This is a machine transcript, not a record of what was said. YouTube's speech recognition produced it. It mishears local names (Royalsborough, Runaround Pond), garbles figures, and drops short words, including the "not" in "the motion does not carry". Use it to find the moment, then click the timestamp and listen. Where the summary and this transcript disagree, the recording settles it.

justice for all. Uh, there's two payable warrants. Do we do I have a copy of the second one? We didn't make a copy of the second one. You guys are welcome to look at it because it's just one check and it's just for um flagging on the thing.

Alvin gave it to us at about four o'clock today. Nice. The first one. We're just keeping up track on this to go on again. You should have a copy of the first one. So, they're cheap, ain't it? Yeah. And then the second one is a smaller one.

other than the one that you added on to. Yeah, that's all I can think of. Okay. Um, public comment. Is that what I am? [laughter] Okay. Got her own. Okay. Consent agenda. as uh amended with the um extra warrant. A second. Any discussion? All in favor? Motion carries. Action and discussion items. Tritown track signage.

No, that's okay. Now you're [laughter] up. All right. I hope we get to see the end of the baseball game then. Great. Uh my name is Heather Roy. Like I said, I live down the road. I have four kids that um attend schools um in the RSU. And I

apologize that I um had put up a sign at the Eureka Center. I had spoken with someone who was affiliated with the Eureka Center and asked if it was okay to do that and she said that it would be and so I was trying to cover my basis but apparently I didn't go the right avenue to begin with. So the sign was taken down as soon as I realized that and um I was instructed that the way to get permission to put the sign up was to come here and ask your permission um to do that. So, I have brought a picture of what it looks like so that you can see what it looks like. And uh the dimensions of the sign are 3 feet wide by it's pretty big. 3 ft wide by 50 ft long. I know that um the concern is that

when the original um vote went out for the renovations at the high school, the track and field project was part of that original bond which was voted down. And then when it was removed and it was just um the field repair that was added to the renovation bond, the vote passed. Um, and I I understand that with the

sign being at the Eureka, it doesn't want to look like the town is endorsing um the project itself, given the fact that the voters had voted it down, which I I can understand that um the project the way that it is now is that it's 100% by donation. Um and it says that right on the sign, donate now. So at no point um and the website is there right clearly on the sign also for people who would have um additional questions. Um and so I'll show you all the picture if that's okay. You can see what it looks like. And um so did I say that it was 3

ft wide by 50 ft long? Okay. There was no little sign for sure. No sign. It was they had it hung um and I'm only looking to have it there for a week. You rent that place. I was looking originally for the Memorial Day festivities.

Um, but obviously that How long you talking about? Just for seven days. They they're they move it from place to place to place to place. It's in Free Port for a while. It was in Free Port. It was hanging up um when you come off the exit.

Yeah. By shaw. Yes, exactly. Yep. It was hanging there. And so they've, you know, they're just moving it around as much as possible. Um, and I am the Durham um, contact for the fundraising. I'm actually very happy to report that two and a half, three weeks ago, the amount that had been raised from Durham towards the project, Durham residents, Durham businesses, was $500. and I started a brick challenge because if you donate $500 then you your family, your kids, your business, whatever gets their name engraved on a brick that will be part of the donor walkway. And that's a donor level of $500. And so I put out a challenge to try to have 200 residents, businesses, organizations, whatever, um so that Durham would contribute $100,000 towards the project. And um in a little less than 3 weeks I've well not just myself but um we're at like 24,000 I

5:12

think. So there's definitely strong support. I mean I think that just goes to show it and that just that small time frame you know people have donated out of their free will not because it's a tax vote not because of you know anything like that. It's just been given um that we've raised $24,000 towards the project. So, I'm here to ask permission to put the sign up.

Do we have anybody Ruth going to rent that? No rentals going to be going in. Uh, I don't know. I don't think so. That's my only concern. I don't want someone paying paying to rent the place and have a 50 foot by 3 foot sign out in front of it.

Y I can go check the calendar if it's on the calendar. What seven days were you thinking about doing it? It's not a stagnant day. They usually do Wednesday to Wednesday and then move it to the next location. So, if there we're happy to work around whatever would be allowed. Um, but it's typically a Wednesday to Wednesday situation.

Eureka's all right with it. I talked to Nancy and she she said sure. That's why I put it up. Yeah, [laughter] that's my that's my only concern. Yeah. I mean, it should be fine. I mean, and it, you know, doesn't show the town having any position on I mean, we've already had all the votes in this town. So,

yeah. Well, is it going to interfere with someone's rental like and where it's very temporary and so on? Yeah, it's only for seven days. Would you foresee bringing it back again? I don't think so, but there's a limited time frame before the project has to go before the school board to be able to put the $600,000 that they have allocated to the um repairs on hold to allow us to finish raising the money that's needed. Um, and that's happening, I believe that's happening in July. So, we have a very small window of time to try to raise the rest of the money that we need to to have the school board put that on hold or well, it would get sent out to vote to put it on hold.

Um, I don't have a calendar for June, so I'm not sure. Okay. I can I'm happy for you to come to get back to me also with like a date that works if you all agree that we would be able to put it back up. We would have probably had to sign some kind of approval for something going on there anyway, so we'd have known if there was something going on,

right? I'm whoever you contacted before you could check with them and if they don't have nothing, would you like to put it up again tomorrow? Is that part of it? That's very If I If I can Yep. I just need to contact the person who has it now to make sure I can get it tomorrow.

Yeah. I mean, if they if they say there's nothing between now and next Wednesday, then I don't have any problems. I'll make a motion that we allow them to put the uh sign up uh for a week plus or minus allowing. Second. Any discussion? All in favor? Motion carries.

Thank you so much. Okay. Yep. I got kids at baseball. Thank you. I really appreciate it. Have a good evening. Thank you so much. Phone service. Are we going to postpone it? No. Sorry. Yeah, we're postponing. We're postponing it. Yes. What do

you got? What do you got? Well, I'm working on the phone service. I have Comcast. I haven't got in touch with uh Fair Point yet. Yeah. Well, can we Yeah, it's not really on the agenda. Um, what? Well, do we have any interest in talking with this company that uh is interested in possibly bringing fiber through town? It would offer high speed everything. I mean, and it from what they say it it it wouldn't conflict with the franchise that we have with Comcast because they say

they don't sell cable. Well, right. So, I mean, it's it's not using the same it's not using the same. The only thing they'd be using would be the poles because they would have to come in and actually run the fiber. But, he was showing me uh different things that they've done with other towns and they're getting all this grant money and then they're able to match some of the grant money and it doesn't cost the town anything to have them come in and run and now you've got competition for, you know,

Comcast doesn't own any of the polls either, right? So the I mean I did I Tidewater is the company. I looked at the website. Yeah, the prices are basically very similar to what you'd already received, but it would be performance though. You know what I mean? When you're going over fiber,

so it's I mean I guess is it something we need to reach out for or should they be coming to us or you know I don't know. I that I you know he he they they may come to us at some point. But he was saying that another local town has come to them and and uh if if they they need

to work with communities to try to get locks done at a time, you know, loops done at a time. So if if they could work with them and we could talk to some of our neighbors, then maybe we could get enough interest to have a project and bring it right right down through. You know,

I I as long as we're not putting out anything out for it, I wouldn't I mean, if we just sent them a hey, we're interested if you want to. Yeah. Nothing wrong with that. Yeah. If we get information, I think they come at least answer some more questions and stuff. You might do a presentation.

10:15

Presidents probably would love to have a choice, another choice. Yeah. I mean, what do we got now? I mean, if you got satellite, maybe it might be an option here. But uh fiber if you know if you you could have the same speed that you're paying for on copper but performance you could have several devices running off that fiber and it doesn't degrade performance. You know what I mean?

Can't get no one to work. Well fiber you might. But there again if you got a long driveway you're still going to be in [laughter] the same boat that you've always been in this town. You know it's only 100 feet. All right. Sounds good.

Yeah. It's worth asking the question. Yeah. If you want to find out. And they they they offer phone service too. So yeah, as far as phone the phone service here, we'll come back to that next next time. Yes, please. Uh main municipal legislative policy committee nominations. Uh they are asking for nominees again. Yep.

Um, Sarah's been on the last year or so, I think, but I don't believe she's interested in serving again. So, I've been an alternate only because I can't go to the meetings really. I usually work the hours that they're Is anyone else there? But

is anyone else here interested in serving on it? Nope. What's the What's What's the Where is it? Augusta. It's at MMA usually. right at MMA and uh you never know. It's usually sometime in in the midday. That will work. Yeah, that's what makes it

work. So, I guess we don't really have any nominations then. Huh. Nope. Okay. Other than Josh if he can fit one in, but that's it is I never even get to go to the meetings, you know. It's like I I go to the I go to the annual business meetings because I'm there at the convention anyway. I just happen to sit in, you know. But uh next up is approve Wallally Staples as member of comprehensive plan committee. You should have his application in your packet.

I think it's great. Is that was that a motion? Motion accept Molly J. Staples. Second. Anyone or all in favor? Motion carries departments and committees. Chief awesome. [laughter] I'll be honest. See if you guys needed anything. And the other thing was the proposals was supposed to be in for the project at the fire station. Today was our final day. So

all I got is that one that one on your desk. This this was for the painting and siding. Do you want to open it? It was for painting and trim. Painting and trim. Yeah. Okay. Yeah. Which actually what I put together for an RFP was actually listed incorrectly. It said all trim. It's all trim on the exterior doors. Wood trim on the exterior doors is what I had my original quotes on. Actually, I think the proposal is probably from the same person that did the original code. I know when you put it in there, it said report on it. So,

so [clears throat] I mean, do you want to see what what the Sure. I'll be right back. So, Mark and I went to uh the training the other night and we have all kinds of new ideas. have for emergency management and uh he he just volunteered to be EMA director. [laughter]

Yeah. Excellent. Actually, I I don't have nothing to compare it to, but I thought she was very good. Yeah. I mean, as far as presentation, she seemed to know her stuff very well. I mean, she wasn't hiccup and hesitating and saying, "Let me think about that for a minute." I mean,

yeah, she was she was bang bang banging. If you had a question, she had an answer. It wasn't. She knows. Probably more interesting than the online courses that I took. Yeah. Yeah. She's very thorough and she's very knowledgeable.

She could have had the 50 cent tour if we' wanted it, but it was You didn't take the 50 tour? Yeah. She didn't offer the dollar one, so I didn't take the [laughter] one. So, would would you have uh all these roles? Like, do you have people to fill all like resource coordinator, safety officer, public info officer?

Safety officer? Yes. Public information officer? No. We've tried that a couple of times unsuccessfully. But some of the [clears throat] ro safety officer, we have a department safety officer, not specific to EMA, but a lot of them that she was lifting off in the incident command structure especially that work with the incident commander and stuff is I'm assuming where you got some of it from.

Yeah, absolutely. in the command staff. But a lot of that we have people that we have a department safety officer whose primary function is um responding to scenes and non-emergency reviews as a handbook. What about any anybody in this building? Do you have anybody like like resource coordinator? Do you have somebody that does that and stuff or like resource coordination stuff like that? calling if you guys need things, making sure that

we have somebody in house in the department that's a dispatcher that we use in house and because in the event of I don't know how much you get into it major emergency most communication centers are going to be overwhelmed and that's why we still maintain um the radio system there cost us nothing to keep it going. We have somebody that comes in and does the records and stuff for a lot of the calls, right?

15:26

Um and they actually would be that person. it was it more than likely would come out of our dispatch center to make those calls. Right. One thing we we did I don't know if she [clears throat] talked about it or not, but recently we did a search training here in town.

Okay. Um, and there were, but she touched on that too, people that were interested in participating on the search. Bill, my assistant EMA director, and myself, our hopes were that eventually the in order for the people to get full benefits, the insurance coverage and everything, they need to be part of the county team, but they're really, so I can't say they're Durham's team, but they're primary response area as long as we go through the channels to activate the SER team anyways through Anderson County EMA. As long as we go through those channels and it's activated, their primary response area is Durham. Those people that are from Durham, they won't be um just back [clears throat] to another area in the county or something. But our end hopes was one of the big things that we really need is in the event of if you think about a disaster that focused on disasters man-made and natural fire resources, rescue resources

are going to be tied up. I have an insistent EMA director who works for FEMA region one. Um maybe in state, but he's probably going to be told that he needs to report to Boston in a short amount of time if it's a regional versus just if it's an isolated main emergency. Well, we may not have to, right?

So, what we really were hoping [clears throat] inevitably to try to work with the people and perhaps get somebody that could be like our local shelter coordinator, manager type stuff. Um, I don't know if we'll get there. Time will tell. But, um, that's what we were hoping is would have somebody to [snorts] handle that aspect of it because it's a piece that as far as

requisitioning resources for the shelter and stuff like that, we can probably make it happen through the fire department. But as far as having somebody to staff there for sheltering purposes and stuff once things maybe, but not not before then. using like the ice storm. I I staffed the station with a crew of four people 24 hours a day for probably seven day eight days. Um I don't have enough depth. I didn't have enough depth then. I definitely don't have enough depth now so that I could also staff the shelter. Actually the the shelter was open and and Debbie kept the shelter open. [clears throat]

So that lar. So that's the that's the Yes. Yeah. That's the only downside of our current structure and having I mean it seems like a logical place to sound EMA responsibilities to the fire chief. But if you think about it when a disaster strikes fire chief or the rescue chief we're already going [snorts] to have a tremendous amount of commitment

right um in emergency response. Well just keep it you know I don't know if there's anything you could bring you know would you require anything from the board or is there We again utilizing the ice storm cuz that was probably the biggest one that we've actually had. Had a couple of flooding incidents, but none of them were anything in comparison to the ice storm. But we actually did have two or three meetings cuz the other side of during the ice storm both for me and for roads is you [clears throat] guys are authorized to allow us to expend a certain amount of our budget prior to town prior to town meeting. both of us just from that event were going to go past the authorized expenditure allowances.

That's she said they've gone through scenarios. They they do you know drills and like they've talked about all these like she she in in a emergency automatically she's authorized five POS for specific things beyond that. So it's like these are all things that be good to have in place you know just just throwing it out there.

Yep. The other side there's no question when it comes up. You know, [clears throat] the other side I just caution everybody on is that just like our bodies or any system, you're going to protect the core first. Yeah. And that uh we may hate to think of it, but we're actually an extremity. We're not the core. So it any kind of system, any kind of organization or our body is going to protect the core first. So I guess what I'm trying to say to an extent we need to be somewhat prepared to be self-supporting

for extended period of times and not necessarily rely maybe establish it beforehand but not rely on it once the actual emergency happens self-sufficiency. We all learn that very quickly in the country. Yeah. Yeah. It's true.

Sorry. I'll get off that soap box. Yeah. [clears throat] I don't know if you Yeah. Yeah, it's from Gary Lane. He's the one that actually the original proposal is Gary Lane using um more painting in Brunswick. It uh Yeah. No, it looks like the um

20:30

price quotes for the I can read them probably be best because I'm not sure how they broke it down. Actually, there was the two price quotes plus an option. But number one, painting labor and material by more painting Brunswick exterior washing painting of the station 5625 [clears throat and cough] and then there's painting labor and material for option optional interior request but I think they lumped them together and there was actually two optional requests inside one was for the um an area in the

bays and then another the other one was for an area in the media hall and then do a trim replacement labor and materials at the composite it material [clears throat] 3760 and they have everything totaled. Um the middle one, the number two is the obviously an optional one, but they have a total of 14285. Number two is supposed to be an option, which would actually bring it down to slightly under 10.

it. If you'd like me to go back, review it, come back here in two weeks, and make a recommendation. Yay or nay? Yep. Yep. Yeah, I think that's the best. Yeah. So, unless you guys had something for me, that's all I had. Here.

Thank you. Thanks, Thought you [clears throat] was off racing anyways. Thought you was off. I saw you take your little race car. Your little race car you had on the trail, they Oh, yeah. [clears throat] Yep. That's a grandchild.

Tell me. That's a grandchildren's race car. Painted pink. If it was mine, it would be painted red. It look red. Is it? I'm going to redo it. I'm going to skip and uh take road commissioner next just so we can Yeah, trucks are just rolling in. We just finished it that uh probably move it there.

last week, but I got to say I I went through twice and I I've been I haven't done bulky waste the last few years, so I had quite a bit accumulated. But in the past, I mean, I remember when it was bulky waste day, you planned on bulky waste day and that was your day. And now, I mean, my word, by noon, I had both my loads through. Yep. I was done. It was unreal.

Yep. I kept it flowing pretty good, I think. [clears throat] We learned from last year and got it went really quick. Adjustment is going really quick. Uh oh. Do you want one of these? You already got one, huh? I'll pass these eight.

All right. you're going to need it to so you can compare it to the rest of the stuff. I guess not. One thing I noticed though I could point out for both you stage that if we could have some kind of signage or something to let people know as you were approaching that while I was waiting in line down by the palm road, you know, there were people would come up and they would see even though everybody was pulled over as far as they could to the right, people would still stop right there like everybody's waiting in line and they didn't realize if they were headed through the free port. They they didn't know they'd stop right there. I I actually hopped out and told a few people, "We're all waiting in line. You're either going to want to keep going or or go back around." And and oh go leave an opening for Pound Road.

Well, yeah, we were leaving Pound Road open, but but I'm saying people coming from like Auburn on on [clears throat] 136 would stop right there because they'd see all the vehicles pulled over and [snorts] they didn't know that they could go by, you know. So,

might be a sign on both ends saying, you know, bulk waste cleanup or something. expect lines or something like that, you know, just so that there was there was a couple small swallow ones out there that said bulky waste cleanup day or something.

Do something better next year. And then we had another complaint to people in the road just before their uh pound road. Pound Road. Yeah. Yeah. They I don't know if it was that one or driveway. Oh. Were people blocking them in?

People were blocking. Yeah. Yeah. People were for them to pull out they got to look beyond the car and by the time they get out you the front end of the car is already out in the lane. Oh wow. Yeah. You would kind of think that would be like common sense, but obviously it wasn't. Cuz I saw a couple the same way. They instead of waiting cuz they didn't want to lose their spot, they'd pull right and block the driver. I'm going

Well, what he's saying though is people coming out, even if they'd left the space, it makes it hard for But if they if if they' left the space, a car length on each side or half a car length on each side, it shouldn't have been a problem. They were they were pocket right in the middle of it. That's just ridiculous. Or we may have to put somebody down there and to

Well, you would think that people would understand that that's probably not really what you should be doing, blocking people's driveways, but right obviously not. We put out signs there too saying block driveway or something like that.

25:32

I'll have to It's okay. Okay. I got next door. I got an extra one. You sure? Then, together. But if you keep those two, then pass these. I should have stapled them, I guess. Pass those two though. together. And I guess I can go.

There you go. But we're good. Yep. Auburn panel and stack hole. Looks like I have to go. And you got I just gave you this one for Auburn Pal, right? I got all four. Okay, I better close that. So So [clears throat] this is the this is the shim. Well, these are the same exact roads. This is just the chip seal and this is the shim that goes down before the chip seal. If you look at those totals, compare that to the to the Excel sheet that I given you last week, just so you can see how the numbers look.

They're off a couple of thousand. They're off a little bit, but just difference in calculation. And these, you know, are subject to when you're assuming, you just don't know. Yeah, you can come try to come pretty close. But so far everything's come in. I got the shim I got the shim amounts back for stack pole. I got these shim m amounts back and they did come in just about right on the money.

crooer are going to be right on right on now. then the Davis and the Woodland um they're working on that now. Um we got the shim on Davis today. They're going to grind the end of Davis tomorrow. I mean the end of Woodland tomorrow and they're going to shim that tomorrow and pave the whole thing on Friday. Surface both roads is the plan right now. On stack pole last week uh

little little snafu. It started raining. So I went up and shut them down. They had 10 trucks waiting to dump pavement. So they ended up having to eat that pavement cuz then they thought they could dry it. Tried sweeping it. I said, "I don't think it's going to work." So I said, "You sweep it all you want, but you're not putting it down till the road's dry." So after two hours of that, they gave up, went somewhere else. So um because it would delaminate within a short period of time, you'd start seeing it separate. I wasn't the most popular guy in the world that day, but that's

that's good. It ain't supposed to go down when it's wet. They shouldn't even be trying to sneak it in. Well, should have told him we had a dirt road over here and dump all that in. if they got stuff sitting there, they just they want to finish it. And, you know, not raining right now, but the road's still wet. And it was just a spotty show. It's one of those just nuisance days. But unfortunately cost pave us a lot of money on those days. So then they were going to try it again and they said they were going to try it again Thursday and they said no we're not going to take a chance after after what happened last week. We're not going to try not going to try it again. Have a shower come through. And so that's what I got there. Um we are let go back to the report. So you'll see the numbers are pretty much right on with what I had with the Excel sheet and these.

30:50

not, to get the trucks and everything ready, paint the frames and get everything shined and clean for the parade. Takes like two days. that uh and then last Thursday was off because they work Saturday. I guess the way it always goes if they in the past they told me if they do the bulky waste day they swap it for the following Thursday so it gives them an extended weekend on Memorial Day weekend. This year we probably shouldn't have done that but um with all we got going on we probably should have just worked it and paid the overtime and then done with it. But next year we'll do something different. Um [cough] unless [clears throat] we're doing less work next year and we don't need to worry about it. But my guess is we'll be just as busy. So we'll probably just

I would guess for the next five or six years we Yeah, we'll probably we got 20 years of nothing. We're going to have quite a few years of doing something I hope. Yeah. So just so you know, it does take a couple of days. I hadn't planned for that and that caught me a little off guard last week with Thursday out because of the bulky ways and then two days for prep prepping. He only gave you Monday and then this week Monday's a holiday and Thursday's the highway congress. So that's something that every town goes to.

Yeah. My truck will be up there. We'll take a look at it. Took me three days to get that clean. You wait and see it. So that's going to be a short week this week. So today we had to push to get that first cover in. And tomorrow we're going to push get the second one in so that Crooked can grind that road and put the base coat of pavement on. [clears throat] Um the coffer dam that we're working on today, we had to build a dam in the pond on rabbit road. We had to build a dam with these large bags we fill with sand, pick up with a machine, set them in. They're called yard bags. That was quite an experience. Um I can see why someone left those culvers in there and didn't replace them. So I thought, well, we'll build a dam. So we got prepared for that. We put it in place. Got a pump. Borrowed one from Palmer. We don't have a pump. I borrowed one from Pel that wouldn't touch it. So I went and got a bigger pump, 4-in

diameter um diaphragm pump, rented it, brought it back, took an hour to go get that and come back. Tried that. That that wouldn't do it. So I had to go back and get a uh typical I had to go back and get a uh crash pump. I don't know. It's the trailer pump. It's a big massive pump with a diesel engine.

[clears throat] We put that in and finally got ahead of it and we were able to get down so we could see where the leaks were and put some smaller sandbags in those holes and that solved the problem. But that took us till noon to get it so it was rolling smoothly. And [clears throat] you know is that just temporary? That's just till we replace the pipe. Yeah. Just so we can put those bags in. I mean environmentally we can't dump gravel in there. So we have to have it so we can take it all out when we're done. And so that's what that is. We built a dam and um in a pond that's a little more challenging, but because it drops off and in a stream, you've just got to you can it's flat and it's easy to work with. But so anyway, then we had to keep pumping it back around. Then we by the time you get it 6 in hose, the thing's that wide until you until it fills up with and you know, think of the volume

of water coming out of there is going to cause some impact. So, we had to roll out fabric on the pavement, put that out in the pond, and put the hose on the pavement on top of the fabric. So, the water would go over the fabric and roll in the pond without creating any erosion. So, it was kind of we had to figure it out, but we got it. [clears throat] So, now I know why nobody else did it. So the then we thought we had everything figured out only to find an I really was

just completely the outlet of the pipe. We thought we had beavers and all kinds of stuff and we thought the pipes were just full of stuff and which probably is true but somehow somebody when they put the pipes in put the outlet a foot higher than the inlet. So it was supposed to be like this and they put them in like this. So the pipes had to fill up with water before it would start to bleed out the other side. So it would have to it would have to rise until it reached the outlet level of the other end of the pipe. So it was acting like a baffle. It was acting like a dam. So the pipes would never flush. They were always full of stuff and the water just So what I'm thinking happened, I called I called my engineer right then and there and said, "Listen, in a panic, what's going on here? Did they build this thing this way? is there something I don't know about that's going on here that this is something he

said no he said you nobody would ever build anything like that somebody was reading the level backwards so [snorts] so I'm just telling you I could not believe it so then I for a minute I I panic mode I thought are you kidding me are you telling me that this is actually the inlet of the pond and the outlet's on the other end and that's going uphill I said sure it looks like it's going downhill to me but uh engineer said no no he said you and I both looked at that and that's definitely the outlet I anyway it was a learning I had to regroup on that one and think that through and that was bit of a stressful ordeal to get that all straightened out and so now I couldn't if I lowered the outlet and left the in invert of the inlet at the same level I would have drained the pond down about a foot lower than it used to be. I couldn't do that because I would have all kinds of environmental issues. And

36:19

so I had to take my outlet, my elevation of my outlet of my pipe and make that my inlet elevation and then dropped this in so the pond would stay the same. So all that had to happen and it was quite a day. So [laughter] there was a lot of thinking out there on the on the fly to figure that all out. I still can't believe someone put pipes in backwards and just I guess first time

I've ever seen it. technical engineer said the first time he's ever heard of it, but it's always [clears throat] a learning curve. Yeah. So, that's why those pipes are full of water all the time [clears throat] and always full of stuff all the time. So, but the pipes were all completely rotten on the bottom. We could see signs of the road caving in up top. So, they had to be replaced anyway. So, that's done. So, I'm glad that's over with. Um Barry Baldwin's cut trees run around pawn and rabbit rope. Um so you'll see that um there is uh some

signs down there on some trees and I'm at the point where Barry needs an answer. Are those coming down or those staying up? I can't see how they can stay up to the ditch. I mean they have to come down. They're right in the middle of They got to come down.

Right in the middle of the signs. They're in our They're in our right. Please save my tree there. Right in the ditch. Yeah, right in the ditch. Right in the middle. Save our trees. Call the road commissioner in the town office.

Yeah. Well, Barry said the reason why they were there now is because the last time he cut that road, he had the same problem. So, where where whereabouts is it? Is it on the end [clears throat] of the road? No, it's going up the big hill before you get to Route Nine. That big, you know, with the big farm on the left.

Yeah. On the right hand side. Just about to the top. Twothirds of the way up. Where are we going to They're not right away, right? I mean, it's plain and dude. Let's go. Take them down. We're going to have to take them down in the ditch.

I mean, really, they would be stopping water. You can see the road is all giving out right there. Yeah. So, I mean, one of sometimes what I look at is if the road's doing fine, I'll something's working. So, we're going to spend a million dollars on the road. We need it. We need it to last to work properly. So,

I will go talk with her and just we got to take them down. Unfortunately, they got to go. Yeah. Yeah. Okay. Um, and there's something she could do. Maybe she could keep the wood or something do something with the wood, you know, that you know, or whatever she wants that

Yeah. Yeah. She made something out of the wood that Well, and it's not like it's not like it's not like on her front lawn. I mean, it's her house is way back in the woods, so it's just more of what she already has. So, [clears throat] um,

around pond. see all those orange flags up both sides of the row. Well, it was just a mess trying to figure out how we're going to ditch that, how we're going to do anything in there. So, I met with the engineer from Time Warner and we went back and forth with the power company and back and forth with um his people and we have come to an agreement that they're going to take them out and put them up on the polls. Said it would take about a month. So, this was week and a half ago. So, a month he said it would be about a month probably before it gets done. [clears throat] But then we won't have to deal with them again. So, I just was having a hint about having to ditch that and not hit them. And so, I'll be glad to see those go. [clears throat] Um, the only thing we have to do is dig them a little trench 80 ft long from from the pole that is on that side of the road back to their little pedestal so they

[clears throat] can run their cable from there into that pedestal that feeds the boatyard. So that's an easy that's an easy take us couple hours to do that. Um had it almost done and then I realized I forgot disposal. So had to had to get back and

Well, it's not leaking. No, no, no. We got a whole summer. We got a whole summer. I saw two or three other places. One of them was a church with a very steep roof and they [clears throat] got the same thing going on. So they must have all been roughly that same era. Everyone I've seen that's what it is.

Yeah. Well, I think we got we got all summer. So I have almost done. I had it ready. Had the draft done and just got to deal with that. Um I I took the blasters and they didn't have disposal in in theirs evidently. I got to go back and I have another one that did have it in there and it's very I think from Freeport very specific about what had to happen to the waste. They couldn't haul it to their their landfill or their their transfer station. Had take it somewhere else, Portland or somewhere. And so it's something that should be it's got to be dealt with. So

Okay. Eddie, I had a question [clears throat] about uh ditching our roads to save the hot top. I understand all that. And uh when are we going to finish quick mint house road? I know on Ross Road too was losing gravel there on crossroad around the around the culvert too. Wash them out into the ditch.

41:34

It needs to be rip wrapped. But what's your plans on uh protecting what we already put down on finishing a ditching on that road? We went up [clears throat] went up last week and got the piece. There was one piece I was worried about. The rest of it I'm not worried about. It's we've got the water table lowered in the road and uh everything seems to be draining. I mean it be nice. We'll get it. We'll get to it. We've lowered that water table on the road to the point where we saw almost no frost action and the other cracks that we have are [cough] way below what you would would think you would see. And Cooker told me that would happen because of the way we had ditched it. And so I will get to it probably

next year, right? I don't have any concerns with what we have. I think everything's working fine, running that that side we got was the was this was the most critical side. I went up I did have one piece in front of the farmhouse like I said that I was worried about and still do have one little piece left right in front of the driveway but I'm going to have to put an under drain in that piece. [clears throat] So we went up and got it last week and there was a little bit of a noise in the pavement where the tracks of the machine worked into the pavement and so they told them wait a couple of weeks and we'll see how the traffic does with the heat and sun. If that doesn't work crooked they'll go over with their roller and roll it back in.

[clears throat] I've done miles of ditching with an excavator, never had this problem. But on that kind of pavement out there, the oxidized older pavement, it doesn't do it. But with newer pavement, I talked to Cooker and they said, "Yeah, it's softer softer now than it used to be." Uh, and I It's because of more liquid, which is what you want. You want it to be more flexible. And

when you have a chance, go down and check out Ross Road. There was washing out into the ditch. I don't want to lose our gravel we already paid for. Yep. Nope. If you feel that uh we're not going to damage what we already put down,

just don't take a hurry to do, ditching. And I know it's kind of early in the process, but maybe just out there [clears throat] to think because I've been looking and talking and and it seems like we could almost use another dump truck driver. So maybe and I know back in when we first started this up we talked about maybe after the first year the or so we may have to look at hiring that fifth person with all the stuff that we got going on especially when we do a big project like that. It looks like that might be something we'll have to think more serious about coming for next year. We obviously can't put that in our budget now. But just kind of throw it out there so people think about it. Maybe ask around talk and I can talk with a couple of guys stuff and asking questions and seeing how things going. I know Kelvin's tried to get one of the panel guys for some stuff. So it may be something we need to look at a little

more serious for next year. We got this big project going and you got those little onesie twoosies. You got a guy with a dump truck that can go and do that with either the track or the the rubber back or whatever. So we ain't holding one thing up while we're doing something else. So just a thought.

Yeah. So yeah, I think next year we better cuz in hindsight I probably should have asked for that other position. But uh looking at it at the way we have a snow plowing setup if if we had one person out, you know, it I didn't think it would be that hard to find an on call plow driver, but we advertised. We revertised and I finally found one and but he's gone now. So I

think we could be in trouble if we had one of our steady guys decide that they didn't want to do it anymore or something happened to them. We'd be so having that full-time position. You know they're going to be you know they're going to be here [clears throat] all those vacations start getting where they start accumulating up to where they're going to take you know two or three days or a week at a time. We're going to start getting into that quick. It comes up a lot quicker than normal. So

yeah, we want to want to look at that. Just just a thought to be thinking about for next trip around. Anything else? Thank you. See you Thursday. See you. You didn't want to let go of course. [laughter] No, I have to stay anyway.

She's going to be here till the end anyways. Thanks. it. [clears throat] That's good. How' you How'd you How'd you make that one out? I you know, how'd you make that work? I guess I was nice enough to Tom that he just thought he'd cover just write a check. Just

I told him we need a little time to work out where we're getting the extra funds and he emailed me back and said the state will cover the whole thing. Awesome. Awesome. Really great. They've been great to work with. It's been a real

very easy process. Lisbon's envious of us. I'm telling you. I've been mention Oh, I've been mentioning hired to them. They were getting approved and they don't they're still they hired me when they had the chance. That's right. [laughter] So, Dennis,

46:40

um there were I was a little bit disappointed that the other biders from town didn't get a chance to bid on it, but it might have been short notice. I know everybody's real busy right now and maybe they just were too busy to to, you know, give it the straight face test and they didn't want to hang us up, but I'm not really sure. But um but Mike will take care of it. And yeah, that's exciting. That that's a that's a big step up.

Yeah. When are we going to start that? Do you know? It should be sometime here in the next couple three weeks. I mean, the contract's been signed and issued. You don't run any problems with runners. putting a the pit pie in.

No. Goodract. Okay. Trucks going in. If it gets real wet next week, it might hold them off. They'll have big trucks moving in there and an excavator. Is that going to be a problem? I mean, you're you're you'll be done before they get to the pavement, though, right? I mean, when are they going to go do it?

I don't know yet. Mike hasn't scheduled it yet. Well, all we're going to put down is a base coat pavement anyway. So, we're going to grind up Davis, I mean, Rabbit Road next week or this week and pave it either this week or next week. And then we'll deal with Remington Pond after. We only want to have one road round up at a time. So,

Okay. Yeah, I don't I don't think it'll be an issue. Awesome. mean, the Jeff Dit thing is pretty self-explanatory. That's just moving forward. The comp plan committee stuff, we're going to uh Ruth and I talked. We'd like to meet with the group, get them to, you know, kind of a meet and greet, let them introduce themselves to each other and stuff and see what it is. They're going to have some house cleaning stuff to do. They got to set bylaws for the committee and vote for chairman, vice chairman, secretary, and stuff like that. So, it might take more than one meeting, but probably not. And then we're going to send them all home with a comprehensive plan workbook.

Where's that going to be held? Right here. The 24th. Yeah. And um see if I can stop it. and then probably put them off until September to let them sort of get their head wrapped around what's coming and then start in September with breaking them into sort of individual groups at different parts of the plan. Uh then start to move forward with some of that. And Ruth and I had also talked about some training uh for the gang from she has a pretty good connection with someone who's got a pretty deep in planning and town development work and stuff that would be very helpful. Uh, I'm going to look a little deeper into GIS. I've got a lot of CAD background and stuff. If I could find a reasonable way to get access to a GIS, I might be able to do a lot of the developmental mapping. So, just as u visual aids for the folks that are doing the committee so they can see how different ideas might play out in town over time. That'd

be a It's kind of a pie in the sky idea, but it would really be really helpful because a lot of hard time a lot of the hard part for a lot of these folks is visualizing what they think how they think what they're doing is going to end up. And if you don't, you know, if you don't have a way of actually physically moving portions of that forward to see what the end result is. It's hard for them to know other than what they see in their mind. So,

that'd be handy uh for Kelvin, too. Yeah. Oh, yeah. It'd be awesome. You guys could work together on some of that stuff, probably. Yeah. Well, some of the for the chief, too, really. I mean, right. The GIS stuff's a little tricky. Some of it, if you can still find some without it being an annual license fee, it'd be the it'd be the way that I'd like to go because the small towns just can't afford up up in a license every year for 12 or 1500 bucks a shot. It just doesn't make any sense.

Um, so I got to do a little more research on it and I'm, you know, I've been looking around a little bit, but and I don't know. We don't really have any money set aside to actually budget a, you know, piece of software like that. But if I could find a a way in.

I'll talk to uh a woman at MMA that does a lot with that and see if she's got any recommendations. Oh, that'd be awesome. Yeah, the the more the better, you know, so that would be good. Um, we have had discussions about some problems with the growth ordinance. I I'm waiting to hear from MMA what the actual legal status of that ordinance is. It's a little hard to tell where it's going to come into play this year. There's some circumstances there's a few folks that are starting to work on subdivision and there's significant subdivision restrictions in the growth ordinance. So, it's a little bit hard to know. Um, the other option that I've been telling folks is they can under our new ordinance changes, they can come before the board of appeals for an interpretation determination on on stuff. So if you know it's before they do a lot of developmental work and and a lot of engineering work on something

maybe you know shoot the 150 bucks and come before the board and I have a lot of respect for our appeals board. If I could come to anybody I would come to that group have them look at the ordinance look at this the circumstances how come it's not fitting properly with state law and see what they decide to do. So we'll keep moving forward with that as it comes and and that'll also come into play with the comp plan committee as well. you know, how that has worked in the past, how it's functioned, if it was if it's worked at all. Uh, let those guys look at that. So, uh, the planning board's been, uh, is going to be pretty busy. Some significant changes have been going on with the appeals section. So, I know Ann and I have been talking about it and some of the other board members about how we need to really adjust the appeals portion of our land use ordinance. the town [snorts] of Cammy got into a

52:15

situation where there was a an a a business downtown wanted to expand um the expansion that they wanted to do in the restaurant section of the business the restaurant bed and breakfast combination would have put them outside the ordinance requirements they needed a variance and I can't remember which way they had to go to increase the restaurant and decrease the bed and breakfast or the other way around their ordinance is typical to most local ordinance that says that if the a variance any before they can go for a conditional use permit, they have to get the variance. So, they have to go to the board of appeals. Well, in that process, any any action by the board of appeals can be appealed to superior court. So there was this process that went on in town and it took this business owner almost five years to get their permit because of all of the legal actions that were being taken through the you know

the superior court action and on the variance while the variance had been granted. They went to the planning board to get their conditional use permit and then the conditional use permit to the planning board was being challenged on account of the variance and this wound up this really significant mess. So, it was a if you read the legal opinion by the by the state supreme court and this one in the law court, it was a kind of a scathing opinion towards the communities. Um, so we think we found a way through it that would keep us from having to go through that process. And that would be to to change some of the wording in the ordinance to allow anyone in a conditional use that needed a variance to get the conditional use permit conditional upon the variance to not have to require them to get the variance beforehand. But if they're denied the variance after the fact by the board of appeals, then their conditional use

permit is no longer valid. So that would still allow someone to appeal the variance, would still allow someone to appeal the conditional use permit, but it wouldn't it wouldn't have them interfering with each other through the process and extending it out where the municipalities putting out significant amount of funding, fighting battles for years on end. So hopefully we can work that one through. Other than that, things are pretty busy. houses, projects, garages, businesses.

The boards are going to be busy this summer, so including the office. me, I think I'm good. exciting stuff for me either. Um, Tan and the band have closed. Today was the closing date. So we have received the bun the funds from the TAM. Um and then the ban is on a withdrawal as needed basis. So as soon as we start acrewing [clears throat]

uh our money through the bond. Um Jeff, you had asked me to look into the the new law requiring overtime. Um, and I did look into it somewhat, although I'm somewhat confused. I don't think it'll affect me, right? Because I don't work enough hours.

So, just so that everyone's aware is um the department, I think this is federal department of labor has decided to raise the minimum threshold for um salaried employees from 20 somewhere around 25,000 23,000 23,000 up to like 47,000. Y

um and if uh if you if you pay a salaried person less than that threshold, if they work more than 40 hours in a week, you have to pay them overtime based on what their wage would be at 40 hours. And so, uh this goes into effect in December. And I just wanted to look into it ahead of time to see if it would affect us.

Yeah. Um, y and if it did affect if it was going to affect us, then we needed to look at how we'd take care of it because we don't have budgeted funds to handle that, right? So, yeah, it's not significant. I do work more than the 32 hours that I'm supposed to, but I don't often work more than 40 hours a week,

and I can I can make sure that I don't um still working on the phone pricing. Um, I just want to let you guys know that the air conditioning unit on the other side seems to be not working. So, I'm gonna have to call for service. Um, and I after talking to you guys the last time, um, I thought about it and committing taxes on the 28th of June is fine. So, we'll we won't do that 21st meeting. We'll just do the 28th

and, uh, call it good and that's it. Unless anybody has any questions for me. How's uh how's our computers? Uh, I don't know. Ask Josh. How's it going? [laughter] I'll have to come back and try to troubleshoot it on Thursday when they're working because I mean if you can't reproduce the issue, it's hard to figure out what's going on. So,

57:20

we have been having issues. The She'll call me. Yeah, the computers haven't been connecting to the printers all the time. So, we'll be in the middle of a transaction and we can't print um an MVR. And I mean, we can write them by hands, but obviously if we're very busy, it's

I'm not aware of another time consuming. I don't know if you can get an kit printer that is USB. I think they're I think a line printer is always going to be an opt. So, I'll have to figure that out. But, yeah. Well, you know, this this might go away because uh next year they're going to start rolling out um laser printing for vehicles instead of the

the quadruplicate. So, that would be better still. Yeah. Until then, we have to figure out how to keep ourselves something along. Most types of printers are old. old technology and it's not you can't just unplug it and plug it back in. For a computer to see that connection, it has to actually be there. It has to boot up. So, if you lose connection to it, the only thing you can do is check connections and reboot, you know. So, it's time consuming. I'll try to figure out what's going on.

Yep. I haven't seen it myself. So, anything else? I'd like to request uh to be excused from the June 14th meeting as I will be uh putting on my warden's hat for the uh primary elections. Request denied. [laughter] Second.

Can we um teleconference over there? No. We have a deputy watch for it. Put that aside. Yeah, I guess you can I guess you can do that. Enjoy enjoy watching the video. Thank you. That's what I'm reduced to doing now anyway.

Okay. Um, selectman's comments. Upcoming meetings will be held here June 14th and June 28th at 6:30 p.m. Um, there will be a special joint meeting of the Pano and Durm Selecmen next Tuesday, June 7th at 6 p.m. here at the town office. Please remember cuz that's kind of an odd day. Um I move that we go into executive p session pursuant to 1 MRSA 4056C real estate. Second. All in favor? Motion carries.
