dollar they owe that they get goes to buying groceries, paying the light bill, paying so paying them more is putting money back into the economy. It's selling more goods. It's selling it's not that money is not sitting in anybody's investment accounts. It's being churned back into the economy. It's it's

and everything I buy cost, you know, now those revenues are still going back to the businesses in the form of you have you want me to put that's not helping them cuz they're going to be paying more for everything. So are we and we're not getting a pay raise.

Okay, then I'll just put comments and to be honest, I think I still struggle with it with tipped employees because that's part of it is is increasing it for tipped employees. And I have worked as a waitress for many many years. And I can assure you on a busy night, I made a lot more than minimum wage.

And if and I think if people know that somebody's making 12 14 bucks an hour, they're going to be substantially less inclined to Yeah, I would think so. That's how I look at it. You know that I have really can't get my brain around that piece of it.

I usually go by how I'm treated. Yeah, if they're good, bad, and treat me good, I give them extra. If they ain't, they don't get it. If they're real bad, and I haven't had one of them yet, they won't get nothing. Well, and that's the whole thing about tipping is it's supposed to be motivating them to give you good service, you know? So,

no, I worked at a country club. It was added to their bill. Yeah, there you go. And half the time they didn't know, so then they tip on top of that. It was brilliant. You didn't say anything, right? Just handed it to You really don't want to do that. See, they they have this fee, right? they just would sign their membership number and you know and add a tip and I was like okay

I'm just getting a bunch of numbers from trying to get a lower number actually because of what our budget is. I've just, you know, a lot of them it's you do a lot of the work and they do some of the work or they do more of the work and you do more of the work and they kind of cut it up like that. But, um I was looking at the budget for this and if we keep at the average that we've been spending a month on the public information technician, um we should be able to handle uh $1,000 out of that line to help cover for that. Second year is $100, and if you terminate in the third year, it's $50. So, it's not really a significant deterrence to switching over. You know, I wouldn't see us doing anything with VoIP for more than a year, probably more than two years. So, um at most probably be a $50 fee.

$20 a line seems like a really good price. She said it stays for the three years. Yeah. And so, it's it's actually Let's see how many lines. Eight lines. Eight lines. Yeah. And $28 more. So 650. So it's 26.50 per line with taxes and stuff.

Spread in the overlay. And if you guys want to look at the 0.5s, I mean, I could go print up the 0.5s. Yeah. And actually 189 gives us a pretty close to the overlay of last year. Um, push it up to about 8 and a half%. Okay.

We need a good overlay. Yeah. the typ the the actual reason for the overlay is to cover adjustments to taxes afterwards like abatements and things and non-payment of taxes. And um I think I think uh the 188 rate would would cover anything that would we typically see on that. That is the

the middle one. That is the main reason and really the only reason that you should that you're supposed to be looking at overlay is is covering those gaps. And we also used it to fall back when we we don't we've run out of money even before the tax commitment.

No, not not really for that. We have um cons by not using any um unexpended funds or un undesated funds next year. We have allowed what hasn't been used in the overlay to roll o to to stay in our undesated funds to help build that up and so on. But that you should not be looking at your overlay and saying, "Well, we need more undesated funds, so let's increase our overlay."

That should be put in the budget. Yeah. So, and we've been trying to incre we we've been trying as as best we can to increase our und designated funds without actually putting an article on the warrant to tax people to put money into the undesated fund. As much as I can't say I'm comfortable with any of these numbers, I think the middle one would provide the the cover that we need in the overlay without having to to go all the way to the the top end.

You have three people there, two alternates and Seth Koig. Um Cliff Peterson has come to one meeting in the whole time he's been an alternate. Corey Miller just let us know that she has family responsibilities and can't continue. We asked her to come and resign, which she hasn't done. So, we're going to need to take care of it. And I know if you guys know that

Seth's deployed, right? Seth has been deployed to Afghanistan for a year. So, he's going to have to come off and we'll get him when he comes back. Um but we'll have to our our um bylaws say that the failure of a member to attend three consecutive meetings without an excuse approved by the members of the commission shall be considered to be an abandonment of that person's position as a commission member. get together something that that we can use so that we're able to look at every house. People have gone out started to take photographs. Two weeks ago we had our first training with someone from Maine Preservation and this Thursday we have a second training. So then we'll be going out to to fill out the forms when we look at the houses and whatnot. So it's all moving forward.

I believe let's see this amount falls under the amount for that we have to have a full vote of the select board. Uh the because that's 5,000 for on our purchasing policy.

Well, the board of appeals has been pretty busy lately. Uh, we had an appeal last night that was heard um a conditional use permit to put a cell tower on Pinkham Brook Road that the planning board had issued the permit. Uh, the abutters had appealed the uh the permit. Uh, the board of appeals upheld the planning board's conditional use permit. Um, it's always a tough one. I feel bad for the abutters in a lot of ways because it's kind of tough when you think that there's something going on that's going to have some kind of an effect on your property values. Whether it actually does or not, I'm not sure, but I understand their concerns. And um

unfortunately, we all have cell phones in our pockets and the principal person involved in the filing the appeal actually worked for Verizon. Um so, it's it's a little bit difficult, but the the you know, again, the I've got a lot of respect for our board of appeals. They're quite professional and they really I think they serve this town really well. I know there's folks that don't like the opinions because someone's always on the losing end of that, but I think that everyone is served quite well by them and I appreciate them a lot. Uh the comp plan committee, we got Jeff was there. We got our sort of our first round in. uh some

officers and various things that were developed and the starting to set up some scheduling and and you know we sent them all home with some training material and stuff where they can start with the riveting reading of what they have to come ahead and I um there was some excitement. One of the things that we had been hoping to do and with the help of Josh we were able to download a a free GIS program um so we can start to do our own mapping inhouse. So is some of the expense that's usually comes with a comp plan situation in regards to developing maps for um for the town and stuff we can do in house. We can also use them as visual aids for the committee as they move forward looking at the way different ideas should develop in town. You know different things like subdivisions and conserved lands and various other things that uh people have ideas about you know we want to expand farmland and well

let's look at where things overlap and stuff like that. I think it will be very helpful for them. And you were saying you're able to do it with more accuracy than the maps we had currently. Yeah. Yeah. The one the maps a lot of the maps that we have currently are they're they're pretty rudimentary and the and the transparencies are bad on them. Uh we have one that shows the what's known as the resource protection district uh in dark green. that the resource protection district comprises of the flood zone, the resource protection zone under NERPA, the National Resource Protection Act, shoreland zone, and then additional resource conserved lands that the town had decided to do. And when you're when the planning board or the permitting authorities are looking at developing or going through the permitting process to try to determine where those individual lines intersect and affect what's going

on. It's been very difficult to do. Looks like it's just everybody's in trouble or they're not. Uh so this will help a lot with clarifying some of that stuff. It should it should make quite a bit of that a lot more enjoyable. Um, I did meet with with an additional engineer and a soil geotech soil uh,

not a scientist, but a a soils engineer over at the Meadow Road property that we had issued a stop work order on. Um, they made some determinations. It looks like they're coming up with an idea for a a fix for the property to get it back on track. So hopefully this week or early next week um we should get that paperwork back on what it will take for the contractor to get back to work on that and lift the stop work order. So I

So he's going to recheck it and we'll find out what's wrong with that. Um, and I finally got somebody to come take a look at our air conditioning on the other side, which doesn't work. Um, they'll come do that in the next couple days. Um, I do have um a convention coming up

in August in August 9th is a selectman's meeting um which I would like to either be excused from or be able to do by Skype via my hotel room in Sunday River. Hi I don't see any reason why we couldn't excuse you. Um, just remind us

Um, it's my understanding that, uh, Mr. Parker is going to drive across the bridge and then back across the Durham Bridge and then the new one's going to be open and that will be it.

But there's another one that's up by the two big maple trees on on random pollen road that's number nine that's a bit bit deep, but nowhere near that. It's like 7 ft, but um so couple more days of that. Tomorrow we're not going to do it. um with threatens lightning and thunder. Uh we just don't want to open up a road and get stuck with the flaggers leaving us. You know, people not want to sit in a steel crack machine or pavement. So, uh we'll wait and do that. Do the next one on Thursday and then one one day next week we'll be finished with that part of the project. So, the tree work's done. Um, there was some issue, I guess, with the lady with the maple trees. Somebody was stealing her wood. So, we got that resolved and I asked Barry to go take

the wood to her house where so that it could be out of the road. And I said, "Well, that's kind of what I negotiated with her, so just go ahead and put it there." And so, they did that. Um, working on some field changes, modifications. Uh just tightening up some things to see how there's some areas that we had ditched to open the drain and some drained better than others. And we're just looking at uh either adding material or there are some areas where we have probably adding some super elevations to the road to ride the curves better. And so we're just kind of going over those. Um the roof RFP, see you've got that. if you want to look that over and if that looks okay to you, we can put that on the MMA website and town website. And

um measures that was in the other one that wasn't in this one. they'll have we'll be able to compare the insuranceances and what they're going to scope of services and we can the engineering on runaround is going to impact the cost?

Nope. Just switching what we put more here, less there or some drained better, we won't put as much material. Other places didn't drain as well. We I'm replacing culverts. We see some areas that a little little wetter than I'd like to see and we can beef that area up a little bit. So just just modifying the things in the

So they showed up at my place and so they found some things of the building that they uh uh you know they the electrical

panel cover was broken and there was a light missing a cover upstairs and someone put a couple of paint brushes in the freezer upstairs and I guess there was food in there as well and they can't be together and so I I have no idea who put that freezing paintbrush

I don't know I guess what they did is instead of cleaning them they wrapped them up in plastic froze So they take them back, thought they can reuse them. It works, but better off to wash them. A lot better than wash. But anyway, it's uh just minor. She said, you know, we did very well. She said better than most, but um there was a few things uh label the um breaker panel out there cold storage. who didn't have labels on their breakers and and there was a um the the uh the um parts

washing machine didn't have a label with the product that goes in there. I mean, it said non-toxic and all that stuff on it, but wanted to see the actual label. So, we ordered that, got that on there. So, getting those things buttoned up and there was some training records that I didn't have that were up at my old employment that I went up and got what I could. There's maybe one or two things missing, but that's okay. I'll just take them and get them done and put them in the book and that'll be the end of that. Um

the um EMA Andrewskan Emergency Management Agency has been waiting for a report for some time. We finally got that to them. So they wanted a list of all of our equipment. They list all the towns in the county and so if there's an emergency, they know who's got what to share and it's emergency management. That's how they pull the resources. So, they've got that list. Uh, I had the Coastal Road Repair go do a crack ceiling up on Auburn up on Auburn Panel Road. So, that we didn't have time to do it. And it was for $4,800. It was cheaper than we could probably do it for anyway. And so, a lot of towns will just put it right in with their crack with their chip ceiling, but I kept it separate. And so hopefully you would try to develop a plan moving forward where we just have them every year come in and do certain number of feet a year and that's what most towns do. So um they're looking to come chip seal that day after tomorrow. So

cable companies um laid the ground laid the the uh the new uh cable on Runaround Pond Road and it's sitting there. We just have to dig a short trench about 80 ft long for them to put the cable into and we can eliminate all that stuff up along the road so we can do our ditching and work and it'll be a permanent fix.

Um so chip ceiling of Auburn panel road stack pole uh this Thursday. We swept them yesterday, day before, and then I'm going to have Cooker come do the shoulders on stack pole um as soon as the they can get on that uh chip steel. So, I'm thinking next week.

Um where we're at with the paving is uh for the paving, we had $285,000 budgeted for the surface treatment and paving for the year. and we are at $25625. seal, which is $7,666. Um and then Quicker goes up and does that uh shoulder, we'll be at uh 256.

Um so that what what's left I'll probably put into a cold mix shim somewhere like we did last year on rabbit runaround, fill those big wheel ruts. And there's a section of Bowie Hill Road that probably ought to have something done to it when you're turning off Davis Road that you have to have both hands on the wheel to drive that first 2,000 ft or so. So maybe that's a good spot we could shim and something we probably won't get to pave next year. So

I mean assuming nothing else comes up and that money is still there. Uh that's that would be a plan. That's something we could do with that. And you see the uh the bond is the uh Ruth printed this out the uh to date what we've spent.

That covers all of our culverts. And do we know when major work's going to start on those roads? We're looking at um we're looking at uh probably the week after next. Next week's the fourth. I think it's the first the Monday that it could be could be next week. Next week they'll be bringing in equipment and we're going back and forth on some final changes, but uh looks like it'll be possibly the

first of the following week. That's it. Any any questions for road commissioner? No. I I I mentioned to Ron about asking them to call the state, see if they could fit them big potholes at the end of the step when you turn on. And I guess they must have showed up, but they must have run out of stuff cuz they filled the one that's closest to the white line on their side of the road about half full. So, I don't know if they were tired or they ran out of mix or what, but there's a couple there that are they're 68 inches deep. They should We can make another call and mention to fix it or something.

Well, they're not like the Durham crew. Uh, we had to go fix it myself last year. So, well, I wouldn't be surprised that happens either. Well, probably what we're going to that's probably what we're going to end up doing. I give them the first shot and if they don't do it, then they'll then we'll do it.

Send him a pill. I mean, they put they put something in there, but they didn't they didn't overdo it. No. Um, some lady called about a snow road. There's no warning of intersection. And so she's talked to DOT before and they said it was up to the town. So I called DOT for her yesterday, emailed it back to Ruth and now they're going to go out and put up uh investigate putting up uh intersection head signs cuz you're going along that long straightaway and it just looks like a field. There's no indication there's a road coming out there. So, a lady said she has pulled out before going toward Durham and had someone decide to pass the other cars headed towards Auburn and be head-on with

I I watched a couple of those. I was almost in the middle one of them last week. We can put the signs up, but that's not going to stop that. I wrote every day. She said people are crazy. I took the ditch a year ago in on there because somebody was passing. Well, I think it would help to at least have the signs 500 ft either side saying intersection ahead. It might help them.

When they try to pass lines of five or six cars, you know. Yeah. That long. I almost stopped, but I was almost into the guardrail and the car that was passing coming towards me. The guy beside him finally realized what was going on and he pulled over into the ditch or else he would have hit me. That's how I mean, it was just plain stupidity. I mean, if I could have got spun around fast enough and there wasn't six other cars behind him, I was going to follow him till I ran out of gas.

Yeah. Well, I think the signs certainly help them. They do sit up there, but yeah, they have I've seen them up there, but luckily I mean, probably be my luck the first time they sit up there, the one time that I speed, they'll catch me.
