tax. I always hate to see [laughter] that. Well, I saw it and I figured the school was on this one, but then I looked it. Yeah, it's just Well, sad thing is county tax that one for the year, it's about the same that we do every month for the school.
Oh, I know. Well, and you know, did you see the tri town with the there's a headline with the new superintendent and the new assistant superintendent? And I went back through well, I didn't went back through the budget line by line and couldn't find any reference to $108,000 assistant super
in the superintendent section of the budget. So, they did they just find that much money? I didn't know they never had an assistant before, right? They never did. And I think it would have been a topic of some discussion had it and it may have been a a meeting post budget and they moved things around, but I don't recall it being discussed at the big town hall budget meeting.
How you doing? Good. How are you? Good. And given the rooftop dollar value, no, you know, I finished mine and decided I'm not doing that anymore. I don't I can't do it. I used to I can't get up there anymore. Ah, I I didn't realize it. I was all done doing them after until I did mine.
Yeah, that's good. I don't need to do that no more. I used to help my brother all the time. And then one time I showed up and grabbed a couple bundles, threw them on my shoulder, went up to the peak and set him down and I looked and I was like, I can't help you today. [laughter]
Oh yeah. Once once you get just like that beer, it's like I guess you did it for years and years and then then reality strikes. Yeah. I think that's what happened with me. I spent a long time not doing it and that's like nope guess not
to lose faith in your own footing and things like that. I got to do my garage sometime but that's not very big and I'll have some of my friends help me. I'll just hand them all my tools. There you go. Direct from below. Right. Snap on and
cook the burgers and pass out the beers when it's over. That's right. When it's over. You see that? I know how that works. Stretch out today. I Yeah, I do. Yeah, I've I've cracked some ribs. I know how that feels. I I like Josh's question. You
made me laugh. Oh, by the way, I have looked at all my emails up until Sunday. Cool. So, I think I sent you one. I must have taken [laughter] your No, actually, I' I've been I've been better at it. I've been looking at them at least once every couple weeks. Once a week, every every weekend.
Yeah, I'm getting better at that. Yeah, it would it would take me a long time if I waited a week to go through my email. Well, just I just wouldn't have a rock and a chisel. That's just the way it is. That would take a while, too, though.
Yeah. Following piece of paper. Yeah. Well, I won't let it I won't let it go like it did last time. 684. 80. Most of them were probably for me. A lot of them were. Yeah. I put them back. I just put them in your file. Hey, Mark. Shark. Are you there? Mark. [laughter]
That's why I say just call. This is really important. No. If it's important, call me. I'm trying to figure Josh on his bike or his car [snorts] I didn't recognize this card. saw the article that said she had sat down with all the town managers.
[laughter] I guess I should have told you guys that. My initial thought was probably not all of them. Probably not ours. No, she did. She did. She came. She had a long conversation. We sat in here and talked for a long time. And she asked me all about the history and she was very interested in in making it an RSU instead of a, you know, Durham Newport thing. She sounds really nice. I mean she seems to be really no nonsense.
that would be the biggest thing that with the initial it's even though it's a superficial thing having it called free high school right now still right and now that there's you know this gigantic bond that all the towns are when it's all finished and they do the rib cutting they should
on send it do you have that this pulls it from him. I don't have an attached one. Afraid I didn't read that article. I got one from Northeast. How much? I got the picture, but that's concrete proposal. The uh he had two quotes. He had one for the truck and he also had one for the concrete work of the front.
He says it's attached but okay. No, it's possible that it was in it was in the email. Some of this is the same picture. It's like this block my phone. that says cannot connect a server anywhere between here and the Eureka center like that little
this area can my house no AT&T at all here because it would be nice to be able session to have everybody. there's a there's Country Lane, Country Cedar Pond. It's a You know where Dr. Johnny used to live? Um, it's off to if you're heading
from this end of Cedar Pond Road around, you go around the corner and you're along that stretch just before the hill. Oh, okay. down there a lot because there's no there's traffic on Country Lane. He is on Cedar Point. I guess he's he's doing this for the adverse adverse procession law.
Just to make sure that he's covered. But I've never noticed a pin in the road. No, I have. Probably buried. If it's four feet out in there, it's got to be flat. Know it's there. Unless it's He may have just had a survey done or something.
Sister William. Oh, yes. blank. Alden, we're all set. Okay. All right. Thank you. Uh we'll call this meeting to order. We do have a quorum and we have three out of the uh five selectman. Actually a fourth is on his way in right now. Um could we please rise? And Mr. Shellac, would you be willing to lead us in the pledge of allegiance to the American flag?
the flag of the United States of America and to the republic for which it stands. One nation under God, with liberty and justice for all. Uh, no. Okay. Um, any public comment this evening? Seeing none, um, I'm going to skip consent agenda for right now and move on to the American Legion presentations.
And if, uh, this table here so the mic can pick you up. Thank you. Chase come forward, please. with him because I know her very well together. honor that we present to you as a recipient of the American Legion's Legislature of the Year Award. It takes a great deal of people
selecting and voting and your name came up an awful lot of times, sir. It's my congratulations. Thank you very much. And I present you this plaque that you can put at your office at home, your desk or whatever. And this is a very nice little And this goes right here. You can put it right back in there and it's easy to carry.
It's outstanding. Thank you very much. My pleasure, sir. Thank you very much, SIR. [applause] Sharon come forward, please. I usually don't do this, but after having read these, I decided I want to read this out loud so everyone else could hear it. I want to express my feelings, excuse me, dear Jeffrey and Sher, I want to express my feelings of gratitude to you on this day, acknowledging your service for our country as the parents of Airman Jared Clauss, US Air Force. His decision to serve our country is truly honorable. And as a parent, I know you are very proud. This blue star banner displayed boldly on behalf of your son as a mere symbol of your dedication and love for him. Military families have a special place in my heart. For I believe that without strong support at home for our service members, our military could never carry out their mission of defending our state, country, and nation.
Each day, I pray for every service member's safe return, and I have dedicated my tenure as Maine's first lady to support the military families. Many thanks go out to Airman Clauss for his service and a special thanks to you for being supportive of him. Congratulations on receiving this symbol of your love for your family and country. Most sincerely, an M. Leage, first lady of Maine. And
there is also a letter for April. your duty to unroll this weather. Thank you. Thank you VERY Thank you, sir. Okay, we'll go back to uh consent agenda. Um I will I would like to actually remove the fire chief report from that because there is a request on the fire chief report for okay
for us to take to vote on something. So we'll move that out onto action and discussion item. I would move that we accept the consent agenda as amended. Second. Any discussion? All in favor? Motion carries. services. to. Okay. Some of this is really interesting, some of it's boring.
You're all Thank you. curbside pickup and stuff. The contract ends next uh at the end of June next year. So, we have to vote for this at our town meeting. This is a reworked um request for proposal. There have been some changes uh made to it, which you should be able to see stried out or added. Um, I did make one other uh
suggestion for change that she's marked on her copy. Looks like these are still going on. Yes, she had to get that for something else. But, um, so on the in the first paragraph, third line down, um, it's still refers to the semianual
uh, uh, bulky waste. And so uh we struck out the semi on that. And I believe the next word should should be combined into onsite rather than on site. I don't think we need the word annually at the end either where the annual on-site collection and disposal of bulky waste and collection of universal waste.
I think I cross I just crossed out annually at the end. Does that make sense? Yes. Yeah. And the the comma after waste was replaced with the word and cuz it was it kind of didn't make sense without that. Right. The only question I have about that is onsite may imply that it is being collected because this is curbside on site at each curb site. I think it was done as one site that it would be this bulky waste collection would be at one site in town. It would not be at each. So that it's supposed to be one is what you're saying,
right? I It's possible. I I I just think it could be misleading otherwise that on-site if we're talking about curbside and and on-site would be on the side of could be construed as being curbside as well because that is a service that that
or we or because one site doesn't sound right necessarily either, but yeah, we single sight collection which is which means exactly the same as one site. I know but it just [laughter] but it flows better semantically. It does actually cuz I was thinking single site and then I'm like no that means the same thing. So yeah either way
and it was single [clears throat] site collection. Yeah. Could could you put uh site to be disclosed to be determined to be determined. Yeah. This this is actually the request for proposal. Basically all they need to know is that there's
a single site. We're not we're not saying anything about where it is or anything like that. Yeah. Um I don't know if anybody else had a chance to look through this, make sure it looked okay. It's pretty much similar to what we've already
reviewed the changes in it. I I know I saw one other issue at one point. It was a just a wrong word, but I I can't I couldn't find it again. Um, but I think it's fairly kind of the same one we've been having, isn't it? Yeah, there's a there's a number of places where we've
Yeah. put struck some things out or added different things. um one in near the very end and I think this must be in relation to that uh a a a particular uh place but they struck out there is no limit to the amount of recyclables that is to put it be put out that's curbside and they put in the reasonable person standard will be used.
Now did we put that in or did that that's us and that's something that you guys need to approve. Yeah. So, I did I did notice that and I know there's a I know there's a reasoning behind that. Yes. And it could actually end up affecting the rate, I would suppose, because if you say there's no limit, they then
Well, when they talked about doing the automatic, you know, using the uh this this has nothing to do I'm just saying. But I mean, those bins are what you got for recycling, too. They were the same size. So, that's quite a bit of recycling. So,
but yeah, I mean this there have been instances where this has put a a burden on to do this has put a burden on pine tree because of the amount that that um one or two places have been putting out at a at a single time. Yeah. like maybe 8 by10 trailer full something like that.
Well, but you know then it's a question of what is what is the source of the uh of the of the waste? Well, it's recyclables, but I I don't know. But is it from a job? I mean, if it's from your job, you should be paying paying a different rate to to do
Well, it should be going to someplace else, not right pickup. And I believe this is yes, this residential, right? It is specific in here. So if if it was determined that they weren't residential, then yeah, it could be. mean, people put sometimes they put two of them little green things on. I don't think that's ever been a problem, but
and it's just when it starts to get Well, I mean, that's you know, the whole program seems to have been designed to try to encourage people to recycle as much as possible. So, right. I I think it it just specifies the difference between commercial and
Yeah, absolutely. That's what I'm saying is if it's commercial, people should be taking care of that separately. Um, so this is set up to be returned by October 4th. Um, unless you want go through it or It looks fine. Oh, it's just
I won't put it out probably till the end of the week. So if you guys look through it and decide you there's something else we can either bring it back the next meeting or if it's something like for and of that I need to change we can
so I'll take a motion on it. I one quick question. Um in in paragraph 17 it states the board of select well anyway but goes on to say addendum A lists the rules and reflect and regulations effective as of and then the date has been crossed out. Well because theoretically that should be today. Okay because you guys are
that was just what what date was going to be substituted in was my question. move forward with the R RFP for U municipal and solid uh solid waste and recycling collection. Second. Any discussion? All in favor? Motion carries. And if I can have a vote on the agenda.
Okay. presented with the proposed RFP. Second. Okay. All in favor? Carrie. All right. So, if you uh find the uh the fire chief select report. Um couple things to note. Number one, um, one of our trucks was, um, damaged on
Sunday, August 14th. Um, a, uh, it hit a rock going into a very narrow driveway. And, um, initially the chief thought it would be o over $1,000 to repair. Um he did which would then we would only be liable for a thousand if we if we repaired it because our insurance would take care of the rest. He got a quote for 66356
but he is um at this point opting not to fix it cuz this is the truck that was slated to be replaced. Slated to be replaced sometime soon anyway. We we had the vote at town meeting where it was voted down, but sometime in in the near future it needs to be replaced. So, he doesn't see that it's
really worth it. Right. And it's it's cosmetic really more than it's not functional. Yeah. And the other thing is on number six, um he has a quote from Target concrete uh for doing the uh concrete pad in front of the doors. um the paving price. They're still working on the paving price right now, but um the he said the concrete work has to be done before the paving anyway. So he um is asking that we accept this uh
quote. Um as far as I know, it's only there's only one. I don't know if he if he asked for multiples, but if I could speak to that that price includes the town, includes the highway crew cutting the pavement, digging out in front of the door 7 and 1/2 ft and putting uh getting it ready for the for the concrete. So, we'll be doing all that
and I've talked to the concrete and we got to the ballots the get them and we'll put them in put them in. So, you spoke with the guy uh that uh for target concrete and so this quote seems pretty reasonable to you. Well, we had several bids for the garage floor in the back, but uh he's the one that did the the big building.
Okay. Yeah. went back and he just did the free fire station. He was the lowest on that from I looked at all those bits and he was way lower than [clears throat] Well, if he did that then he knows what we need to. So, yeah.
Yeah. And your crew has the the time to Yep. I just I know you have a lot of projects going on so I didn't want to No, I'll just one guy over there with the back hole and ri that out. That should be fine. So it seems like a reason
you want to set the balls too. Y working on the price for I told him I have it home yesterday and I just got off the phone with pricker now. We're still negotiating the prices a little different than I thought they would be. So [clears throat] I think we'll come to a compromise tomorrow. Okay.
Well, he had Bill had in his budget paving over there. Correct. Yeah. paving and this and he's asking um at at right now he's not sure if we're going to have funds to do the paving cuz um because it may come in higher than we allowed but he's asking to at least do this
right now was the was the balls in that quote originally no that's what I was going to say no I don't mean this quote I mean in the original I don't no he's chief decided he wanted those free has them just saves the door they're going to hit something they're going to hit that before they hit the
right well it Makes total sense. Can you explain what the ballards are? Just a cement or a piece of steel you fill with cement. Okay. Oh ft up and then there's a plastic yellow sleeve that goes down over the top of it. So it looks decorative.
Got you wouldn't want to hit it. It's they go on either side of the door. So you you'll hit those instead of hit the sides of the door as you the building. Yeah. If you happen to drive fenders on a boat. Yes. If you drive by Freeport, you see they got one on each side of the doorway. So that they and they put them in before they put the cement down because there's six or eight inches of cement or whatever it is there. So
if you don't put them in now, it's kind of too late or makes it a lot tougher. But [snorts] got to do it once we get the concrete. Now we got to cut out the uh the the drain that was right where the cover is all deteriorated and falling in. So we got to cut that out and take the cover off, put a new I'm thinking all we got to do is put a cover over it. So
Okay. So, I move we accept the quote from Target concrete floors for $4,400. Any discussion? All in favor? Motion carries. Okay. Um, departments and committees, code enforcement is excused. He uh wasn't feeling well and he didn't have anything or too much for us anyway. Uh, chief gave us the reporting. He's excused. He's on vacation. Uh, road commissioner.
the fire station. Going in back in a bit. So, this is the uh just the know if you already have one of those. 30 or $40,000 left in that account or which isn't a lot for $1.1 million. Holding on to that. Um we've uh made some changes. uh added some added some more material to the base of the hill
Rang was it before I get where that hill goes down. Yeah, actually goes up and down. Barry Baldwin. Yeah. Yeah. I've added I've added 8 in of material at the bottom and zero at the top to try and get rid of some of that cuz you're on solid rock at the top. So, we're trying to get rid of some of that uh [clears throat] the curve by uh running around Pawn Park. It was just like this 8%. I cut that to 6%. So, that would help me pick up the inside to give me some ditch line before I hit ledge.
Now, we're going to have to slow down on the corner, though. We don't have that back there. Well, if you need 8% to hold you in the road around the corner, you're going way faster than the speed. I mean, that's that's 8% is
No, it's designed that way. Yeah. If if you need 8% to hold your car on the road, [laughter] Yeah. Time to get a spoiler. Yeah, you couldn't drive that fast up that road without any [laughter] Well, it's 6% [snorts] now. It's still quite That's still quite a bit. Usually, I'd go three all the way across, but I went from 8 to six. And
so, like it was ground all the way to just about Davis Road. Yeah. Y and uh I looked at looked at the condition of the road just before the pond. There was a section that's all deteriorated. So, I brought that asphalt injection back around the corner to 5,400. It's about 600 ft. So, that adds about $8,000 and and about 4,000 per equal. So, about 12,000 bucks right there. So,
so when are when are they going to do the injection? Thursday. So, that's the plan. I just got off the phone with Kirker about it. I don't know. They're I said you're pushing it. I talked to the the guy doing the grading today and he was he was somewhat concerned about making it. I said, "Well, I don't want to rush. I want it done right." So, if we don't make it till Friday, we don't make it till Friday. But, uh, all states is already putting their trailers full of liquid asphalt in the uh sand salt shed down here. So, they're ready to go. Um, so we did we did some uh shouldering work on Brickyard Hill [snorts] shouldering and uh took the side of the road was higher and there was big wash outs and gouges that looks real nice.
Uh, so I've asked uh Sean from all states to give me advice on putting some uh cold mix on there for what it would cost in place. So he's going to get back from me on that. It's great. Try and do something with that road for a couple of years. That'll make the people happy that I was there. I I was there one day and I saw somebody come through and they were they were flooring it to get up to, you know, and and bouncing all the way because Yeah, that road's pretty bad right now. I guess the bus won't even go up there anymore.
I don't blame [sighs] them. [laughter] It's about a 13% grade. That's coming down there with a plow truck is not fun. We had two or three of those up where I came from and I had those because nobody else wanted to go down over them. So I've before we hit the bottom, you had to make a decision. Do I take the ditch or do I? [laughter]
There wasn't another way out of there. They could close that off and send them all the other way. I guess they have a dead end street, but could close at the top of the hill. They could all go the other way. That would that would cause some stir probably.
Yeah. so as far as the the road bond, we all set with that. Yeah. I mean, I this is only what's spent up what we've spent up to this point. So, but I we got about 30,000 bucks is what all really we got left. Yeah. It isn't much when you're talking about that big a project.
No. But so that's here. Um [clears throat] rubber pads on the excavator still working good. Um still doing ditching. We should be done. We've gone all the way up one side. We're back to almost the pond on the other side. So, by next week, we should be done ditching rabbit road completely. And uh we should be just about in time to well, we might be they'll be paving about the time we're ready to start ditching. So, maybe we'll get a couple dates, go do something else. But uh
and they're going to start on the other half after you edition. Yep. Yeah. Well, once the reason they did that piece first on runaround is because the injection was coming on the 27th. So they were trying to beat them on that. Then once they get that injection in, they'll go do the other the other half.
Um on rabbit road we were able to get ditches a lot of places where there wasn't ditches before and we found the under drain that they'd put in but the under drain was higher than the rope. So you weren't draining anything. It was [clears throat]
So it was an over drain. Yeah. I was trying to think of [laughter] no over drain. So we actually were able to put ditches there and get rid of them. So I guess the other word for that would be damn. Oh. [laughter] Uh, so
that should make a huge improvement and and really it'll make it last longer, too. Yeah, it should. Water's coming out of it instead of staying in it. Yeah. Well, if you get rid of the water, I mean, that's your road base is only as good as if it's drained,
right? Uh, if it's not drained, you're just going to it's going to implode. So I think we talked already about the liquid asphalt 50 extending that back to 5400 uh 600 ft. Uh the main department of labor I intended to have that done for this meeting. I don't have it done but I will have it done this week. U I've got it done. I just have to do the training on the and people were out different people were out. So this week I'll get it done. Um and I'll get that in the mail by the 30th.
This is the 23rd 22nd. What? What is it? 23rd. 23rd. Yeah. So, make sure make sure you get it done in time. I'll have it done by Thursday after noon. That'll be out. Uh, post that route for weight for a week. No, for weight.
Oh, for weight to 23,000. And the reason is as we've been ditching, I've been watching main custom woodlands trucks with mats. I've been going down through with 35 mats on over 100,000 lbs and logs freighted and they're going back. And now I hear there's another I don't know if you've heard, but there's another um company looking going behind them to do back mulch and stump grinding and erosion control to do it. Going to talk to Paul about it.
I hadn't heard of it. They had done some deal with crooker to trade the piece of land and they were done talking to the guys about it. So if that goes in there I the trucks are making a direct shot. I think if they got to come up Route 9 and around I I just I I don't
too much weight on that road. It's too much for that road. Yeah. Yeah. I mean I'm okay with a run around Poland but when they hit Route 9 you're either going to come this way or that way. It was just instead of going the rabbit you thought just the rabbit rope.
Yeah. Instead of cutting straight across. [clears throat] So that's I think it's you know at 100,000 lbs plus loads. Uh I I don't like it. What's the process for posting it? Just we got to say so. Yeah. Well, there is a legal process. I have it in the book. I didn't bring it with me. I intended to but didn't get to it. But I could get it for you for next meeting or
that probably be good. Yeah, I believe in in the book it says that the selectman can do it without going to town vote if the road is if the [snorts] town believes that their road's in danger of damage that they have the right to post.
Well, and I I think even if you had to put it to the town, I think most of them are after spending all this money, they're going to vote to post the road. So, we do have because we have another layer of hot top going over that too,
right? No, but I just these other companies even based out of Durham. Yeah. Are they okay? Well, I was going to say I mean, but I'm watching trucks go by there all day with those mats. Just afraid of uh that's not good. So,
well, should we wait two more weeks if it's if it's not? Well, we need we need to know the right process, right? So, I mean, well, maybe maybe he could get it to us before the next meeting. Just just email it to us if you could.
Yeah. Maybe if we had to, we could have a a special meeting for We just spent a lot of money on that road and it looks great, you know. Be ashamed to lose it. And I mean, I'd be the last guy to post a road if I didn't think we needed I mean, I'm willing to leave the run bond right over. That's going to be a direct shot for it's a direct throughway
from all the way from 231 and Nucalasta to Brunswick. And what is it about Runaround Pawn Road that makes it more sturdy than than Rabbit Road would be? Is it uh there's more gravel and sand and then what we've done on the upper part. We've really overkilled [clears throat] as far as the injection plus adding 4 in of reclaim.
I feel much better about that one than I do this one. [clears throat] I mean there is wet spots a lot of wet swamp. You're going through that swamp and just like it. yeah, certainly if you could send us the the regulations so even if we don't have a special meeting, everyone will have a chance to review it all and make sure
there's no hurry that we're prepared. As long as it gets done by, you know, Well, if we got the information, if if if the next meeting is okay, you feel comfortable. I'm just throwing it out there for you to look at. I mean, as dry as it's been, the road's not going to go anywhere anyway. Right now, it's okay. Well, all right then. So there's no emergency.
Yeah, I I agree with if if that's truly the your feel. Yeah. I don't want to lose that road. If you start seeing grooves showing up in the road, call, you know, call a meeting immediately. Yeah. No, no, you won't see anything. I mean, no, it's I've been watching this. I told them all right, but if you keep it up and just over time, it's
Wow. When the frost is coming out. Oh, I was going to say we probably have it posted then anyway, but Sure. Sure. Yeah, that's that's not exactly a science. And you come up with 23,000. Where'd that come from? That's your delivery trucks. Uh, CMP trucks, the UPS guy, [clears throat] those would all fit. You know, single
plot trucks. Single axle dump truck. No, I don't. No. Oop trucks are exempt. So, we'd be over. But, um, and and local [clears throat] local uh traffic that needs to use some place, you could. Yeah. You couldn't stop them. If they had a business here that needed [clears throat] be no through trucks,
right? Right. The uh next one. Uh, I did some traffic control for a funeral Saturday. Helped some people out and up on 136 Royalsboro Road. And uh we charge charged him for past time but not mine. [clears throat] Um that's very dangerous. Uh I I didn't realize where it was when I said I would do it until I got looking at it and I realized we're going to need two people here because from the top of that hill and the funeral that we had the people were we had people in walkers and wheelchairs and people were not moving. This guy was quite elderly that passed away and the people that were attending the wedding were in pretty much the same situation. And we had cars in the road and you come up over that hill from Freeport and that upper driveway is what I I blocked it off and they had to use the lower driveway to get out. But that's upper driveway shouldn't be there. [clears throat] I put two rocks across there and you're
using the one down by the power line. They come in by the power line and they come out and they come out right at just as you crash down over the hill. There's a driveway coming out. [clears throat] So you're talking Sylvester Cemetery.
Yeah. Okay. Are can we actually do that? Cuz that's not a town cemetery. Oh, it isn't? No. Oh, it's a private cemetery. It is. Who who who's in charge of it though? The Sylvester Cemetery Association or something like that.
Oh, we have a cemetery. Is that part of the cemetery committee or there? Not not the town cemetery committee. They have their own association, I'm pretty sure. Shannon would know exactly who it was. Oh, okay. All right. Well, I guess uh if you can ask her and find out if they probably be okay, but if they if they were, I go put two two rocks across there.
Just the one right just on the corner of Emerson Road and No, no, no. This is the one uh right by the power lines on 130 just beyond Okay. Yeah, I know what you mean. Yeah, I know what you mean. Yeah. Okay. Okay. So, we'll find out. I guess if they want us to do it, I'd block it out. Somebody's going to get killed there. [clears throat] It's not good. Or I say they could easily.
thought went away last year. Uh someone built the house there back in I don't know 09 or so and the local contractor put it in the driveway and built did the site work for the house and uh if you're going down Sandill Drive on your left it's like the first house I think on the left um there's a culvert crossing the
driveway and uh I don't need a culvert for our road. Everything falls away from the road. If there was no cover there at all, wouldn't make a difference to me. The person that had the house built, this contractor put it in there. And it drains water, I would say, from one side of his yard to the other. That is in the town right away. I went out and measured. I was hoping it was back, but it was by by a [snorts] couple of feet. It's in the town right away. serves no purpose for the town.
In my opinion, the only purpose it serves is that the house was built too low and the roads up here and the house is down here. And so We've never touched the culvert. We didn't put the culvert in. He and his private contractor have done this.
Once I touch it, we own it. Then it's our problem right [clears throat] now. So last fall, I finally told him he could take it out, do whatever. I said, "If you want to take the cover out, go ahead, take it out. It's busting the pavement in this driveway." And so he said, "Well, email me something." So I did. I emailed him something saying, "As per our conversation, you can remove the cover from the driveway." Now, a week or two ago, he's emailed back saying that uh that's not a good idea. That's there'll be other problems if he does that. I know what the problem's going to be. He's going to have water trapped on one side of his driveway that won't get to the other side. No matter how you look at it, it doesn't really affect us. The culvert is in the town right away. The cover is high and the pavement has no cover over it. So, it's just cracking the pavement, but it really doesn't affect us.
So, I I don't Well, he's asking you to replace the culvert. Well, replace the culvert. It's going to do the same thing. If I put the culvert back where it is, I can't put it any lower because what am I going to do? Dig a hole on both sides of his driveway? And so, I don't know what the fix is. The fix would be for him. I have I have a one fix. I could dig up I could cut the road before his driveway and send the water across the other side before it gets to his property, which would be quite a big job. Or he could have a catch basin put in
and then pipe out of the bottom of that out to behind his house and take care of it himself. So it's it's not causing us any issues right at the moment. Even though some and we didn't create it, right? But the minute we touch it, then it's ours,
right? I I wouldn't advocate for taking on not really causing us any problems. Just the town just accepted that road a year or two ago. No, not that part. That part was quite a while ago. Oh, yeah. This this is phase one, right? Yeah. Phase two.
And I mean, I feel bad for the guy. I understand his concern, but the concern really shouldn't be with us. It should be with his contract. It should be with between him and the guy that put it in, right? [clears throat] You know, whoever designed the site should have put the foundation higher and should have done things differently. I mean that or whoever decided where the host was going, whether it be him or someone else.
Town didn't build the road either. Well, they accepted the road, so we own road. Well, right. But I'm saying that it's that any problem that was created in the design of the road is is, you know, we we we accepted the road as is. You know,
the hot top that's breaking up isn't the town's hot top. It's his in his driveway. His driveway. Well, I I would say then that's a I would say that if it's not affecting us one way or the other and we and it's not caused any problems with our road, what we need to do
and then I guess it goes back to him, right? The culvert isn't failed and if it was failed, it wouldn't affect us any, right? It would flood his house, but that's I didn't create it. His contractor and he did. He needs to hire in my opinion a private engineer or someone a site person to come out the person to put it in to come out and
right and put a catch basin in would be a concrete right it's it's a it's a private land issue rather than issue and yeah and all we have to say is you know we're okay with you know tell us what you got to do and we're and we'll we'll say yeah we're okay or no you can't because it's going to affect this but
if he puts a catch basin in a manhole you know a catch basin and pipes it out to the back of his house. That's the only way I can see that he could solve the problems. So that that that's all I've got. Um question. Um do we use the trailer
over at the salt shed anymore? No. Okay. We do have What do you mean by trailer? The there's a small the construction trail. truck trailers we use. No, that's a construction that's the construction trail. Like 8 by 20 or 8 by
I don't I I'm not sure. I just know there's there somebody has approached me with interest in it. So I did I didn't think we did it, but um we don't we used it. But is it something that we could use here that we could move to the town office for more space?
I don't know. Could you put Paul in there? Is that what I was thinking? Well, I went in there. We went in there. I think Chin went in there like uh February or March and the heat was on like 80 and we don't know how many years it's been like that and it's electric heat.
Well, I'm not sure if I'm not sure if that I I remember Paul and I talked about that quite a while ago about over there and stuff and then Mike brought it up at the last meeting about out in that back room and and that might be the better fit if we have a place safe to store that stuff.
Right. the the the one thing with that that room's actually fires safe and nothing else we have, right? But one of the issues was taking Paul off site if if what you're saying is if we could put it somewhere here that wouldn't look bad and things like that. Would that be would that make sense? But is there a monitor heat in there?
It's electric heat. We had discussed at one point putting monitor heat in that. I don't know. Could be. I haven't been in there. Is there anything inside of it? Filing cabinets and just office stuff. Take take a field trip and find out.
Okay. Find out whether whether it would and have any use to us and and because if it does, we might as well hold on to it. If it doesn't, then we can look about at disposing it, doing it through whatever policies we have. by
Yeah, we've talked about putting it out for bid a couple times. I've never done it. Yes, some somebody did approach with approach me with interest. [clears throat] I'd be happy to get rid of it. Let's scope it out. See what it look see what the see what it looks like we should or shouldn't do with it first.
Do you have a key to it, Calvin? There's keys over there somewhere. Uh yeah, there's there's keys in the shop somewhere for you. Okay. Or maybe I have them. I don't know. I'll look. We did. Well, you did remove all the files and stuff out of there. There used to be a bunch of road files and stuff in there.
I think there might still be stuff in there. I So, maybe you ought to take that road trip with I think I better go look with you. [laughter] Okay. If if Tim was in there, then they must have keys over there somewhere or he might know where they are.
Maybe it wasn't locked. Yeah. I don't know. Um, any other questions? If it's not locked, it probably should be if there's stuff in there. Yeah. Yeah. Maybe take that road trip tonight. Make sure it is. Do you got a vacation planned for after all these roads are done?
Uh, I'm working on something. Trying to come up with something. Take a vacation. But I get to implement just so I hear I hear run around Pond Park is nice. Yeah. [laughter] onite facilities even. Yeah. Um, at our last meeting you talked about that there was some question with the panel project on Brown Road that the engineer wanted to continue it and do a portion of
the part of Brown Road that Durham owns. Has that question been resolved as of right now? No, I know. We're doing the same thing in uh [sighs and gasps] well, the same question came up with new Glouester coming into Panama and last week the selectman said, "Well, we should we should pay for
this section cuz they paid to come into our town last time." And I said, "How do you know you did?" He said, "Go back and look at the minutes." They said, "We might have paid them. We might have reimbursed them for that cuz they went 200 ft over the line." It's we might have we might have paid for that back then. We shouldn't assume that that just because they came over the line, we didn't pay for it. So, um so I've got to work that out with new Glouester as far as uh but the same it's going to be a
question uh if it's 200 ft. Um yeah, you're looking at 20,000 bucks uh at 100 bucks a foot. So, I just I knew it had been an open question. And I knew they had started work on Brown Road, so I just was curious as to whether
Yeah, I see they got it blocked off, but no through traffic. So, yeah, we've been down there all day putting a new bridge in. So, in fact, they're still there. So, I just got off the phone with them before I came in. So, um So, yeah, that's I I think we should.
Do you do we have it? Well, it'll be have to be in next year's budget. Well, let's see. Wait a minute. That's They're going to build it. We're going to be building it this fall, right? We can't I mean, unless unless Powell's willing to eat it for half a year or something, then we can't if we don't have it in the budget. We can't do it.
Well, let me see when I get the final plans. Still don't have the final plans yet. That won't have them till this week on Brown Road. let me look at what my final numbers come out and it may be enough for them to swing it until January and reinvest or panel might just
say forget it. We'll stop at the timeline. The engineer doesn't recommend that. But as if if I mean we're due for a meeting with the panel selectman sometime anyway if they want if they wanted to discuss it with us. But if we don't
the thing if we don't have the money in in this year's budget, we can't do it this year. And I mean they understand that but yeah. Okay. Well, we'll So, that's about as much as I know at this point is it should be done. And how are we going to get it done? It'll be the what the panel wants to pay for it. We pay them after January. Take it out of next year's road paving budget. And at some point, I'm going to need to know from you guys what you want to do for uh do you want to do another bond for next year? People are all asking me how
Oh, yeah. I mean, yeah, Davis Road is 10,000 ft. It's got to be done. Yeah. Davis and then uh Well, let's see. We just did Brown Road is the rest of Brown Road. Our portion of Brown Road's a mess. Yeah. But we just did uh if we did Davis and what was the other one?
Sha. No. Meadow. Uh no. Um Old Brunswick. And anyway, it was going to show Hill. I just had it in my head yesterday and now I've uh I'm just going down. Oh no. Uh Davis and the first 2,000 ft of Bowie Hill. Yeah. If you did that 2,000 ft section that's just gone and Davis, it would be the same as what we just did.
Million be Well, it' be 12,000 ft be. No, not 12,000 10. No, it would be less. Wait, we got 19,000 ft. Yeah, I was going to say. Yeah. All right. Be 12,000 ft. So it would be less. But so [clears throat] we're still looking at 8 900,000.
Yeah. If you did those two. Yeah. And I know they need I know they they need they're very bad. But I also know that if we focus just on that side of town again this next year, it's going to be a lot cuz there are a lot of bad roads on the
Well, Shil Road's going to be done. But if Davis Road doesn't get done, I don't know. I'm I'm going to leave that. Oh, I know. Davis Road needs it. Well, I think I think part of what we should be looking at with that is some of that stuff that you gave us earlier on when you had them laid out as to what one is what first and kind of look at them as that. I mean,
we'll go around have a round table discussion. It only makes sense to do road together just because of the proximity. I mean, you're right there. Why not do it all at once? Well, you put together a road committee and let the committee make the decision.
That's [clears throat] what we could, you know, we could look at that too. Yeah, but I also don't feel like we can put million-dollar bond questions in front of the the taxpayers every year. Yeah, I'm not sure that that's going to fly very good.
That's a well a very tough no. Yes and no. I I understand that and which is one of the reasons why we went with seven years on this one instead of a longer one. On the other hand, we we have I mean what Shiloh is about two
mile and a half two miles. I don't Meadows probably close to two miles. Old Brunswick Road is probably close to two miles. Two miles on the Davis Road. Um a mile for all of Bowie. Well, you've up to the hill. The hill the hill is pretty good.
But um is that where that 2,000 ft stops? 2000's that first flat section before you go down to the fields, right? There's actually cuz there's actually Oh, I see. Before you go down to the fields, so you go up around that next corner, it doesn't include that section there is bad, too.
Yeah. Getting pretty bad. Cedar pond would fall under the Shimanova. Okay. Category that would fall under Okay. So, that that could be uh part of the regular budget. But I guess what I'm saying is if we don't have a bond, it's all going to go to Right. No road's going to get rebuilt. And I'm looking right now, we have at least 8 to 10 miles of roads that are in bad need of rebuilding right now.
Yeah, we do have to keep it going. I mean, the last year we had people here saying, "Why don't you just take $6 million for five million?" Yeah. Until they get the tax bill, right? That's why that's why we didn't do it. [laughter]
Yeah. But I think I think I think the people have they're going to have some angry people, if you Oh, I I I understand. I mean, They were under the impression back in 2009 that probably 2010. The rest uh at least a second section of Davis Road and maybe would be done and then a third section in 2011 and that never happened.
Right. And to see that first part done again in that time was frustrating for folks. But yeah, so I'm just throwing that out there. It will help me plan next year's work if I know whether we're going to be doing bond or not. Well, put it put something together and thinking of a b I mean I would for budget time I would put something together thinking of the possibility of a bond and maybe have something
a proposal a proposal for and a proposal that may not include it. What what would we do if we didn't do a bond and how how would we do it? So, and and I would kind of go by that that original list you gave us cuz that seemed to make a lot of sense that
you know obviously and I think you mentioned it that you know between now and when we get to that it may change a little because you know weather's going to make a difference it gets worse faster or not. So we can adjust that as needed. But
the stuff that's in the rebuild category is going to stay there, right? You got plumbing mill, you got if it's in a rebuild category right now, it's not going to come out of it. But it might be the point where you're better off to go after something that's shiman overlay might be
better spend your money if it's already gone. And we grind them all up, turn them into dirt. Yeah. [laughter] Then you'd be spending money on dust control. Sean used to tell us it actually costs more to do that. Yeah, I was only kidding.
Yeah, [laughter] that would. But you could grade it, smooth it up so they can still go 100 for at least a year. Yeah, we've already visited that idea. Oh, I'm running around Bond Road. I've already got people complaining about just since we've ground it, the traffic is already going faster.
Oh, yeah. Well, there's no doubt that's going to happen. It's smoother as a dirt road than [laughter] it was. that's that is one of the drop one of the just put in a couple when you have that done. Put in a couple speed tables while you
right. I mean it's going to be newly paved essentially from New Gloucester to Brunswick or or smooth it is yeah and that's going to be paddled all the way down to 231 as you said. So from 231 all the way to all the way to
they did all the way to the the town line. Well, new Glouster is paving this year from 231 to us, right? Yeah. So, the whole thing is going to be Yep. brand new. So, that's going to be time to lobby the state to take it as a state route.
Now, the time to do that was actually before we spent the million dollars fixing [laughter] it. Yes. Okay. They've been doing culvert work too on Route 9 D. Yeah. Any other questions? Nope. All right. Thank you. Uh T administrator. Thank you.
Dr. I was at a convention uh last year. We we worked with um aging in place issues. This year we did uh millennial issues issues attracting millennials to town, attracting millennials as employees. So it's always a very interesting time when I get to talk to other managers and administrators and they give me ideas and I feel less in a shoe box. [laughter] So, thank you for sending me. And um I really don't have that much else to talk about. We're just, you know, taxes are all collected now. Well, not all collected, but the due dates passed. Um so, interest is acrewing and we're we're just
we managed to get through our TAN. Okay. Then, yep, we're the TAN. I have to pay that back next time. I didn't get a a quote for that, but I will pass pay that back. And um yeah, and we we got our uh the for the roads bond, we got that out for the main bond bank or did
Oh, yeah. That's that's all done. They've already asked me one particular question. We've answered it. Um beyond that, we're we're good. I've checked with them already and they said that that everything was fine. Okay. Any any more questions?
Nope. All right. Uh upcoming meetings, uh regular selectman's meetings will be held here Tuesday, September 6th at 6:30 p.m. and Tuesday, September 20th at 6:30 p.m. Is there a comprehensive plan meeting next month? It's going to be the 12th
of So the second Monday. The second Monday. Yeah. So comprehensive plan committee will be meeting on the 12th at 6 or 6 6:30. 6:30. Okay. I would like to move that we go into executive session pursuant to 1 MRSA 4056A personnel.
Second. All in favor? Um yeah, actually make sure we're off the air. Just one second. Yeah. Yep. back.
