I want the rest of that's what I want. I want you to nail right through the top of it. I used to finish that, but that's just what I did. And I'll tell you, this stuff's going to open up and you're [laughter] going to have crack. I don't care. That's what I want. But it has I was shocked. Even though it was still dry, usually it still does that.
The more that we stained it. I put it down and she's put five or six coats of poly and every two or three years she put a coat on. That stuff is just as good. I mean, there's a few things in it, but that's what you want. It's
perfect. I want what you want cuz I'm happy. You're happy. I'm happy. Yeah. Well, if you guys are happy, then I'm happy. I don't even know [laughter] what you're talking about. Well, how are we going? How's the uh how's the campaign going?
It's going. It'll be, you know, three more weeks. Well, no antsy yet. Ready to get it over? Well, I you know, find out. People are still out, you know, talking to to voters and stuff, but people are just at this point the the election fatigue has set in.
When you get in there, this is my first thing I'll piss and moan about. Has anybody who's been in the military's gone overseas shouldn't have to come back here and get out of get out of the service and have to go to a hunter safety course to get a license. I think that's a I think it's an insult to the service men and women that have to go out there and do that.
I would have to agree that my boy, you try to get hunter license and nope. You just came back from Afghanistan. I don't know. I think they should do a basic can you shoot? Can you not? Cuz you're used to you're used to aiming at people now. Dear person, yes. No. [laughter]
Get a license. come get out of that. You can't even get a bow hunting license. You have to go take a hunt safety course. Make sure you're safe enough to be out there with a gun or a bow and you just come back and the serviceman. I said, "You kidding me?"
I agree with that. I actually thought that already existed, frankly. But if you you can show what you get your card as soon as you've been discharged, right? But I mean, if you're dishonorable discharge, I don't know what that I want you to take the course or do. But if you have been just got out of the service, just Yeah, I agree.
I said this suck it up. Take it. Actually, it does. Now, does dishonorably discharge preclude you from a gun? It's not a felony. It's not a felony, but I didn't know if it would be if it precluded or not. But I but if you have been dishonored discharged, I think ain't going to
that might be Josh. I don't know. But it's interesting though, you know, all this obviously it's a big topic, but I have listened to, you know, I one of the things that this comes up a lot with is domestic violence and that that that background checks and what have you. And I have listened to lawyers in the hallway negotiating deals on like protection from abuse and protection from harassment, negotiating deals to drop the charges so that somebody won't lose their right to have a gun.
Really? So, it's like, no, that that's actually your job. That that's [laughter] part of what this whole process is. That's one of the protections that's supposedly already built into the process and you're circumventing it.
Yeah. It's a tool. Well, they I mean, they they do that. They negotiate for any any penalty, any whatever the penalty is. Yeah. This was it was funny cuz a part I was not part of the conversation. And I I overheard it in the hallway walking to something else. And one of the people was a lawyer that I had heard like speaking out about protecting victims of domestic violence. And I'm like, "Yeah, you're doing that."

Um uh Shannon has an outstanding question to the state police at this point and so she's wanting to get an answer back on that. Um I'd like to so we'll add a C. I want to just discuss uh bud upcoming budgets kind of a timeline. Uh D reviews um and I think that's all I have. Was there anything else that you had at all?
I did not. Okay. But I was thinking about reviews as well, realizing that we were into October. Yes. Public comments. Seeing none, move on to the consent agenda. as presented. Second. Any discussion? for the office trailer. This bid amount includes the trailer with keys to the doors, the small gas heater, two air conditioners, a 100 amp electrical panel, and two sets of steps and the cement blocks used for blocking. And special note, if LARB construction has to have the electrical removed, deduct $200 from the bid. Um, and that was based on some communications that we had back and forth. So, so the uh the to if if the town disconnects the electricity, it's 252. If the town does not, it would be $52.
I thought it was disconnected. Uh the Yeah, the the lines are still there, I think. Oh, the lines are still there. It's just not turned off. Yeah. Um and uh there was some discussion amongst uh Ruth and Calvin and Paul as to whether
we could do that and Paul says that we could. We would not have to call CMP to do that, right? And um it's a matter of whether we can or not. So, um, I'd suggest setting this aside until Calvin gets here just to find out what he thinks and whether whether it would cost the town more than $200 to do it ourselves.
And I thought at one point we talked, wasn't that a new monitor heater in there? I thought at one point we had talked about removing that. It was included within the bid uh as part of the what we sent out. That was one of the items that was said was included.
Okay. Okay. Um on to uh budgets. Uh just kind of I'd like to kind of set a expected timeline on the uh budgets this year so that we don't get trapped like we did last year and the year before. Um I know the budget committee has kind of requested that that we get to it sooner. Um, and
as in early February before the February break, cuz a number of them would like to go on vacation on February break and we've been hitting that time frame for the last couple years. So, you're thinking in January? I'm thinking that we would want to have the budgets from the department heads by the beginning of January so that we can start looking at it at the beginning of January,
the new year. Yep. If if possible. I agree. works for me beginning as a certain date department heads that's sound doable he's ready now almost whatever that first our first meeting in January I think we want start attacking it
is the first meeting good question plus. So that would be December 13th, December 27th. So it would be the second. Yeah, the second one. So we might actually want to do an early start on the third and get a head start on it.
Yeah. Okay. All right. So that kind of gives us a quick timeline. Can you make sure if we if we don't communicate it to Calvin that Calvin gets that heads up cuz we really need those in by then. Okay. All right. Uh reviews. Uh it's October review month. We're not going to get to any reviews in October because this is our last meeting. Um I would like to see the um all the uh reviews for the people under the department heads maybe by our next meeting and maybe we can do the department head reviews the meeting after that. So the
next meeting is November one. November 1 and then November 15th would be when we do the department head reviews. Sounds good. Do we want to do them as we've done them in the last couple of years with the department heads? We review them and then once uh typically the chair goes and uh gives the reviews and then they have the opportunity to come back and discuss the reviews if they want.
Yep. Okay. Then we'll have a joint review with with pan roll after we're done, right? Well, well, actually, we'll need to I think we probably want to have a meeting before with panel to dis um or invite them to that discussion for for the road commissioner because they should have some input.

security grant that I did get notification that the county submissions have been approved of which we were included in the county submissions for $1,360 for the purchase of an IM responding software which is a dispatching software along with a monitor to station. It's fully reimburseable. We have to pay up front and they pay us back. But I guess I ask that the board authorize me to sign the letter and accept that grant.
curious what is the is that sort of a separate piece for in-house dispatching once dispatch once the call comes from? No, it uh would actually require that you live and utilize it, but what it what we're hoping to be able to try to do is right now we get a lot of radio traffic with people signing on.
We're hoping to alleviate the radio traffic of people signing on because what you actually do is it it comes in over your cell phone as a text message, which we get text now, but it would replace our text messages. The monitor at the station when I click on one, the only downside is it's predetermined points. So if I'm saying free port and I click that I'm responding, it's going to put my ETA based on whatever my predetermined point is. We're actually since we got notice notification that we were approved for the grant, we actually have started doing some more research. If maybe there's one that won't work on the GPS on the phone,
right? So it can it'll be from your actual [clears throat] location. It work on the GPS and the phone. That would definitely be better because no matter where you were, it uh soon as you clicked, you were responding on the board at the station, it would end in dispatch. We can have multiple points where they you can you can actually go on your phone and monitor it. So it would it could show anticipated response times and underestimated ETA was um rather than tying up radio time twofold cut down on the amount of radio traffic and as we progress we become more and more relying on a cell phone not just the general public but emergency services. So, as we progress, actually, it could possibly alleviate the need for quite as many radios as we have out in the field. Um, and maybe downsize the radio communication system so that we combine radios and pages into a smaller wattage unit that's only good for local
use and stuff. Does the software send out another So, it sends out the So, you get the initial text and you click, yeah, I'm responding. Does it send out something saying the car 25 is responding? You know, something like that. So,
it doesn't send out a message. So, nobody knows. So, nobody actually knows who's responding at that point. Well, the message is actually you have to either monitor it on your phone or it goes to the board. So, it doesn't it's not like I'm going to get another text message saying
um C car 10's responding and then another text message saying K 6 is responding. It's going to be a summary. If I log in. So you can log in on your phone. Okay. If I go to I am responding or on the monitor, it'll display a summary.
So you So people Yeah. PE people have the ability to see. Yeah. They have the ability to log in and see. I would hope they're not going to d around logging in and seeing unless they're a long distance away. They can't respond or they can't readily respond. I would hope they're just going to click, yeah, I'm coming
and head out and see what the bullet says when they get to the station. Okay. Right. I was going to say and then theoretically if somebody at dispatch can say okay we've got this person is 5 minutes away this person's 20 minutes away and and organize the response
if it would if we could find the software or if they change the software the trial version at least will not allow you to doesn't operate based on the GPS it it operates based on whatever you say your home base is. I don't think it'll even allow you to select multiple points as being your home home base. And um
yeah, but if it would allow us to do that that and so Andrew Perava actually takes care of our radios and does some of the interaction with dispatch. So he he actually we tested the IM responding for about four months, five months u before we put in for the grant, but now he's that we've got notification that we're approved. He's looking to try to see. It was too late to change the grant even if we found it, but he's looking to see if there's something in the same cost bracket that maybe actually does GPS [clears throat] position.
So, you're asking us to accept the grant? Yes. And it it's we have to pay upfront, but it's fully reimburable. Once we pay up front, I submit a copy of the warrant invoices. And it does sometimes take a while. It sometimes takes three or four months before we see the check coming back. I move that we accept the grant based on the recommendation of the fire chief.
Second discussion. All in favor? Motion carries. All right. The next item was the paving at the station. If the fact been there and they've completed the concrete apron work out in front of the doors, it uh actually uh you wanted to allow 72 hours especially with a lot of truck going over the new concrete and stuff. So 72 hours was actually midafter afternoon today. So tomorrow morning I got some guys coming in and we go down to public works and get those the three apparatus back in front of the station. We go that piece of it completed. Oh, I thought it sound the road crew. They came up and they uh [snorts]
the paving cuz we put the paving out back. They pulled off the paving and they let all the gravel out behind the station and stuff that we dug out of there. They pulled the cover off the catch basin and the walls are pretty deteriorated. So, it uh Calvin wasn't real comfortable with it. And actually, on the way, I'm glad he wasn't. At first, I really didn't like the fact that I had to search for a mason. But when I actually got a mason in there, the guy that has did call back because I've left messages with three tried to get a hold of the one that the one that did the apron work, but got I don't know if he does that kind of work or not, but uh but anyway, one day he come look at it today and I think he's he's interested. I think his price is going to be affordable based on what he said. [clears throat] And he was actually he said that you know he he actually did a bunch of them I guess either North Yamoth or Yamoth back in
time. So I think he's willing to go for it and [clears throat] I think it'll be I'd rather not say prices but I think it be will be an affordable price. Uh yeah. So, and he was talking about if he can get us a price and it works for us, he might be able to get it in this weekend because the other side of it is um I have I'm hoping last communication with crooked was that they had us tenatively penciled in before the end of the month. So, I know the plant broke down for a while. I'm hoping that didn't impact the scheduling. So, push too far out.
I say go ahead, get them in you. I mean, if it's get them in here, as far as I'm concerned, you're behind the eightball anyway. So, do we want to uh I stopped and looked at it when you had it open the other day. We want to wave our purchasing policy and just Yeah.
with the approval of uh myself and the town administrator or something like that. Yep. That's fine. It's fine with me. Yeah. Well, the other side of it is it's under the numbers. It's just it's actually a capital project. Capital project. I I figured it might be under the numbers, but I didn't I didn't I [laughter] wasn't sure.
Definitely under the numbers. I can do it on my own. Okay. So, the only handicap is usually capital project. Kelvin's going to get the small get approved. He's going to Kelvin going to get the cover and the rim and cover.
I'm hoping he was going to called him today and he said he was going to get it audited and get it there. I'm hoping it's Oh, for [laughter] we go. They'll make that cover. I have no idea. It's a mongrel. It's 60 something inches. And the biggest one they make is 50 50 in and that one's 64 in. And so they have to make it. So I got to go back and reme-measure it to see if we can use a smaller one.
You can. Well, okay. Wait. [laughter] Good answer. A pallet covered. It um I got to make sure there's enough coveted 50 in is going to go. I got to make sure that there's enough sitting on those bricks so they're not going to chip in or
Yeah. But I got that guy coming hopefully this weekend to start the work. So I don't I'm good with ordering it if I need to and getting it there. I know 50 if we had 64 50 will work. That was that had a lot of without going back there. I just don't recall. So I have pallet is actually the standard pallet cover
48 42 by 48. But you're going to have enough [clears throat] right. As long as you get something beyond it sitting just on those bricks and right I'd go back. You're going to get them a square ring and cover. Just a round.

The catch basin is actually he's going to probably I think the price quote is probably going to come in to to replace the blocks that are there not reuse cuz he's got to pull them anyhow to cement them in. So he's probably going to come down.
Sounds good to me. Fan replace it right. I think he's going to open a can of worms cuz I don't know how you're going to connect those pipes back in the rotten. Probably got some ras. You go right around him. Maybe. I'm pretty sure he's done a lot of them before. I'm pretty sure he'll be able to if his price works for I'm pretty sure we'll be able to do it cover. The bottom line is we get the cover there. Even if it's 50, I'll tell them a 50 inch cover. We need to make the 50 in.

And then the the other piece of paper you have on the parking is actually I had a quote from Crooked for doing the striping at the station and the request was that I go out to see if we could find anybody else to do it.
What was preparing was I forgot. 900. Yep. 900. This one came in at 650 and then for I think the town office it was 350. Look at We did it, didn't we? We did it, didn't we? If we only had extra 50 bucks. Can Can you find a 350 that Now, if you look at my budget, I I I was looking I don't know where I would get it from. We had some issues with the generator and that was over $800. So, um unless somebody else wants to prompt me the money,
under Oh, I think it could too. Yeah. And I just I got to have mine done, too. So my lines are gone. So I mean I might as well do them both. And if it's an extra I can't imagine it be I can just count these lines take the total and divide it by number of lines and go. Okay. So here's the cost for a lines and I got six more lines.
I told him get me a roller. So this is coming out of public. [laughter] That's part this is part of your project. Yeah. No. No. My part's out of public works. Oh, I can't blame you for trying that. [laughter] Can't blame me for that.
That sounds good. Oh, but anyways, if you guys good with that price go, you approve it so they can start lining him up so that he's ready to go right after any any objections. No. So, we're going to approve it for both. Um, well, we're approving it. Basically, we don't have to take a vote because of the uh it's well within the things. just kind of approve it for him and if the other want part if they can find the money in the budget to do it it's up to them they can they can choose to do it
that's what I want that's what I was trying to find out I'm glad you reached out and found someone else that's that's even that little bit of savings it's only 300 I know but still the 250 you know I mean there still something
and I'd say we could apply it with the rest of it but not sure we can make that work where it's a capital project and it has a specific right like no we can't that's That's [clears throat] I'm glad I like it cuz actually I was very tempted to say that cover the printing and the advertising. I'll definitely [laughter] pay in the hot as far as I'm concerned.

It uh um I haven't been able to find out if he's going to be able to get his flooring guy in actually get it in that time frame in the first place. I know at your last meeting you discussed uh encumbering it and stuff, but I'm assuming that has some limitations as far as how far we can encumber it and everything.
Do does it have to be scheduled to be able to encumber? Uh uh yeah, I would think so. Okay. So that's that's what I guess that's where it would be if they can schedule it then we can encumber it. If they and if but if we can't then
December 29th but they can't bill us that would be awesome and then I could just [laughter] I will I'll keep dry it. Uh yeah and then uh we went out and looked at those dry hydrants I talked about. I think we're going to get to work on those and get those squared around the station. I don't know if you looked over at the station, but we had I had the field bush hog and I got those alers I was talking about. Those are all cleaned up. Thinned out the pines and stuff and some of the hardwood along the way along the side of the module. It should it definitely opened it up and should get a lot more sunlight. I still got a little more cleaning to do, but I wanted to do it in steps and not take it all at once.
uh the assistant chief's position. It was posted until the 16th and we actually got three people that submitted letters of interest that when I leave here tonight, I'm going to sit down and talk them over with Keith. So Lisa's not able to make it tonight, but when I leave here, I'll talk discuss the the ones I do have with Keith. And then just the fire prevention week was last week and the school visit, but as far as I know, everything went great. We still have a coloring contest that will be pulling that before the end of the month.

Okay. Um it's the bid was for $252, but if the uh person bidding has to take care of the electrical, uh they would deduct 200 from that. So it would be 52. I had set out 15 times to go look at it and haven't gotten there yet but uh I believe we just I believe that just when remove the panel on the salt shed we just disconnect it from the panel disconnected from the other end pull it through the floor they could drive away

anticipated costs total uh 1,74,744. say we're pretty close. but we will be cutting it. Hope payment will go up. So, yeah, we're hoping asphalt does not go up precipitously before it does. And they can help you shave some off those anticipated costs and then we get the other 25. So, [clears throat] hopefully that'll take care of it.

Uh two um just on get you erosion control work, which we'll be doing right through the fall, right? till 2050 probably till snowflies till probably last year right up till till January I think um still continuing to shim driveways and match them up to the road all the driveways are now paved on rabbit run there were a couple of driveways ready we had to go back and shim they left the pavement down an inch and a half from here and we have the wedges in them and so those are done.
There were a few rock and paper bullets and replace those. So 130 bucks extra. Saw them there. That's kind of surprised we had a lot of stuff going on last week around here. [laughter] think the bill was in your accounts payable and u should be getting the radio equipment installed within the next week or so.
on the road and shoulder repairs and D for the stream crossing. I had to get some information from the fire chief about what the impact would be because that helps the score as to what the what it would take to and so it's interesting is you said that because the first responder for that area
that actually it's makes the situation worse because pummel if Durham was busy had to respond actually now has to go so it has much more significant impact next. Yeah. Then there's no good way to get there otherwise. Right. So hopefully that information kicks us up to the scale.
with the kickoff over there and over there contractors did a lot more of the work. So, I'm quite pleased with the work that we did because it's night and day. We're having to undo stuff and put it back together properly and have to go up and it's not nearly as smooth as it was when we did it ourselves. So, you pay [snorts] my money from what I've been seeing. You don't get a better You don't get a better product.

I don't know. I think I think he said he didn't find. I didn't Oh, they may not be. They may not. He He thought that was the last place he remembered seeing them, but he wasn't 100% sure. So, I've never I haven't seen any old pavement that's got them rented some
and they may not I mean it's probably been six or eight maybe 10 years or more. So, I thought they had that something like that painted on going up 12 uh going up Quaker meeting to 125 before we painted over it. I don't remember for sure, but I thought that I thought there was something like that painted. He said he thought that this got from the state or something at the time, but
the 125 that would have been from the state. I don't think I thought he said they gave it to him. State did an awful lot after we had a fatal accident there. Put the light in and things because they can't see the road at night. They can't see. So all I can say is once you put it in the budget, you will never get rid of them.
Mhm. Cuz once those lines are on that pavement, you will forever be painting. So it's up to the It's up to you guys if you don't need to explore the costs and get back to an estimate. I I think on the major collector roads like that, I think it would make sense at least pricing it out because it is especially when you've got the new pavement on there, it it is hard to see at night.
We had that pricing at one point. Sean did it after we paved over on um we just Brunswick Road or somewhere. Yeah, it wasn't I don't think it was a huge amount either, but um we we'd have Yeah, if we could get that um and we're just thinking center line, right?

But I knew I was going slower and what I had to try to go back see what when I stopped having that line to follow instinctively it was now I've got me in control and I slow down and I don't know if there's any scientific data to that but research
well I don't know to spend any money researching that I yeah well I I I think it's a psych psychological thing I think when you see those lines you feel like I can go faster because I have the line to follow I never had that problem. [laughter]

Well, we can get a price. We just don't have to put it in the budget. I mean we we can find it out but we can put it in

yeah it's it's you got to determine the criteria. I think it should be fairly easy criteria to determine it but it's like street lights once you start them. Pretty hard to get rid of a street light and they're very expensive. All right, I can check it.
Yeah, I'd say at least get a price. I mean, I I I can see a a center the double center line. It it could really help. Um, and I I would be concerned about going the white lines on on the narrow roads like that. But I'm not sure. I think there's a specific distance that you have to have between the center lines and the fog lines. I'm not sure that all of our roads would support that.

I can I can go through that come back with some Yeah, that I'd also maybe put some thought into what roads you think should should be done and because is that those are typically a once a year thing that you'd have to do it every all the roads once a year because Yeah. We basically we'd hire a company that just comes in with a truck

Yeah. My understanding is DOT did that when they rerouted the traffic around. They painted they did do some they did stack pole and I think some of Bowie Hill um and I think some of Davis as well when they rerouted because of the 136 project.
I think the white line I'm talking about was on the edge and that was if you followed that you'd be lucky if you didn't go in the ditch. So yeah, we wouldn't be able to do that until next year anyway, right? Until we got our service.
Yeah. And I know I mentioned to you before um about uh tolling up the hours that we spent on this road over there on both sections. And you have to get a hold of Ruth there and help you do the I'm going to be asking for that cuz I'm going to be I've already been asked a couple times already how much that's costing us. Well, I don't know.
to her to see how much we paid our guys, not just hourly, what we pay him with our package deal. Um, the other thing, did you give me that figure already? Do we got that? No. So, we can add that on to it. Then we just use a fudge factor for the equipment.
I'm not sure yet. I got to get You know what I mean? because you already did the hours of the guys, you really can't use the the femur thing cuz that adds in the guys the with the person. So, you got to go to the fudge factor with the equipment that we used and the taxpayers. I just want to know how much it cost each t taxpayers for actually us guys out there doing that. I want I want to have a right number
and that gets difficult to figure. Oh, yeah. It's going to be it's going to be a little work and I I know Ruth's going to have to help you out cuz you have to add in the workman's comp and all that into their pay, the package we give them to where we actually the taxpayer actually pays our guys to be there. That number is the number I want, not their hourly salary
as opposed to if they were doing something else cuz they were No, no. Whatever they're doing, they're going to get paid the same amount of money, right? That's what I'm saying. So whether they were working on that or working on ditching or working whatever, it would have cost the town the same amount,
right? But they could have been doing ditching elsewhere. And I'm just adding if we would have something to contract out to our to our just run around and just those two roads. Yeah. So if we ever went to they do it by footage if someone comes in here a big company they're going to do it by feet. It's going to cost this much to build this road. We're going to ditch it. We're going to put all the covers in. We're going to do this. We're going to do everything our guys did which I'm hoping it shows that we saved a lot of money.
Yep. And we have nothing to go against. We really don't we never we don't have a figure to go against. So we really can't add I just was trying clarifying what it was that you asked me. So when the taxpayer asked me how much that cost us per foot, I can say it cost us this much per foot.
If we contracted it out, it would it would have been I we don't know because we never got a figure, right? I think I think we had not a figure from Durham, but I know Sean had some figures when he did one of them in Pal one time and
we got actual numbers now. We got actual you have figures from this year for Powell, too. Pel is contracting out. I mean, we got actual time. We got actual numbers now. We can actually go by. So our next project, which we got tons of them coming up, we have something to go by.
Like I said, at least till 2050. use it. Uh so, okay, I don't I I didn't I don't want to copy through this, but uh this just been evolving this afternoon. So, on Brown Road, we have um I've been trying for months to get um documentation as to where this morning and I looked anything. I've been looking I read through all the voltage. There's nothing that specifically mentions the ground, but today I uh got a hold of Sherry Edrich down there and she's a historian and came up with um books and pages from
court decision in 1913 and it basically says that Darren's responsibility would be from Pope's corner to hatches woodlock the big oak on the side of the so nobody knows who hatches but anyway the oak that was this big 13 in style I got struck by lightning so you got to look for that too
so Tim Tim and I went down today Tim G and we measured from free Pope's corner we start 136 and come in this number of feet we come to a certain driveway and if we come in from the other end they go so many feet we come to the same driveway So, but then we don't know if Pope's corner was at 136 or was it up where it used to go across and went up Grant Road and crossed. Well, I I mean, one thing I do, Freeport owns uh Brown Road, I'm pretty sure, at 136 to some.
So, so I I'm guessing it's the old where the old road was probably, but um there may be some newspaper articles cuz that Pope's Corner sounds very familiar to me that I've seen it. And I think there's there was a piece of granite that had the three towns on it. Um, and they they replaced they they placed it. I I'll have to look back and see if I can find those newspaper articles and that may help because I think that may be that that may have been referring to Pope's Corner because it was where the three towns met.
Okay. Well, as the way it stands right now, uh, if I come to the old intersection, I get just about to where the Durham I don't town signs. Mhm. I get very close within a few feet. But uh so that being the case, um it's clear that it's not in your yard. That's just a convenient turnaround place. Although they've been patching to that point and that's not after what we've discovered today and what we've measured today, it's at least to where the timeline sign is and possibly further up. But at any rate, there'sund this like 150 ft
that we're grinding and rebuilding and else for that piece. Um we're uh about $15,000. So bond money that's slated for next year's improvement to finish, put a new year, and then put it back on January 1st? Kevin, can I ask a question?
Yep. Um, I was doing the budget today and you have 39,000 left in paving. Well, I don't really because I'm over on What I did was I just did surface treatment. Yeah. And paving and mixed it together. So, I'm over on surface treatment. So, if you put that back to paving,
it still leaves you with 24,000. I just wrote it in. You can't touch that. Yeah. Well, I think though it wasn't for it wasn't voted for specific roads, but it's still it we we I'm not comfortable going. We advertised it as those roads and
they voted in people on the town floor took it as that. Yes. You know, we're not going to be elsewhere and I wouldn't consider this necessarily an emergency. The rule has been emergency for years. So 65. So right now we're total expenditures on public works we're at 65% and we're at 75% of the way through the year. I'm not sure where I'm I don't know where a lot of that the savings is coming from on that but um
well we've been busy with the barn project. Well that's what I'm say but what that's what I'm saying is but if there's 24,000 left in the paving line couldn't we use that to to cover this because it is paving. We we we still have $483,815 left in that in in your in your line. And uh now I know like there's five a little over 5,000 for the roof that's going to have to come out of that and and so on. But um I guess there's two things we if you can take it out of this year's budget that would be
take out of any if that's okay. That would be the best. And if not, if can we negotiate it with powd though we we would pay them on on January 1st or something like that. But pavement business where it should come from pavement.

There's a $15,000 budget we're going have to figure out how to come up with. Is that well that they were still figuring out where the line was going to be that they were doing Brown Road and they were still working on the the line was a moving target.
I mean it's not been a problem until now because just so everybody just turns around no big expense. It would it would have been better if if there was if we had done this with panel at the same time and done done both parts at the same time but it didn't happen. So good.

Town administrator. today. It's nothing really exciting. Um I just wanted to let you guys know so when people ask you that we do have absentee ballots and the ballots are available up until the Thursday before election day. So up until November 3rd, people can either come into the office or request ballots. Um, and the registration, voter registration is ongoing and you can register to vote the day of election as well.
When do people have to have absentee ballots in by? Uh, technically they have to be in by the close of polls on election day. Okay. The earliest that they can return them to us would be preferred because, you know, we have to process them.
Absolutely. Um, we're in just about to send out our 30 to 45day notices of impending foreclosure. Um, I think we have about 20 properties that are going to go out. Um, nothing surprising there. Um, I've had no response regarding my right to cure notice. Um, so we will have a an executive session at the next selectman's meeting, provided I haven't heard anything by then to discuss what we're going to do from there. Um, I've gotten a lot of phone calls about the website RFP. There seems to be a lot of interest. Um, I've contacted TICE Waste
Management and they should be at the November 1st meeting to answer any questions. And let me know if you guys have any questions that you think we should ask the references um so that I can be prepared when I call. One thing actually I think I'd like to see from Ty is maybe just a a brief description how he thinks he will be able to
the scheduling how he'd be able to schedule and do a town the size of Durham because from what we've seen on his references it doesn't look like he's done anything at this at this at this scale yet. Right. And and our waste cleanup day.

There's really nothing uh that stands out particularly to me. Um, except for the the election expenses, but as I have explained, some of the there were a couple bills from the budget referendum that we accidentally paid. So, I have gotten in contact with the RSU and they have reimbursed us for those. So, that's an extra $817 I think that we now have in our elections budget so that we have the money to get through this election season. Um, and the last thing was I just wanted to let you guys know that I did send out um our electric bills to be analyzed by other um people who deliver electricity and uh they said we had really good rates and that they couldn't beat them. So,
make sure you include that note. and uh when you do put your budget together. Okay. Cuz we'll be asked. Um speaking of budget, um I was wondering whether we should invite the budget committee to be here next meeting when we're discussing the uh waste management because um this is going to be something we're going to be bringing to them. We're going to be making a recommendation.
Okay. And when where there's such a big difference, I want them to kind of see Okay. the questions and stuff. Yep. committee yet? The uh the three quarter. Okay, I will do that too. looking pretty good on on most of the budgets I thought. Yeah.

Uh if you want to take this home and look at it, if you have other suggestions, um such as one of the things I had talked about is if we actually went to a unisex bathroom but went to the women's one and did it where they moved the codes and incessors into the back room over there and the records room next to it. that might give us an opportunity to expand this room
and things like that. So, if you've got any thoughts or ideas um looking long term as how we could best use our space um he'd um like the input on that and shifting and and maybe Mark can shed more light on it. It would obviously the question is which are bearing walls and
none is a trust trust roof. Perfect. Yeah. So we'll be we can punch these down anytime we want. This is a trust roof so we should be good. So um and this is a completely ridiculous question. [laughter] Just to throw something else out there. One of something that Paul threw at me is if you did a complete revamp and so on and moved the offices to this side of the building, it would give the the other side of the building is wider and would give a larger area for a meeting room as well. So if you know if you want to kind of look at that and say, "Hey, that might make sense," or something like that, let them know. But those are just a couple of the other ideas that were thrown out there. But if if we're looking at making renovations, let's think long term, too.

What if you took this wall right here so that when you have a meeting, you can use all this area to use because executive sessions really that that would be the unless we had another area we could go to for that. Um, yeah, there's there's a a lot of things we might be able to do with this bec, but it'd be easier to sell a renovation than a um than adding on to the building.
Yeah, absolutely. Everybody knows we need something. Um, let's see. The the comp plan um is looking to distribute the uh survey at the elections this year. Um I think Yep. Uh they're meeting the first Monday. So the day before the election, I think the first Monday of uh November,
right? It is the day before. Yeah. So the day before the election, um the planning B board is working on solidifying recommendations for the town ordinances. In fact, that's what's going on tonight, I believe. Um Joe Donovich has uh submitted his resignation from the historic district commission and he's been a member since the very first uh meeting of the commission in January 2007. And he's
um requesting that we find a way to recognize his service. And so, um, I wonder is this something we could you could we could work up and bring back next meeting maybe to Yes. Yeah. And he mentions the war memorial park does seem to have substantial area of wooded and lowland that could be carefully and properly filled to increase usable space and allowing more de use and development of it. And it could be done in conjunction with repairs to the gazebo and maybe an additional entrance exiting the opposite side that could allow us to use it actually use it for events,
right? Um I would I would I mean we've put over the years we put a lot of money into that into the gazebo and other and [clears throat] the surrounding area there. There's no parking over there at all. And I it would be nice to see it being able to be used.

Well, I I was thinking about it and Ruth and I was looking at the maps and there's that one on the corner and there's a little small piece goes up towards Candy's house a little bit further that it's not very big, but it's a piece there. But and I just happened to think with all the ditching we got going on. I mean, that banking really is no use at all. So, we started throwing around some ideas and said, "Well, I asked him if he could check that out, see what we can do. We can throw some of the ditching stuff in there. It's decent. You'll have to have some rock some of the drain still that's got to be in there little pot. So something I was thinking about.

as far as the gazebo it's a historic uh even though it's not where it was initially initially it was right in the middle of the intersection there and and over Over the years it's it's moved. Um in the 1930s it was actually deca rotting in a ditch and they hauled it out and repaired it and things like that. But um
I don't know that it has actually historic historic Yes, it does. I asked there there may there may be no actual part of the gazebo that was was back then, but the gazebo historic symbolism. Well, and it it has it has a heritage. Um, as far as they they they tore the
bad parts out and put the new pizzas in and things like that. It's always been at that intersection. It's always been there. Yes. It's Everybody knows that. Yeah. It's and and it's actually uh I think it's been been here.
Um, it was done in the 90s and it was done in the early 2000s. And I I think the roof was done too. I one time they redid the roof. I don't know if it was just re uh just say something. We need to do something because of that.
We have money still to to fix the gazebo. So, you know, if anybody I mean we've been trying that's the problem is nobody's been and the the and it's it was budgeted money, right? It was not it but it was not Oh, it wasn't um raised. It was
it was ra it was appropriated. Appropriated. Okay. So, so we could reappropriate it if we needed to. Yes. Okay. In my opinion, what should be done there with that building is you should hire a uh structural engineer, somebody that works out of their house or something. There's just plenty around. And if they charge you a few hundred, they could actually draw out what needs to be done. Because I think what's the intimidating part is nobody knows what to do. I mean, I think once they had an engineer that could have an 8 and 1 half by 11 paper that said, "Do this, this, and this." and you say, "I need [laughter] to put an RFP out because you could say per this plan." And
yeah, open up the backside and put steps down the back, right? Parts of it are are the roof is solid. It basically is about replacing the the uprights, the post. So, it's going to be about building a false wall to go over that. Go over that with Paul
or taking the roof off, right? Or taking the roof off if that's Yeah. mention it to Paul. Maybe if that's something if that he thinks is a good direction to go to, we could use some of the money this year to go get that report.
The the engineering probably would be a few hundred dollars and you can replace a post at a time. It just you'd have to support as you worked around it can be done, right? So, it's up to whoever decides to do it how they how they want to do it.
I'm not volunteering that. I'm just saying [laughter] it's pretty solid. The benches are rotten and there's a few But the the main components of it are all new. Yeah, I think the decking underneath and the decking part's good. And the roof as far as I know. I've looked at it a couple times and I think that's all fine. And and you can see where they they uh sistered and laminated the the post together before when they repaired it one time. You could see most of that. It's just, you know, it probably needed more attention sooner.
The part where they sistered the original part going down this rock, the new piece on top where they they sistered it on. I mean they all cut and then of course the seats I don't know if the seats are pressuret treated or not but even if they are pressuret treated people believe that pressuret treated lasts forever and it doesn't always especially since they changed the formula a few years ago and if you happen to get into a piece of hotwood of pressure treated it can rot. It will take a lot longer but it can still rot. Okay.
