MEETING MINUTES

1. Call to Order & Establishment of Quorum, Pledge of Allegiance

In Attendance: Josh Klein-Golden (Vice Chair), Joe Tomm, Heather Roy, Deb Oliver and Jerry Douglass (Town Manager).

Absent: Joe Roy, Chair (Excused) Guest(s): Steve Sinisi

2. Amendments to Agenda: NONE

3. Public Comments: Limited to 3 Minutes Per Person

John Benedict (26 Runaround Pond Road) – Spoke about Resource Protection Jeff Dewitt (96 Runaround Pond Road) – Spoke about Resource Protection

4. Old Business:

Discussion/Final Review of the Proposed Select Board Policy

The Board reviewed the proposed Select Board Policy and will make any necessary grammatical edits and will make a vote at the next Select Board meeting.

5. New Business:

Steve Sinisi representing local farmers to present the Maine Agriculture Working Group Charter for the Town of Durham.

• Owner and operator of Old Crow Ranch on the Davis Road

• Chair of the Androscoggin Valley Soil and Water Conservation District Board

• Served on the 2018 Comprehensive Plan Committee

• Create a Farmers group as a voice or sounding board for the Planning Board, Select Board, etc. to come to for advice or help.

The Select Board will put this on an upcoming meeting agenda to finalize the committee.

6. Manager Report:

Town Clerk Report (Recount results from RSU5 Board of Directors – April 16, 2024

Stacey Howarth (Write-In) – 184 votes Michael Ozga – 179 votes Other Write-Ins – 5 votes Blanks – 12 votes Disputed – 11 votes Total Votes Cast – 391

Town Manager

• The town staff did a great job keeping the town offices running smoothly while the Manager was on vacation.

• The Town Clerk did a great job with the recount for the RSU5 Board of Directors seat.

• The Town Attorney is retiring and the firm is closing as of May 31, 2024. RFP will be posted for legal services for the Town.

• Heather Roy asked for clarity on the Code Enforcement Officer’s building permit total cost reporting.

Josh Klein-Golden suggested that the Board have a presentation on the services from the applicants at the May 28th Select Board Meeting. The Board will conduct a quick business meeting at 6pm on May 7th to have input on the RFP post and at 6:30pm the Board will begin their scheduled workshop.

8. Consent Agenda:

• Approve Minutes from 4-09-24

• Approve and Sign AP Warrant 4-23-24 and Payroll Warrant 4-19-24

• Town Staff and Committee Reappointments

• RSU5 Warrant

Heather Roy motioned to accept the consent agenda as presented. Deb Oliver seconded; motion carried 4 – 0.

Joe Tomm motioned to adjourn the meeting at 7:13pm, Heather Roy seconded. Motion carries 4 – 0.
