MEETING MINUTES

1. Call to Order & Establishment of Quorum, Pledge of Allegiance

In Attendance: Joe Roy (Chair), Josh Klein-Golden (Vice Chair), Joe Tomm, Deb Oliver and Jerry Douglass (Town Manager).

Absent: Heather Roy (Excused)

Guest(s): Matt Panfill (GPCOG), George Thebarge (Town Planner),Grady R Burns, Amy Dieterich, Kristin Collins, Cam Faranti, Steven Langsdorf

2. Amendments to the Agenda:

-   None

3. Public Comments

-   Michael Ozga, Davis Road ~ Comments on current School Board vacancy.

4. Q & A With Legal Firms

a. 5:30pm (Skelton, Taintor & Abbott)

i. Has been in continuous practice for 160 years.

ii. Grady R Burns – Focuses on everything municipal.

iii. Amy Dieterich – Focuses on policy work.

iv. Will ensure a smooth transition from Linnell, Choate & Webber.

v. Bills in one tenth hour increments.

b. 6:00pm (Preti-Flaherty)

i. Kristin Collins – Focuses on municipal Law since 2005; Point person for many Maine towns; Focuses on employment and land use law.

ii. Cam Faranti – Focuses on public financing, Tiffs, bond anticipation notes, and works with code officers.

iii. Steven Langsdorf – 25 years municipal law experience; Represents many large municipalities in Maine.

iv. They meet with staff and connect with the existing attorney to get up to speed with the town’s current situation.

v. Bills in one tenth hour increments.

5. Old Business:

a. Review of Union Church Quit Claim Deed

i. Discussion over what is on the Deed as Jack Conway presented.

ii. Select Board will make additional changes.

b. Discussion and Award Property Revaluation Company

i. Two companies responded: KRT & Dirigo

ii. Motion: Josh Klein-Golden to select KRT

iii. Second: Joe Tomm

iv. Vote: 4-0

6. New Business:

a. GPCOG Town Facilities Study (Matt Panfill, GPCOG & George Thebarge, Town Planner)

i. Introduce the “Vision Plan”. A long-range plan for the center of town. A look at the triangle of land which the Town Office, Fire Department, and the Eureka Center sits on.

ii. Possibilities to increase accessibility for residents to recreate and walk between town buildings.

iii. Having a Vision Plan will allow the town to apply for grants through the DOT Village Partnership Initiative Program.

b. Authorization to Sign Codification Contract

i. Motion: Joe Tomm

ii. Second: Josh Klein-Golden

iii. Vote: 4-0

c. Authorization to Purchase Mower for Public Works

i. Motion: Joe Tomm

ii. Second: Josh Klein-Golden

iii. Vote: 4-0

d. RSU5 Board of Directors Vacancy

i. Post announcement tomorrow seeking applications; Deadline June 25th.

ii. July 9th meeting with public feedback on candidates. Select Board will discuss and make a decision on who to appoint.

7. Manager Report:

a. We have lost our cleaner. Town Manager is welcoming applications until May 30th

b. Report by Casella that a resident is producing and using fake trash tags.

i. Town Manager has called the Androscoggin Sheriff’s Office.

    b. Approve and Sign AP for May 28, 2024 & Payroll Warrant May 17, 2024
