Uh, public comment. actually, I just wanted to make a uh a short comment uh in reply to the uh work stop order that the codes officer placed on property that Dennis and I own over at Meadow Road. Okay. He code officer is not here tonight apparently.

Uh he was in training yesterday. So So are you expecting him or? I don't believe so. Okay. All right. Um I'll pass out to each of you and all I want to do is hit the high points of a summary of what's gone on there to maybe give you some information that you you haven't been privy to.

the fourth page of this package because there's just a couple of uh it's a timeline. Do you Does everybody have a copy? Um you need a copy. You could leave them for for Josh in case he wants to look at it then if you like.

Uh so if you turn to the fourth page, please timeline of events on the Meadow Road property. And I I happened to catch the uh the meeting the other night. There was uh uh Paul mentioned the work stop order and then there was talk about the foundation and anybody that's been here for a while in town knows that thing has been sitting there for a while. So I'd like to start at number one and I'll just hit the high points and you can look at the rest later if you want. Uh in 2005 I purchased the property with an existing foundation. I observed an inward bow of about 3 in in the top of the wall at that time using a string. I also saw some minor cracks in the wall. 2006 uh I obtained a building

permit from Dan Feny, former CEO and capped the foundation. Dennis and I actually capped the foundation in 2006. We placed a string on the wall at that point and it was about the same. Um 2011, uh it sat the cap sat for a while. We actually sold the property, owner financed it to an employee of ours who wasn't able to finish the we had to take it back. So, it sat like that for quite a while and we ended up taking the uh the structure off cuz it was no good. Uh that was in 2011. 2006 to 2014, the foundation was pretty much left exposed to the elements. uh 2014 um I hired a

structural engineer to inspect the foundation because in 2014 we talked and decided that we were going to market the property and we knew that that would be an issue. So we hired a structural engineer to look at it. 2015 a year later same time frame I had it inspected again. 2015, I went to see uh Paul Baines, CEO, about a building permit on the foundation. At that time, he told me he could not issue a permit because he had no information in the town files that the existing foundation had been inspected. And you guys probably remember, I think it was around December, there was a selectman's meeting where Wanda Finch was in here and had a similar problem up at the Rangale Foundation where there was discussion between you guys about how to deal with it because there were no records. Um, and I think if you look back at the video, um, it was I believe it was I'm sorry, your name, please.

Sarah, I think you you mentioned check in with the former CEO. Uh, and Paul actually said that to me in a meeting, right? That seemed like the logical place instead of speculating that I'll ask the president. And thank you for that because Wanda went and got the uh sworn affidavit as did I. So, um, uh,

uh, number paragraph number eight, uh, that should actually be 2015 of December. My prospective customer asked to view the property. I showed the property to my customer, her brother, mother, and stepfather. I made a point of showing them the foundation and explaining that the foundation's condition had not changed and appeared the same as when I had purchased the property. I also told them I had obtained an engineers report. Okay. So, several weeks went by and uh my customer decided to contract with me to build the house on the foundation. Um, paragraph number 10. January 19th, I obtained an affidavit from Dan Feny, former Durham codes officer, stating that he had inspected the foundation. Number 11. January 25th, as requested by Paul Baines, Durham CEO, I presented Dan Feny's affidavit and obtained a building permit from him. He did not ask me for an engineers report at that time. Number 12, 2016 February to present.

Paul made on-site inspections for framing, underground electrical trenching, septic system, electrical and plumbing. He had access to the foundation both inside and out and was there able to observe it on numerous occasions, but he never said anything to me about his condition. 2016 of March, my customer's boyfriend came to the job site and said that my customer was upset because she thought the windows being used were substandard. He then demanded I give him the engineers report I had for the foundation. I told him my contract was with my customer and that she personally needed to ask me for the report. I asked him to have her contact me. My customer made an appointment to meet with me at the house and we discussed her concerns about the windows. I asked her if there was anything else bothering her and she said no. 14. Marched to early April. Work progresses on the house. Window issues resolved and the customer begins

interior painting. uh 2016 of April, my customer asked me to meet her at the house to talk. When I arrived, she had in attendance her brother and boyfriend. They asked me to wait to meet with someone who had questions about pouring the concrete floor in the basement. When he arrived, he began to berate me about the condition of the wall. My customer's boyfriend joined in and said the Durham CEO had met them at the site and told them he would not issue a certificate of occupancy me because of the condition of the foundation. My customer then presented me with an engineers report exhibit C of the foundation. I asked about the report and she said she had visited the CEO earlier because she was concerned that the foundation wall was defective. She told Paul at that time that I had an engineer's report for the foundation but refused to give it to her. She stated that he recommended she obtain an engineer's report and provided

her with the name of one engineer. The CEO did not contact me prior to recommending an engineer to my customer or to ask if I had an engineer's report. My customer did not ask for my engineers's report or my permission to enter the property for an inspection of the foundation. I was not notified that another engineer would be inspecting the foundation or that anyone would be entering the house for that purpose. 16 uh April 19th, Paul Bane, CEO, phones me to say he is issuing a stop work order because of an engineers report he had received. I immediately went to the town office to receive his work stop order in person. I complied with the order and notified all subcontractors to stop work. April 19th, my engineer makes a third inspection of the foundation at my request. Uh, paragraph 18, I met with Paul Bane, CEO, and presented him with my engineers report containing three years of observations dated 42616.

He said he would not resend the stop work order because of the conflicting reports and told me that the two engineers would have to work out a compromised solution. the two engineers to work out a compromised solution, the Durham CEO has decided he needs to hire another engineer. Exhibit D. At additional expense to perform an in-depth study of the foundation, including excavation, which is not recommended because of the additional stress it would place on the wall. that's noted in my engineers report and by others in exhibit C and B and E. Uh in summary, um I disagree with

the conclusion contained in the engineers report that the Durham CEO is using as a reason for placing the work stop order and as a basis for all other actions he has initiated. I believe the CEO's action is based on a wrong assumption about the pre present condition of the wall. There is no evidence to suggest the wall is moving from frost thaw cycles. I placed a string along the wall after I purchased the property 11 years ago and observed the 3-in bow. I observed no change when I strung the wall in 2006. I placed a string along the wall in 2015 when the building on when building on the foundation and observed the same 3-in bow. Hasn't changed. The wall has not moved. The cracks in the wall have not changed in appearance for 11 plus years. I also obtained a sworn affidavit from the seller of the property who viewed the wall with me on 52 2016 and stated that it had not changed since he last viewed it in 2004.

Um Dennis Dyer who built on it with me was there too. I don't know whether you have anything to add or um just that you know I was there from the beginning. I own 50% of it with Jeff and when we capped it the first time in uh 2006 there was the you know the 2 and 1/2 3 in bow and I was also working on

it when we recapped it in 2015 and the the bow was still about 3 in you know so it had not moved in the 11 years so it's I, you know, in my opinion, if the U engineer that says it's a pro thought cycle that's putting the wall in it, then it would have changed over that period of time. So

look, I I've thrown a lot a lot at you in a short period of time and I guess what I'm not going to ask you to comment on on it right now because you need time to go through and look at the exhibits. Uh but I am going to also present at this time um uh a request for appeal of the code officer's decision. Uh, but having said that, um, I I'm only doing that because I've run out of time. I've got a couple more days and the 30 days is up. It's my intent and my hope that you'll look at this, you'll look at the exhibits and decide that let's let the engineers work this out. Let's let the two engineers because I think it's an engineering problem between two engineers. I'm not an engineer. Paul's not an engineer. Dennis, none of us are. Uh so I'm hoping that if they have enough time they can work out a solution. Uh which is what we had all originally agreed to. The only reason I'm in here and it's it's it's if

you look at the ex I'm you don't have to take time to do it now but there's an exhibit in here where Paul's latest request is to excavate the foundation and my engineers told me not to do that. Uh and I just don't want any damage done to the property. Um, so with that, you have uh you have my copy of this. Is there anything else that you or do you have any questions?

I had one quick just a technical strictly a technicality question. I appreciate that. You're you're an attorney, right? I am because you were talking about, you know, timelines and and this is dated April 17th, 2016. Did you mean to date it May?

F. Yeah, I did. Okay. Absolutely. So, uh, can can we change that? I mean uh absolutely. Yeah. Yeah. I I uh I have another question on the on basically technicality. Are we the right people to appeal to? Is this supposed or should this be appealed to the appeals?

I'm not I'm not appealing. I'm only I'm not appealing to you. I'm I'm If you read the bottom of the cover letter, um I say given the we're looking at the top cover letter, the last paragraph. Given the circumstances, I request the appeal be stayed while my engineer and I work with the engineer engaged by my customer to reach an agreement which will resolve the CEO's concerns. Uh, it's my intent that we have enough time to work this out with the engineers, but I don't want to I want to protect my right,

right? So, I just want to clarify what you're asking us to do is to to stay the the period of time in which you have to appeal it to the board of appeals to to put a hold on. Yes. I I do not know as we sit here today whether or not that's something we have the authority to do, but that's certainly something

you do. You do have the authority though, I believe, to stay any further action from the codes officer until the two engineers can work out a compromise. has the authority. I I disagree. I disagree. I read it. I read it in the land use ordinance

appeals were in that ordinance provisions to follow that. We're not I'm not appealing. Right. Well, and as you said, we are going to take a little bit of time to that's all I ask and nobody's going to that would be good immediate decision.

My intent is to protect my right to appeal and filing this, but my but I I would like to be able to have time for the two engineers to work out the compromise solution. So you're

the ordinances and so on. If you if you actually put in this appeal that starts the next clock ticking, I think which is a 60-day clock is that for for the appeals board to take it up, right? I I I guess what I'm trying to say and I I think you understand. I want I I want to protect my right to appeal, but my desire is and my hope is that we'll be able to work all this out before we get to that point.

I anticipate that you would probably want to make sure that this appeal is properly filed with the board of appeals and maybe include a cover letter indicating your intent to

All I know is that there's an issue that we're trying to resolve and I don't want to run out of time and mostly, you know, I know that the the board of zoning appeals has certain authorities and and I don't want to step on on their toes and and box them into

on the board of appeals, right? That we weren't entire, you know, make decisions that that put them in a difficult Schneider is the chairman and that's who you would want to. Okay. Okay. Yeah, the timeline and the letter explaining each of the exhibits. He probably has all those exhibits here or there and so on, but at least explaining so that he knows where to look. Sure. Well, I'll we've been emailing back and forth, so I can make sure he gets it.

Yeah, if you have an electronic copy, too, you can just Sure. Yeah. There we did that. And that way I would anticipate the board of appeals could make a decision about right, you know, whether or not to to hold off on moving forward to allow

it. Thank you. Which one's that one? Elizabeth. Further public comment. Meeting House Road. And what they did to my front yard, I'm very unhappy with. Originally, before they started the ditching, they came and said that on the east side and the 125 side of my driveway, they were going to dig down and ditch probably 12 in to 18 in away from the skirt of my driveway. The ditch ended up close to at

6 in. They did, you know, grasp that in and do the best they could uh so that that wouldn't wash out my problem. I was afraid if that was going to wash out and take my the skirt right with it. They said the other side had natural runoff, they probably wouldn't have to do anything on the west side or the 136 side of my driveway. Uh when they get in there with that excavator, they I asked the road commissioner right behind me what they were going to do and he said, "I'm just going to clean that up a little bit." Well, if he calls gouging into my lawn, so when not able to ride my lawnmower down and mow that, it's just like a cliff just cleaning it up a little bit. Uh him and I don't think alike. And I don't know whether if any of you had a chance to look at it, but

you know, there was damage to both telephone poles. Central main had to come out and move one of the high tension wires because it it burned into the tree and the they carve the roots of that other tree all the way. So, it's going to kill the tree. And then they put all that stone there to hold it, which is a mess. An eyesore.

Pardon? Is the tree in the town's right of way? I believe I I believe it is the one that the one with the roots exposed you're talking about? Yeah. that the rightway is? Do we know how far up on the other side of that tree?

Quillways. Another stone wall goes up across the square behind that tree for the town's right of way. The town right away at the top of the hill and into his lawn area. Quite a ways beyond where we went. So we we run into that from time to time especially because people may have been mowing the property for a long time but unfortunately when when we do start doing the ditching unfortunately we haven't done any for 15 20 years. We're like way behind. We need to get some done. We run into this and people just assume that the town's right of way is the ditch into the middle of the road when in actually it may be 20 ft each side of the road of the tower. It's usually so many rods wide. Um, the road's not always in the middle of the rideway. Sometimes it is, sometimes it ain't, but I'm assuming that before we we did this, and I'm quite sure that that's what the process is. We always make sure that whatever digging we do,

it's town property. So, in some situations, we may scratch off the little bit of lawn that somebody's been using. You know, it's it for us, for the town, for the road crew, it's uh it's a never- ending battle. People want to mow what they've been mowing, whether it's theirs or not. They don't want the water here. They don't want the water there. So, we have to ditch it. Try to get the so the water gets out of the road, down the ditch, so the roads ain't falling apart all the time. So, I'm not sure what it is that you're looking for us to do, but if if the tree is in the town's right of way and the ditches, I went I've rode by there two or three times and looked at that and there is no culvert there in that driveway. And it looked to me what they had done and I asked the question. It looked to me what they had done is try to make it so that the water came both sides and off so it wouldn't necessarily

all of it come out into the road like it has in the past. And that was the that was the answer I got. That's what I thought I saw when I asked the question. So, I'm not sure what it is you what what are you looking for at this point?

What I'm saying is before they started on the 136 side of my driveway, that was already a natural runoff. There was no need to do what they did. Two of the road crew said the same thing. He said, "They won't have to dig on that side. That's already natural ditch right there. It'll run down. But when he got through with that excavator, yeah, it's deeper. And he ruined my front lawn and he messed, you know, look at that stone. You think that looks good? You want that in front of your house? That's crappy.

I The stone gets put around culvets and everything. I mean, I mean, whether I like it or not, I mean all that stone they put around the bottom of that tree to hold it. That looks terrible. What would you like to see, Doug? I want that stone out of there for one thing.

Well, if we take the stone out of there, what's going to happen is water that comes down through there, I can assure you, is going to erode it away then. So, I'm not sure if that's the best answer. I think the I understand what you're saying about your lawnmower and you want to slope. I understand that. I think the best solution here I can see, I rode by there quite a few times. Look, is take that tree and slope it down because what they're doing is trying to save that tree is what they tried to do. And I think if they take it, then they can make that progress your lawn across like you want. And uh that would probably get rid of the stone because right now the stone is trying to hold up with that tree which I agree with you is probably going to die in five six years from now anyways. All the roots exposed. Um Calvin, what do you think?

That tree will be there 50 years. Kind of tree is it? It's maple. And you can take all the roots off one side of that tree and it'll be there 100 years from now. Yeah, maple is a pretty hardy tree. If it was tree, they'd be dead. You can't touch roots on a brick tree, but on a maple you can.

But is that a is that a is that a solution? We smoked out. I'm going to go get those rocks. But I don't think the tree is going to help his lawn because if the tree was gone, I mean, can we make a slope so he can mow it?

I'd have to go back further. Yeah, right. I mean, right into his lawn, man. I don't want to go back. But the tree isn't going to help my lawn. I mean, actually, the tree is beyond where my lawn is. Anyways, what I object to is all that stone I put around the bottom of it. And I think we were going to put those rocks there, and then we were going to come back and put some smaller ones on top. And I think we said and I talked to you last fall was wait till this year. We'll see how it looks and and then we'll go from there. So I think I can go get those rocks and I honestly if that tree dies I'll be one. I'll go take it out in a minute. But I don't think it's going to die. But

I don't think it'll erode either because it's very clay soil. up. Will that work? I was just going to put some smaller rip wrap on top of those big ones and try to make a just try to shape it around the bottom of my tree.

Not those. Not like I mean, that looks terrible. Do you think that looks good? Well, I think what what Calvin is saying is that that was a temporary measure and then he's planning the spring to come in and and put some smaller rocks and contour it and and make it shape it more

appropriately or more aesthetically. Oh, any, you know, anything is better than than than what they got. You know, that that just looks terrible. My wife said, "I can't believe the town did that." And I've been trying to figure out, you know, there's no way you can you can hardly stand there to weed whack that. They did put, you know, grass in there and to hold that dang, but the thing is so steep, you can't even stand on it.

And I guess the point I want to make to you is that everyone else on that road has the same situation. They have to weed whack that ditch. That's how they cut it. That's that's what they do. Well, everybody else on the road lawn didn't come down like mine did. Number one, there was some places you had to ditch. And I'm I don't say that you had to dig

a ditch on the 125 side of my driveway. Not complaining about that. But what I'm saying is there was a natural runoff on the 136 side. You didn't have to do anything there. the water would have run right down there, but it wasn't running down. It was going out down the road and freezing the whole hill there. So, I needed to get it down out of your driveway. It shoots right down your driveway into the road. I needed So, I built the crown of the road up and tipped it back into that little bird's mouth. I didn't put a ditch in front of your house cuz I it would have been I talked with you about it. We went over it that I was just going to put a little impression there and I made no guarantees about what the hell the final product was going to be. But we just put an impression so that water hits the road, hits the crown of the road and goes right back into that that swale and hits the ditch down below. That's that's

what we were. If we put some of them bigger rip wrap rocks in there, you need something to hold that unless we're going to take the tree out of there. It's a maple tree. They're pretty hardy trees. I agree. Um, if we put some rip wrap in there, uh, to kind of hold that, we're going to be able to put some in there that will hold that bank so it doesn't come come apart. It might be just as easy to take the tree down. We're going to go through that to get those in the foundation and then it would take some I mean, I'm not sure if those rocks slid down over the winter or what. To me, it seemed like they were up closer to the tree and they might have slid down a little bit.

Well, they they could have. I mean, frost and there's no doubt. Yeah. I I just can't remember last year what it looked like. It seemed to me like they were up closer and they probably slid down. So, I'm afraid they would just lie down. So, you're going to be You don't care if the tree is gone or not?

I'd like to see the tree gone and those rocks gone. I don't know what I'm going to do to fix my lawn. It looks like that's going to be my responsibility to do whatever I want to do to try to fix the mess that's been created there. And I'm I'm not happy at all. I mean, I feel two or three of the town crew said the same thing. there's natural runoff. They aren't going to have to gouge into that

bank on the 136 side of your driveway. And that isn't what happened. What they told you was we wouldn't need to put a ditch there. And that's what we all told them. We won't need a ditch like the rest of the road has. All we did was we put just a little impression.

And so you you skydive so much out of that that bank that there's no way that I can Yeah. Well, we went back at as gentle of a slope as we could. I didn't want it straight up and down. So we went back as generally. Now what I would do, I mean I used to be in the landscaping business and what I used to do for a lot of people in that situation is they'd go and terrace that. You go halfway up and dig it flat and then put some land landscape timbers or some type of terracing. You put some junipers on there. You could make it look really nice. But the town unfortunately doesn't have the money to do that. If you want to do it, I don't think the town would have a problem with that. But it's the back slope of the ditch.

could put down some weed fabric and some back mulch on it or some uh blue rug juniper that will cover the ground or ground covering. There's all kinds of things you could do with it and then you wouldn't have to mow it. Wouldn't have to touch it.

Right now, everything we've done is on town's property. Yep. So, if your preference right now would be to remove the tree and the rocks, remove the tree and get rid of that those that stone. Good. And my concern is if if we're going to remove that tree, I want to get I don't want to be getting up into repairing his lawn.

No, we It isn't even in my lawn. The tree is The tree isn't, but the probably the roots once you start yanking out of the roots probably go a little ways. We'll cut them right off. I'd say what we do is get a price on I don't know that you got to get sealed bid, but I think you can get a couple prices on taking that tree down.

You're going to be four to 600 600. That would be fair guess I would think from what my experience. Um and whatever you think it would cost to kind of feather that the best you can without without making it so that the water doesn't run the way it needs to run.

so I blacktalked it. And granted by black topping it, the the water does, you know, fly down that driveway, but by crowning it like they did in a little ridge at the bottom of the driveway, it it diverts that water, a lot of that water off in both directions. But the other driveway, it had a circular driveway when I bought it. And the other

driveway that went down was just low enough below that rise by my first driveway. If somebody came, all the we had daycare there and all the daycare people came out and they wanted to go left and I was just worried that somebody would come flying over that hill, we'd have a fatal accident there. So I did away with the other driveway completely. But you know, unfortunately, the way the driveway was put in and after it was blackted, that's where the water goes. Let me ask you this. Can you can we have a little bit of time to do this and maybe we can piggy back to the cutting with some other tree cutting we got going on?

So, question, are these rates so low because they're such short-term? Yes. Okay. Because I know when we were discussing it before, if we were to go for the full bond with with um them, the rates would be considerably more. And the these rates are more in line with what we might get through the bond bank.

Uh yeah. So the last time we were together um we were talking about the BCN contract. They had sent me um three separate contracts for 12 uh 24 36 and you had asked me to go and search out other options. Um I have a preliminary um savings which I gave to you all but probably didn't give one to myself. Um it turns out that actually we're not within the confines of a contract at this moment. Pam was the last one to sign the contract. It was a 12-month contract, so it would have expired um fall of 2015. Um I think we may be able to find a better price, but I'd like a little more time. And then the other option is to go voice over internet. Um which is an option that we could do in the future. I think that it's going to be um something that we're going to have to do. The only big issue I'm running into is all of the companies that I'm calling are telling me that that we can't portage our phone numbers um for

whatever reason. Um so I would suggest that I come back with some analog amounts the next time and we we decide whether we want to switch from BCN or sign the contract. and and looking at this um even though it you show a savings on some of the um VIP ones uh I

really don't think there is because if you uh if you look at our um 8570 number that's um the old town hall and we don't have anything there to be able to do VOIPE. So, we'd be paying uh another we'd be paying 51 or $52 a month on top of that and that eats up all the savings on any one of those.

Right. So, and it included in that is in in the Comcast prices um for the public works. we would switch them over to um cable, internet, and um phones if we went with with Do you Calvin, do you um notice any issue with your internet? Like, is it slow? Do you have a lot of lag time? Do you not care?

I don't know what to compare it with. That's because you have DSL. Seems to work fine to me. Yeah. Um when after you've gotten the uh other other quotes from other uh landlines and so on, um when you bring it back, can you also include as a side note what we are paying today for phone and internet uh or for internet and television over there? Because if if the quote includes it, we we need to understand the impact that that would have as well u because it we wouldn't have to keep paying it. So the savings might be greater,

right? Well, we'd still have to pay for television. The is it? Well, Comcast, you said include television. Yeah, Comcast. Is the 3538570 is that the It's the security system. It's required for the security system. Yeah. With the phasing out, it would appear, of traditional landlines. It may be worth a discussion with the security system of what they are what they're doing to address that and and whether or not there are other options available. I I read that the I mean we we need we probably should be kind of just keeping ourselves a breast of it. But um being the town as it is and things like that, I highly doubt that we will be seeing that any in any time in the near future um here. Um maybe some of the bigger cities, but things like that take a long time to propagate out here.

Um, I had talked to Chief and um, Calvin about this and I did reook at yours and I I redid all the numbers. They had the numbers right, but yours was too high. So, I did adjust yours and I adjusted yours because

I thought he was trying to give me something. He Yeah, he gave you $10,000. So, so I've I've readjusted totals, which you guys are welcome to take a look at. This is the um effect that it's going to have on on your departments and my department as well. Um and then I did go back and I did check our 2016 so that this wouldn't happen again next year. And it looks like we're okay for 2016. Actually looks like we if we stay at the same levels as last year, we would get somewhat of a refund from workers comp next year.

Oh, no. Actually, I think my question doesn't is is that something that you can send uh you know basically send to them and say, "Hey, this is what this is what I we expect to pay in wages this year. Can you verify the you know can can you verify so basically a verification of what you what you what you're expecting

um so that I mean it will help us with budget planning and stuff like that. Well I'm not really sure what I'm what you're asking because what they send me um when they sent me the bill for the 2016 they send it all broken down as to what the estimates are for all of the pay pay. So, I took that and I I compared it to 2015 and that's where I did the comparison and actually the the amount that we paid in in workers comp is higher than 2015. So, in other words, I think it was $620,000 in salary. So, I'm not sure. I mean I

I was just wondering you know because you um I I didn't know whether there was a way that you could whether whether they would be able to say hey yeah based on these estimated numbers that you gave us this is correct or you're just using the numbers that they gave you and and plugging our numbers into it.

Right. I just don't I'm just not wanting to be caught again next year with a surprise. Right. Well, I had gone through all of the all of our 2016 estimated ones and then the 2015 reconciled and then the 2016 versus the 2015 multiplied them by their multiplier and then I had also taken into account our um experience mod which is 1.49 which is

not a good one um and multiplied that all through. Okay. And so theoretically, we should have a credit of about $1,800 next year. Okay. So, so unless we really go way over what we did last year for payroll, and I don't see it happening.

A lot of this was probably from 1415, that big winter that we had. I'm I'm It was 1415. It was also 14 was the first year that the public works department, much of it is in the public works department. And um I remember last year I had forecast that we were going to have a big overage from the 2014 and

I guess it was a year behind. Um so it was it it was kind of a weird estimation since since it was based off of a half a year of work and not a big winter. So So we should be on So do we have the funds in the budget to absorb it

absorb the That's the one that we're that's really going to be concerning is I mean we've got 80 almost 8,500 for public works but do you see that do you see that that's going to be an issue or where this was a milder winter do we actually have some um will we maybe have some leftover funds in the uh in the labor line that might be able to cover this

in this oh Yeah, I haven't looked. Okay. Uh I haven't looked. So, I guess we'll leave it with you to to check out check out your budgets and if you if you feel that this is going to be a problem, bring it back to us. Yeah. I'm sure we'll probably have enough in there to cover it.

I mean, his his is considerably more, but yours is still almost $1,000. So, yeah, I'll be honest. It's pretty hard for me to really tell if it's going to be an issue until I get closer to the end of the year with minus 8 or 9,000. I could tell you it definitely will be an issue. Okay. we tried I I am I am actually concerned about the time and I I anybody that's would take that on um if if it requires attendance at all the meetings and um this year may not be too bad but as we get into other year uh next year and beyond uh the time commitment may become quite intense. But

well, I'm going to I'm going to try to make some of the meetings anyways. I you know, I don't I don't know where this is just getting started out. I kind of want to be there when they started and see what happens. So, I kind of try to feel it through to see what the commitment is. Um but I I plan on trying to make most of those if I can. I mean, I've got other meetings that I I have to pass on because of this one. So, I'm trying not to shrug off too many more.

Um I I mean, even if somebody commits to it, I still would try to make because I'd like to be more informed. position initially, but um I would have to gauge how it right. There may be there may be some selectmen rotating through. That's that's fine, too. I think

um I do have a question at looking at these applications and I see that in several cases we have um family members and people or people living in the same residence and am wondering is that is that good for the makeup of the committee having uh family members or do we want it is it should we be looking for more diverse more diversity or I we need they they have expressed interest. So that's

right. I think that this is a good start. I think that you know ultimately it's that balance between not wanting the committee to get so big as to be unwieldy but also understanding that this is a long-term huge project and

there's going to be some attrition. So you want to have a big enough committee to absorb potential attrition. Um, but I don't think that people should be disqualified because they live in the same household. They have they're all individuals and have their own ideas and perspectives and bring different skills to the table,

it would be good to maybe get some some more people as well. Is there is there been a number attached to the size of this committee? Not yet. Um I mean I know I know Paul said the more the marrier but I think typically when you get beyond nine

things can bog down unless unless the committee decides to break up into subcommittees and where they um each subcommittee is tasked with doing a specific set of things and then having a large and then the larger committee meets uh uh on smaller shorter

occasions or whatever and the small committees do their business and I mean that can work. Yeah. And I you know some that are are like the Kathlingers there they got kids. It may be they got to switch back and forth or they may find that it's too much for the both of them and you know so

that'll end up being a open and maybe the other ones down there too. I don't know if they have kids or not but that could be an issue down the road as much as they want to be involved. family's usually first no matter what. So, I guess we could go we can go with that. We'll see what Paul's thoughts are. He's kind of heading this, so to speak. So,

Um uh this this board of selectman and past boards and I'm sure future boards are usually put into place department heads and I just want to make sure that we're aware of what their positions are and that we don't inadvertently step on their toes. but they're put in place to do certain jobs and it really isn't our place to go and do the research for them

behind the behind the around the back door or however you want to look at it. Um, if we have suggestions for the department heads to do some research or they bring some to us and we think they should do more, we should roll that forward. But we as selectmans as the board and as individual selectman should not be doing that work for them. That's their job. That's what we paid them paying them for. And frankly, I got a full-time job. I don't have time to do it anyways. So, I just want to make sure that we're not stepping on their toes unless they've asked for our help or in the case if the if the chairman has asked for help. So, just to keep that away and not let's not let's not make more problems try to find out information that they should be finding out. No matter whether it's the fire chief, the road commissioner, the administrative assistant, doesn't matter who it is. We think that that we need

more information. Give it to them. Let them do the research. That's their job. That's why we're paying them. If we start doing too much of that, what's going to happen is the ball's going to get dropped and all of a sudden it's going to be, "Oh, I thought you was or I thought you was." So, department has to do the job and we shouldn't have any issues. Thank you.

I was security cameras. I don't know what a UPS system is. Uninterrupted power supply. Thank you. It's backup. So CMP, you don't lose that right away. Downside of UPS systems is they're limited to how long depending on the draw, it's limited most of the time. Something like this heavy activity in the station and power outage. So it's working off the UPS system. I'd be shocked if it's in peak performance if we got more than an hour of operation or something like that. But and really in our case it uh the benefit would we have the generator actually even here with the generator it just gives you that supply just in case or while the generator is kicking in. So they're not as critical as where we have generators in place as they are in some locations. The other thing they do is usually offer lightning protection and surge protection to the systems which usually sometimes even brown outs or bad

power surges can cause problems with the electrical equipment. So So they're not bad. Well, the first one discusses the security cameras. I ended up with two price quotes. There's $14 difference between the two price quotes. It one is eight heads and the other is five. I actually think the equipment and the five head setup is probably better equipment and we can get by with the five head setup if we need to. But the eight head setup is being provided by u

a local Joe Whispel who's done most of the cameras, wiring, and uh phones and a lot of that. in most of the town buildings. So, he always takes pretty good care of us at a very reasonable rate, if a rate at all. Um, so I think it would be in the best interest of the town to keep the the business local. And

you don't happen to know this storage space on either one, do you? Yeah, it uh I brought my p you. Uh 360 hours on. That's the one on that Joe provided. I think the other one's probably going to say about the same thing because we talked about two months. worth of storage and then it just deletes the old uh

internal and external? both because the eight eight gigabytes of memory is on the uh other one. that's on the that's on the Yeah, that's that's that's not that's on the recorders themselves. Yeah. Um Okay. I mean the three Did the other one give hours?

You can spot it instantly. No, I don't think so. U yes the cameras are supposed to be inside now primarily inside but there's um whenever we've had issues at the station the issues have been in the back of the building where nobody can see illuminated but nobody can see back there. So actually what was discussed with both vendors is at least one if not two cameras going on the back of the building. One of them would be positioned so that you could look down at the it would view the modular as well. So it's a four they say four terabit system but I think they mean four terabyte system and uh so that that's a considerable amount. Um I I I would guess it would be similar storage as to the other one. This one is done not an expert at this stuff but if I understand the corre the explanations correctly they're not always done with a PC. This one that you just looked at, I I believe is done with

a completely separate PC, whereas the one that Joe is proposing is not done with a separate PC. It's actually done fed into a DVR system, which a lot of them do go into a DVR system now. And um I don't know that there's necessarily

we're kind of going with some of my stuff. the way of what little I know about them, I think this is probably the better the the five camera system is probably a better system. Um, I don't know if it's a more expandable system because the other thing I talked to both vendors about was down the road being able to add the modular into the system so you could put more heads on it. And in both cases, it would be kind of like a subsystem, but in both cases it was achievable.

So it depends on So they're not always reporting, right? They're both motion activated. They're both The other side of it is they're both set up so that um like I'll be able to put it on the phone and receive an alert if there's activity. Um, you know, that way there I can tell, well, no, uh, there's supposed to be somebody there. There isn't supposed to be somebody there.

I had one person to show up, but they showed up because they wanted to check out the ladder truck and the model A. Yeah, I tried I tried diligently, but it didn't work. So, I don't know what the answer in the end is going to be. We'll keep plugging away at it. We got some a lot of work to do and with the structure in the organization. like a lot of volunteer fire stationations like this having that same problem. It's getting worse. It's getting bad quick. It's a ton. It's a ton of time that you have to put in for very really very little benefit. Yeah. And it's not just that though really. I mean you look at your committees and stuff that you try to do stuff. People just don't step up and want to volunteer or be part of their community. And even when they do because of the financial restrictions, their job commitments and stuff a lot of times they can't. yeah. So I think anything that relies on volunteers is really struggling right now. But then we compound it and say, "Well, hey, we got to have you do the same thing that a full-time person does, which is right. It's in their best interest and their safety that they're going to be exposed to the same thing that somebody doing a career would be. The other side of our case is where it's at. Most of the guys that do it want to do it, not guys, most of the people that do it want to do it periodically, but they don't want it to become a second full-time job. But it uh I think you guys heard the sirens a minute ago, but that was the second call tonight. We're at run number that was run number 152 or 153 so far this year at uh so approaching you don't really think about it when you but when you start to approach that 365 that's one a day it averaged out. It's not always that way and some of them are little calls. Some

of them are you know whenever we do a transport that's two hours they're tied up. So we'll keep working on it. We'll work on the inside stuff. We'll get that squid around. I'll keep plugging away trying to find some volunteers and and if we don't get that squid around, I guess we'll have to go to the drawing board and figure out what we are going to do to what we want, what we're going to do.

So, but basically that's a uh 3/4 shim and inch and a half overlay. In the end of the road, the last 600 ft are too far gone for a shim and overlay. So, we got to grind it up, add reclaim and redo it.

um towards Panel or towards Auburn side? We went last year to Bowie Hill. I mean uh to Stackpole. Mhm. So this would complete from Stackpole all the way to the Panel town line. So okay, that road in its entirety would be chip sealed would be finished. Okay, that's good cuz I I knew we'd uh actually done uh paving on the other end four years ago or something. We we' done a fair amount and I I didn't I was hoping we weren't having to do that redo that,

right? And which section how much of Davis Road does this reflect? That's just the one mile piece, the new the new pavement piece that's breaking apart. Yeah. Yeah. So, that has to get that has to get done. That that's a given. which I'm guaranteed we'll get a lot of questions on why are we doing that? That was just done

in ' 09, I think. Yeah. And we did we did more work in like 11 or 12 and Yeah, I've looked at the records. I see the money that went into that. A lot of money went into that. Is that just a a that was the under an underlying engineering bad base, bad product,

bad pavement, just there there was a lot of things that um were happening at that time including uh changing of specs in the middle of in the middle of the project. Uh it the road was originally I believe a 20ft pavement road and in in the middle of the project they decided to go 22 ft which uh made the de ditches steeper than they were supposed to be.

Um there was an awful lot of issues that went on on that. Um did the contractor have any responsibility or or any Well, that's that's a long story as well. Um it's we don't I just it we've done it and we've spent a lot of money on it and it's one of the few roads we've spent any money on in the last 10 years.

Um it was that was a as many years were that was a transition year. Um after 20 years of the same road commissioner that year a new road commissioner was voted in. Uh it was the only year he was road commissioner and there was a lot of um selectmen uh involvement in the project being on site directing what was going on from what I understand and I I don't

we don't have to get into all that. I just was curious mostly about which section because the far end of Davis the the runaround pond end is it's horrible. Yeah. Yeah. I mean, it's it's going to need a lot more than this to do it.

Yeah. Yeah. So, hopefully next year. Working on that plan already. But, uh so that's this plan gets us uh pretty close to that four mile mark, which is what I'm shooting for. That gets us to 3 88. Yeah. Between between that and then the rebuilds, we're doing about 3.5 miles. That's

This we're using a lot of pavement in the shim, but we're using it regardless of how we're using it, but by using it in the shim, we're getting a lot more surface treatment done. So, let's stretch that.

Then I have the the vacation schedule for the summit. Uh Scott still has a couple of days to put in here, but as you will see, the only day I have two people out is on August 4th. can do something else. So there's day after tomorrow we're going to be preparing for the bulky waste day. So we won't be doing any work out in the field. We're going to be setting the garage up and getting everything ready to go. Are they bringing trucks down earlier or they just going to bring them down Saturday morning early?

I think it went too too bad last year actually. Of course, I have it over there, so it can only get better. We found out the areas that didn't work well, and we've addressed those. So, we got to do anything as far as kind of direct, you know, directing. I know last year it was the the line along 136 um

was actually causing some issues with traffic and maybe pushing the push, you know, coning it. So, pushing the center line over or something to give a little more room. Yeah. Well, one of the things we've worked on is uh we're going to have somebody from the crew uh

moving people through. So hopefully you don't get the same buildup, right? It's not a little bit less chatting. Well, it's just it's not the place to be. I know people like to get together and see each other, but what happens is the guy behind you ends up waiting and we just got to move people through.

They work, you know, as they keep pulling in. Next one crowds out just a little bit cuz they want to see what's going on. Next one's so we'll try to keep a tighter rain on that this year. Yeah. Sometimes that that line gets to be 50 60 75 cars long or more. It's pain in the butt, but you know.

I don't know what happened, but it was something that we could spend $1,000 now or we spend 20,000 later. So, we had to get on it and go do it. Um

I got 20 bags of grass seed from Alen Sterling and Lothrop. saved about 50% from what we've been paying, but I had to use two times together to get you had to buy 20 back. So 10 pound old 10 to when I get the bill, we'll split it and either one of one of us will pay it and then the other one will get reimbured and one will bill the other one. But uh we save quite a bit of money by buying that uh in bulk. Um, uh, Barry Baldwin, I need the trees are in our way. So, that was $1,600 for for Rabbit Road. So, I just said do it. You pick the road up 8 in and then you have your ditch all done to to this grade. Now you're picking up 8 inches. You've got this you've got this L-shaped piece. So if we then you got to go back through and you've got to fill that all in and rake and seed and that's inslope work. Whereas if we can get that on and then ditch, we can pull that up to our new elevation, smear it back with a bucket and be done and just go all the way through. Not have to go back and not have to go back and do that. taking it out of the machine, out of the back of the truck with a bucket and setting it in one following an excavator with a truck all the way down through.

We could do all that in one shot. So, so we're going to switch over and go to changing cross covers. Um, one of them is uh particularly challenging. I've got to do we've got to do a coffer dam. The first two on there off 136. You'll see that all the pipes on that route are HTP plastic except for those two. And the reason is because they didn't want to build that dam in the pond and keep it pumped and replace the pipe and then take it out. Let the water come back. You have to divert the water into the other pipe and they didn't want to deal with all that. So, uh that's why those are the only two that are still metal. They pave it over. So, we're not dealing with that. So, so I've got to go get some uh bags and uh a Terrace sells some that you can set in with a machine, put the sand in them, you just set them in place and where we can use the we can fill them by hand and use sandbags and I haven't but I'm still
