amendments to Agenda: None

3. Public Comments: Limited to 3 Minutes Per Person

4. New Business:

a.   Election of Select Board Chair and Vice Chair

Heather Roy motioned to nominate Joe Roy as the Select Board Chair. Deb Oliver seconded. Motion carried 4 – 0. Joe Tomm abstained.

Joe Roy motioned to nominate Josh Klein-Golden as Vice Chair. Heather Roy seconded. Motion carried 4 – 0.

b.   Welcome to the Select Board (New Member – Deb Oliver)

• MMA Website (assign a email/password with the Town Clerk)

• Freedom of Access Training

• Elected Officials Workshop

c.   Discussion about Town Meeting (April 6, 2024)

• Getting information out on the website ahead of Town Meeting was beneficial to the towns people.

• Schedule a Solid Waste workshop

• Keep the opening welcome more inspirational versus religious at future town meetings

d. Appointments

i. Planning Board – full voting member (Marc Derr)

ii. Appeals Board, Alternate (Darin Baker)

iii. Conservation Commission (Jeffrey Tindell)

Heather Roy motioned to appoint Marc Derr as a full voting member of the Planning Board, Darin Baker as an alternate member of the Board of Appeals, and Jeffrey Tindall as a member of the Conservation Commission. Joe Tomm seconded. Motion carried 5 – 0.

e.   Discussion on Expectations for 2024
         i.   Select Board Procedures – The Board will revisit this topic for discussion on the next SB
              meeting on Tuesday, April 23, 2024.

ii. Meetings vs. Workshops – The Board discussed what goals they would like to achieve as well as hot topics that need to be addressed (solid waste, police presence in Durham, establishing a resiliency committee, town meeting space, develop a Town Charter, etc.).

The Board scheduled a joint workshop on Tuesday, May 7, 2024 to get feedback from all committee, board and commission heads. Heather Roy motioned to schedule a joint workshop with the board, committee and commission heads on Tuesday, May 7, 2024. Deb Oliver seconded. Motion carried 5 – 0.

5. Manager’s Report:

• Municipal Election Recount was requested for the RSU5 Board of Directors race and will take place at the Durham Town Office on Tuesday, April 16, 2024 at 2pm, public is welcome, however space is limited.

• The town is in the process of getting together an RFP for the codification.

• The bidders for the Re-evaluation project will attend the Select Board Meeting on May 14, 2024.

6. Board Member Reports:

Deb Oliver would like to see some documentation for the Select Board’s strategy/policy for the next storm event.

7. Consent Agenda:

• Approve Minutes from March 26, 2024 SB Meeting

• Approve and Sign AP Warrant April 9, 2024 and Payroll Warrant April 5, 2024

Josh Klein-Golden motioned to accept the consent agenda as presented. Heather Roy seconded; motion carried 4 – 0. Deb Oliver abstained.

8.     Upcoming Meeting(s) and Town News:

¨ Select Board Meeting 4-23-24, 5-14-24 and SB Workshop 5-7-24 @ Fire Station, 6:30pm ¨ Planning Board Meeting 5-1-24 @ Fire Station, 6:30pm

9.      Executive Session Citations: Executive Session pursuant to 1 M.R.S.A.§405(6)(C) – Real property

Josh Klein-Golden motioned to move into executive session at 8:10pm. Joe Tomm seconded. Motion carried 5 – 0.

10.     Regular Session:

The Board moved out of Executive Session at 8:31pm, Josh Klein-Golden motioned to grant hardship/poverty abatement in case 001. Joe Tomm seconded. Motion carried 5 – 0.

11.     Adjourn:

Heather Roy motioned to adjourn the meeting at 8:35 pm. Joe Tomm seconded. Motion carried 5 – 0.
