all right so we'll call the meeting to order all right so I I think the first thing we want to do is I got a couple um emails um uh Juliet was one that um want to set a regular meeting time and I would agree do we want to do it the we want to do it on Mondays I'm assuming because everybody seemed to at the last be okay with Mondays um do we just want to pick the first second third Monday of the month or how do we want to do it Mak sense do we have any conflicts with other

were meeting over here but I didn't know why so we put us on July 8th would that be okay that's a weekend the week fourth is on a Thursday 12th it's so July 8th will be part of that long weekend well be an awfully long weekend yeah it's be fourth would be July 8th by then the celebration

over too many started is that enough I think we're we're good for now perfect um till we get our feet under us and get a good direction going here um Solid Waste committee bylaws um so the purpose of the committee is to work meet the goals assigned by the Durham select board um so I didn't know if we want to go over these and put them in some form of an order does everybody have this or I can make a couple quick copies um but the first one's main maintain status quo which I believe we have to because we're in a contract and I think they want to know if we just want to stay with the contract what's what's the cost benefit analysis they want of the different programs so we can maintain status quo which means probably in another five years when the contract ends we'll have to renew the contract um then they had on here a transfer facility of some sort um partnering up with a neighboring Community then the

um fourth one is town of Durham collects trash as a division under public work service residents hire their own roadside service um and then opportunities incentives um for reducing tonnage through recycling comp or composting programs um I guess my thought is we put these in some type of order that are achievable

probably the easiest and first thing we can do to make a copies here the first option for reducing tentage or biggest bang for your buck I would think food is usually your heaviest to have a composting facility and I don't yeah we' have to look into how that works maybe Curtis knows how that works I don't know if they have one in Yarmouth where he works I know free free have to find another town that's got one and see what the benefit is does Point have one I don't know to I bet C his

recy bins you just drive up the town of mine had all their residents use it you can recycle your stuff right there and uh drive around and dump your trash into a container and sorry they make get in energy sounds change from avcog to whatever it is for do we have to be member of bog to be a member of

put into it I'm sure GP has a similar program I would think Auburn be a lot closer residents to use I'll take one if you got if you got one I'll take it do but I ran out of statement oh it's stat what is it that we're looking at the just the bylaw because it kind of has the purp on the one we were working on these been updated changed in March no March 21st this should be the new one yep 20244 well the one I'm looking I need the one I have is September 2023 from that was from another committee but oh that's a wrong committee then come on we worked off this because it was cut and pasted for us to come up with our own so this is updated yeah okay

that um do we want to do that put some type of of order to these that makes sense to me when you were talking about the reducing the tonnage which that's something we could start today or start soon yeah there's programs already that you can start doing to reduce your tonage it's just getting the presidents to do that well that that brings me to the next point is so advertising we we have a website I'm told and Jessica was showing me it the other day I have not looked through it yet um so uh uh all the product stewardship

programs which most of them are free um they help you do the advertising you know they make up pamphlets so I brought some from my work um which might help if we get these on the website but um these are actually something that Ecco main sent out that they have this recyclopedia it's called um and it's actually pretty cool if you download it on your phone um it basically tells you everything that's recyclable and not recyclable um 700 and it's just a simple thing that we can give out to the public in town from the town hall um and it it's recycling it doesn't matter whose name's on it it's all the same stuff it all gets recycled um in one way shape or form and if you put that app on your phone and then you go in there and you look stuff up it'll tell you what to do with

Ecom main right right now we don't no no we do not so but the variation of plastic to metal to um recyclables is relatively the same um I have a call into them to talk to um somebody down there to find out if their recycling is the same or similar to Eco

Mains um because there are different forms of plastic and maybe they don't recycle one because the Market's low and and but it gives you a better idea of what you can and can't recycle if it says non recyclable in here chances are Cella is not recycling it either it's a trash or goes to a landfill or an incin it's just a tool um that I think if people had that

and could look some of this stuff up they might get a lot more stuff out of their trash because they may not know it's recyclable exactly education um it's all about education and the first thing we can do to lower some of the cost is educate people y educate the public um

he used to do that and we have a website to do it so we we can get some of the stuff on there it's it doesn't cost anything they start um then there was there there's another um service which is a um not a product stewardship program it's a veteran-owned um company called apparel impact which

um what they do is textiles all your fabrics and things like that um so in these you'll see it is they C they made them to fit the town of yarm okay so they are going to be a little different these would not be what they would get they would make something for the town of Durham excuse me um this costs absolutely nothing this is a free program same as the Salvation Army um so the bend you see on the back of

this um I don't have a picture of basically what we'd be looking at in the town of Durham is not a bunch of bins like that would be a little shed like a little house it's a little different than this um I don't have pictures of it

um I do have one on my phone actually um but it's another program that we could actually start with the selectman per mission that doesn't cost anything we just need a a good location for it and B probably it needs to be on tar or concrete or something so I guess I was misstating because there would be a slight cost probably um find here

that little building right there yeah that's what they put in rural communities they're a little better than the containers because um people actually have to physically open the door and stuff the other containers they can just drive by and throw trash trashing yeah you know oh perfect um so it's it looks good in the town it's it's not just a a shack sitting aside the road um and I think this this is a program that we could do that cost nothing and even if we did nothing with our trash didn't change anything I think we'd still reduce our tou by this program

other programs which I have the paperwork one here we back these are companies that do some of the product stewardship programs and it's actually got it sent by email so I there's a couple companies there um more copies do you need this no no no okay so

and these are free programs they cost nothing um Mercury lamps and thermostat program is a good program um it gets them out of the trash because if you think about it where what are people doing with their Mercury lamps right now they're putting them in the trash or they're hoarding them and saving them and keeping them in the back Barn somewhere um but again this is a program that would have to be set up somewhere where people could drop them off um they do that in Leon right they have a they have a actually Leon has a hazardous waste thing um what nine months out of

the Year up there um they do it once a month uh for has this was and that's for anybody the town could get in on that and advertise for that and people could bring their old gas and there is a fee there um depending on what you bring there but um I don't think people are aware of that you know so it just sits

this Recycling and stuff is actually to help you know the land the environment and all that stuff yeah paint recycling is probably a real good idea pain care that's another free program um there's some legware to get it set up but again you need a place to set the bins up and a time when people can bring their paints because paint is technically not a hazardous waste um so you can handle

it and ship it um through these programs rechargeable batteries and cell phones um and then the third page has some more information about electronics and stuff there there is cost there there's not um them aren't 100% free

that has to be set up advertised and uh put out to the town and these are all things that are going in the trash right now I'm sure um unless people are taking it to like three port there there's places in preport you can get rid of some of this stuff um at a premum

people in town I'm not sure everybody's aware of that um but that's all you know I think we're starting with some advertising and and moving some of these programs in would definitely while we're working on trying to figure out the dire of the town and where um they want to be with with these

cost analysis and stuff that we should look into some of these at least the free programs anyways I mean everybody likes get better chance at it if it's free but I think that that that's an Avenue to go um I know compost has been thrown out there that's a big I don't think it passed any of these out these are pamplets from Pink here and they probably say something about the town of yarm so don't don't take that to heart

just um it's where I get this stuff they bring it in all the food waste this is a pamphlet on foodways um what the dos and don'ts that's all it is um but there is a cost you're kind of trading off so to speak um there is a cost to

Facility if the town wanted to set up their own comp composting area um which is would be considered a composting facility and you you got to get a license um and there are some rules to follow um and then you open yourself to D inspections um because they will inspect you um it's a pretty simple process and

that is probably the easiest way to get rid of food waste in composting um and the cheapest the only difference with this program from agyo they're called um you can have your freezer go bad and then everything from that freezer can go in the bin the only thing that cannot go in these bins is glass because they utilize the one of

the pieces to what they do is animal bedding so it comes out as animal bedding so you can't have any glass how do people bring their food it's just get garbage bags or something or plastic bags did they Pi them up they what they do is a town like Durham would have um some bins um um they have like a little roof structure they have a couple bins so basically you bring your food was drop it in the pin what do PE the what does the homeowner bring the food waste in you can bring it in a plastic bag a paper bag a buck five gallon pale just dump it in yeah a lot of people we used to have these these neat little things that we give to the public but the problem with them was they too got to be too small so now everybody buys the Home Depot bucket or the Lowe's bucket with a cover I see and that's what they bring their stuff in because if you read read through it you can put pretty much anything in there for that's a food an

edible and it can can be if you clean out your pantry and you got a bunch of canned goods the can and everything goes in there wow you don't have to empty it w the only non-accepted thing is glass try to be pretty strict on that because they have what's called a depackaging machine so it would be a CO we'd have to look at cost and that would be a thing we'd have to look at cost versus what we do and imagine if you if we had something like this and even just 25% of the town you know took in it what

a what a savings that would be I can tell you we started and there's a difference in how many people are in yarm to Durham but our first year we started doing this um we recovered 44 45 ton out of the trash of food waste our second year 2023 um last year we did 94.8 ton wow of food waste out of the

trash nice now granted some of it's probably packaging you know from so you know um it's not 100% accurate but um that's a big step and I believe we're going to be on track to get to 200 ton now out of the trash do you guys pick it up cbide nope you come well we have transfer facilities so they they do they do have a garbage to Garden which was is considered a curb cell side um and there was one other one but they they go around and you got a little pale put it out curbside the problem with that is the plow guys come by in the winter time so you either got your food ways down the road or you don't put it out and then you get a stock pile and you got you you can't get rid of it so so you guys have a place at the rec the transfer station yes okay yeah we actually built a 90 tons yeah 90 4.8 T

last year what a savings that would be amazing wow it's amazing when you think about just your scraps off your plate and that's how they look at it they view it when you clean out your refrigerator how many pounds of of food waste do you think you're throwing in the trash bag oh yeah you heav the science experiments you know there and you know um so it's a really

it's it to me it's a really good deal but there is a cost and we would have to weigh that out and make something up for the Selectmen the town whoever is going to make the decision on these things so you have one of these in yamas yes yeah so just you should know

more than the rest of us what would it look like what what kind of area would we need to do that because I know there's been some thought about public works could do this but we have trucks backing in and out and Equipment turning around I don't think that would be a good idea to have the public over there but well I don't well I don't want to get too far ahead I mean we're not we're just kind of throwing things out there to look at them um I use Public Works in the fire department and the town hall because they're centrally located yep that's the only reason what what about odor what do you get for odor they dump it once a week so you you get a little in the summertime when it's 90 degrees out but we have a cover over ours like just a a I call it like a pasture Barn you know with the three sides and the little hip roof on it um and it keeps the snow the rain and all that out of it um we have had no

troubles with Critters other than Birds sometimes during the day if somebody leaves a cover open um basically they're plastic totes you don't get a smell unless you leave it open you do get a little bit once you when you get up on them but so is this something that would have to be maned I can get you some water if you

have a facility so people are dumping only when you're open is that correct at our facility yes um but to answer your question no it does not have to be man um I believe they have one in they they have several places that like garbage garden and these other ones that pick up roadside and even uh Agra cycle they go around in

I can't remember what they call them but they they're just a couple of cans and they have a uh some of the pamphlets all that and it's right Outdoors but it's usually typically I think you know Y is by their Town Hall um so no it doesn't have to

be first sa watch 247 but you know somebody I mean if the Top's blown over and you're driving by you probably should shut it I mean yeah it's not a so you wouldn't have to pay people to be you wouldn't have extra cost for paying employees to no no um

so them are some of the programs that are out there the battery recycling like I said that could that that is a program that they do at Haniford I mean you can walk into Hanford it's the same program um a lot of people just don't realize these things are out

advertising is going to do it for us and I brings me back to the website and we should be looking at putting stuff on the website and you know give people options we actually have options for hazardous waste we have a pamphlet that we give out and it directs people where they can go with it so it's on them if they want to wait till September when we do our hazes waste day or they want to get rid of it sooner they

I'm told they do I don't know 100% certain of I'd like to just see one so I can see how how much land area you would need how it would work and how it's just a couple basically uh their 65 gallon totes okay 65 or 95 and then you say they dump it where do they dump it so they're not actually mixing it making the compost or they dump it they when they pick them up what they do is they have a truck they back up to these totes they roll them on a thing it holds on to they dump them in a dump truck it goes down to Ecom main where well they haul it to exitor ecoman actually collects a lot from the Portland area cassella all them guys dumped there and then they haul it up to exitor where their um digestor is so the to's not actually making compost we're just collecting the stuff to not doing this no okay not doing this you want all right because you could couldn't deal with all the packaging and everything

else I see there's a difference between composting just food waste or depackaging and compost so there again if we're not taking stuff to Eco we'd have to find out what Cela offers if they have a similar similar program so

is Eco the one that comes and picks it up no no this is Agra cycle this has nothing they have a deal with Ecom main where all the people that do this down in that area they bring it in and they have a place where they let's call store it it gets dropped there and then agricycle transports it from ecomaine to

exitor I see okay so this Agra main is that somebody we would contract with or yes yeah that would be a whole different thing were actually going to be making the compost you can there's there's options to do your own compost I see one you need a place to do it that's the biggest thing you would need a you need an area to do it um you need a

uh you would also need leaves grass things like that brought in because you can't just you you can just do food waste but it's awful hard without something to mix with it MH um and the only way to keep it so you don't get a smell or attract varmit is to actually mix it with something yep okay you have no idea what the pricing is for aggro cycle I do oh you do yeah I mean that's a that seems to me like a program that could get started fairly quickly um I do have one here but I don't want this to go too far because is um this is something that has to go to the selectman if we were to even entertain this thought um so I'd rather not uh that is

deal with um sent me that so this is a program that there there is cost like I said um but it opens up the door too you can get rid of any you can dump your whole freezer in there and not have to worry about depackaging it taking stuff off it

um your own totes and it gets rid of your tote fee I mean there's there's options there to do some savings um it's just more convenient to use their stuff that way if it breaks they replace it it is food waste they don't there's rules that they have to follow as well I don't know them all but I know they can't leave the food way sit there for like two weeks it's just unacceptable how do you prevent the the building from being vandalized I guess the same as you do every other building in town sure keep camera on it

you can go with cameras still you're not going to keep something from getting vandalized with cameras um you just it's more of a deterrent how's that rural than than say a Yarmouth or Cumberland or Falmouth or something like that but um when you get into rural communities you just hopefully people ain't going to vandalize

set up a couple of totes it's a pretty simple process they come pick them up people just take their food scraps there and put them in the right they'll build a little shed on concrete so the shed that's provided is on the fabric the apparel yeah that's a different that's a different program yeah that would that's a complete setup they bring it here they set it on whatever you set up to set it on and you're in business so this it's all advertising composting agricycle would just be these green containers that they provide us with y correct but you could put a little we could build a little covet roof over it or something I wouldn't think it want to close it in that might not smell very good in the end no no you don't close them in because they come once a week to to take them away they probably just drive up and pick it up right well they actually have a dump truck which got a special rig on the

back you back up you got to they wheel it on oh yeah and then it they lock it in and it flips it in the in the the truck but that are open to us to kind of you know if if we want to hit on some of those um get some of the stuff on the website um I would think especially that we could get people Minds around quite easily good you're talking about a if it's 300 he's saying to start off with 350 50 per month that's $4,200 for the

year that's if you stick with two totes if you if you if you start doing a program like this it's going to grow yeah I mean if people start using it it's going to grow because how often do we lose power in the town of Durham okay and how often do people have to clean out their fridges and their freezers and so you you got to it's going to grow which means the cost grows so but not like throwing it in cella's trash there's a 4200 decision does that have to go to the town to make or can the select boy get this program started that's a that's a question for the selectman I do not know yeah we just given we just given them guidance and

would come I mean what each year Cella takes a look at how much T is it in they look at the tonnage we're producing annually and then that even though we have a contract with them doesn't the fee get adjusted per the annual tonnage yes so if after X amount of so they would review it whenever they do next June I guess so the $4,200 invested could

turn around to be savings because our tenage went down significantly or somewhat well if we could get everybody around it you could you say you get 40 t uh 90 tons out of yanas this is our second year and yes we did 94.8 ton do you know what we're paying do you know what Durham is paying Curtis per ton for our waste now I do

not um actually I'm supposed to meet with Jerry tomorrow I talked with him today to get some numbers from 2023 and to see what we're looking at for the contract and what we're it's going to cost okay just to kind of get an idea where that falls and um I think that uh

the the biggest goal I think is to start reducing some of the waste in the trash excellent and then work on what what do we what's the town want does the town want no trash pickup do they want trash pickup do they want a transfer facility I think there's a lot of options out there but I think in the the

um how' they put it the is probably the the top of my my list anyways whether or not we you know continue trash pickup or or go something else that's a 5year decision this is something that can be this is decided now absolutely and there's more programs coming out they just did um some stuff in legislature with packaging I don't know what that entails yet because we haven't had a um we haven't

um received anything yet uh but there's a lot of stuff going on with packaging Now new laws and um and that's another huge part of trash is packaging um so there's more stuff coming and it changes every day and the opportunities for some of these um product stewardship programs which are free to the town um the only cost really is where do

you set them up and how do you manage um drop off you you can't just leave it to the public like you do the um apparel impact bins whole totally different yeah you'll wind up with a lot of stuff you don't want in there so how does do any idea how a Agra cycle

handles when if that's not being policed how they prevent or what they do are we fined or something or penalized if some of these items under no when well I I don't believe so but if there's a problem with what's going in there um

then it's up to us to straighten it out so there is a management piece to it that we have to it's more or less a an open program but when it starts to get abused then we have to um with advertising and education hopefully curb the whatever is being abused and left

of gasoline there they're not going to pick it up so it becomes the town's problem right then what we do with it then you know so then it becomes a cost to the town so and I found that with enough advertising and educating the public and talking to them when they come to these sites um of course it's easier for us because we have a facility um but educating people and talking to them about it the people actually start to police the things themselves when they see somebody doing something wrong so it starts over time it it it

kind of fixes too so with no police are right so you know and I'm not saying it's not going to happen it probably will you know because that's just the way Society is now well that's what happened with the Civil Bulls right right so and that's why a lot of places went away from the silver bullets and went to you know whether it's trash pickup or they just started throwing it all back in the

now I have it by appointment you're got to come here when we're here I need to see what you have if I just let people drop it off God only knows what we'd end up with so no by law you can't uh we found that out we we got numbed on not locking up our waste oil um and there are rules and there are laws um and technically we're supposed

to take your oil and put it in our brought up the other night that you take waste oil down at the Public Works how many people really know that is it advertised do we tell people I mean are they just throwing it in their burn pile or leaving it out back or I don't know people find out somehow because I get calls all the time so we we've advertised it before it's probably something we should do on every six months or something on the schedule which brings me back to the website I always have a notice I think is running on the website at the bottom stays there it's a good idea is it just oil or oil and gas no we don't take gas no gas nobody takes gas well last time we got rid of gas we take it to Portland it cost us daily so

yeah know so these are just options that we can look at to start doing something as we work on um the bigger issues personally the a cycle program excites me more than that most of all because well you'd be surprised at textiles we would we we um had when I started in Yarmouth uh at the the transfer facility

um we started with um one um bin then um we went to two bins these were Salvation Army bins so they figured because we had two they took the other two out of areas in town and put them at the transfer station we got so overrun that we wound up with four Salvation Army bins and still still had that they wouldn't give us any more bins and they picked up monthly so I found this apparel impact at one of the shows and we talked and you know I found out about the program so we immediately started with two bins and we fill all six bins within a

only clothing and goes into the trash Tech stuff doesn't no whe people do it they recycle it they recycle it it's Tex no but but that if you didn't have that program it would go in the trash it would go in the trash so every container each container if they're full which we get them pretty full they it's falling out the doors so each container holds four yards and I can't remember what the weight ratio is I have a a thing at work that tells me that um textiles if they're dry weigh let's say 50 lb a yard

let's say that's not factual but um so there's four yards in there so there's 100 lb but it's more than that I think it's like 300 lb or something like that so when you do the math you can figure your yards and your tonnage um and that's tonnage coming out of the trash because where else would it go

yeah yeah Goodwill Salvation Army right and you know Salvation arm is another option you can have both they they're not competing because uh Salvation Army does take different stuff than impact apparel apparel impact yeah we don't have any well get go had a box right didn't they I think they still do don't they I don't recall but I know they used to have a box that I don't remember if it was Salvation Army or if it was I think it is but it comes down to advertising and educating the public just educating the public will change uh if you change people's perception um and get them on board with Recycling and I mean recycling everything um not just you know a couple Plastics or tin cans you'll see a big difference in your trash and the weights it's it's a proven fact so would think the two of them uh programs would take a lot more out than plastic and cans well that would be a step in the right

direction the the question now when they come and dump these cans of food do they I'm assuming is there any way of washing that can or is that something we would have to do well they put it what they're they're when they set up the cans they they have plastic bags big plastic bag and they drape out over the side and there you have rubber bands on them and it holds the bag from falling falling in so when it starts to fill up of course the bag's not going to fall in at that point and then they will take them and oh the whole bag and everything goes in when it dumps they take the elastic off it dumps in and then they put new bags in them I'd say you can't get them dirty and typically if they get really bad we just take them down the public

guy's going to get that detail Monday deal it really is so they got the bags that makes sense it's not a bad deal it's just there is a cost to that one there's no way around that I guess we would know if we knew how many pounds typically were in a 64 gallon tote uh 64

gallon toe holds uh just about 250 lbs so 250 that's what the the ratio the average is um because it's I can't remember how many yards it is I have all this because I figured it out so if you had two two containers so you have two containers you're going to have 500 pounds of of food waste if they're full is that $350 price is that based on those three items up above it $60 plus $925 and the $3 rental fee

that's 13 tons a year correct yes if you fill two of them a week it' be 13 tons a year I don't know what we're paying for a ton I'm just looking at the cost savings well that would be a real savings yeah I don't know what we're paying per ton right now but I I can't remember I know I saw it but I don't have it so don't have it with me so the cost savings is not it's more of a tradeoff than it is a cost savings until you get up to where you're doing a couple hundred ton a year depending on trash now trash goes up it goes down you know one month we're paying 150 the next month you're paying 130 it it's there's all kinds of variables in there so you could save money or lose money the next so that's why I say it's a cost um and it's a tradeoff do do people want that service do people um see it as something that's

beneficial it's not a huge savings not like say a parall impact where if you get all the textiles out of the trash and get them coming here into this building and they're hauling them off and um say each bin weighs half a ton th000

pounds of clothing doesn't take long to start adding up tonnage out of your trash that's a free program so that's where you that's a win this one's not so much a win it's more yeah but it's easy to get people convenience around are you willing to pay for that convenience it's being a good Steward for I guess environmental stewardship I guess and it's convenient because you can take your canned goods clean out your pantry if you're a snowbird and you go south in the winter and you come back and you clean out your pantry and everything else and heave it all you're usually throwing it in the

yes you can but not glass wouldn't the no glass wouldn't the metal be just as damaging to the no because they can take the metal out with mag oh the magnets I see yeahuh magnets glass they have no way of retrieving or they haven't found one yet anyways they get the glass um and so they if they did accept glass it gets in the animal B because one of the when they do the process in the end they wind up with the animal beding back for the animals they wind up with um compost

and they make electricity so through the diges so the cost benefit analysis I guess we'd have to just run that see what people want let yeah that would be one that would have to be uh kind of going through and see what you perceive your t to be how much tonnage do you think is actually food waste in the trash things like

your own composting and do a huge portion of it yeah I don't know we'd have to see how one of those do you know anybody that's got one of those around here that actually makes compost a Compost Facility yeah like a public works a town that does other yeah Yar Yarmouth does oh you guys do it yeah we don't do food waste oh you don't so how do you make comat we did for a while we do leaves grass and all the yard waste yeah you grind it no you just compost it you have to make a you there there's things that you have to do but you need an area um and you know I think our compost

pad somewhere around 1,000 ft long and 250 ft wide um then you have to have proper drainage and all that so they have to come out and inspect your site and you can set one up pretty easy it's not that hard the problem is that you need you know that if the public wants to get rid of their glass grass clippings and their leaves and stuff like stuff like that that you can compost and it's pretty

all of ours to main custom some Woodlands there making it into uh erosion control mix and different stuff so yeah and that's not currently going into our waste uh as far as what cassella is picking up so we wouldn't have any savings there per se but well you don't really know do you know if somebody's well sweeps up their yard and do they here's another part is does does the town know or Town's people know and is it possible that if they have leaves and grass or brush yard waste like that can they bring it to main custom

that I mean know a good question ask Tom it's just stuff to that we could I think we could do to um facilitate people taking stuff instead of putting it in their trash lot of stuff in Yarmouth I know people would bring in and they still try to do it bring in trash bags full of yard waste I'm like do you know you can get rid of that for free instead of paying to get rid of I can I can yeah yeah yeah

you don't have to pay $2 a bag to get rid of your leaves you know so it's just education and you know the website U I'm I'm thinking we need to concentrate on getting some of this stuff on the website let people look at of these things of course um but like the recyclopedia thing that's pretty common and I don't think we need the okay to put that on the website that you can get that anywhere like getting an app on your phone and it would start people thinking about all of this because right now everybody's just like what can I fit in my bag right right so and if people just get over the it's Ecom main it's recyclopedia and I'm sure cassella has something as well um and it's probably very similar

because all the stuff when recyclables are up they're all doing well when they're down they're all doing B it doesn't matter where the recycling goes it's all either getting recycled or it's not depends on the market clothing so we got three what three different options now well they're not they're just stuff that we could start doing ideas other than the food waste because that is a cost that that definitely is a cost okay um so that would be something we would have to approach the selectman town manager about them are that's a cost thing the um apparel impact for um the building and stuff like that I would just see what we need to put it on um and where we would put it and that would probably have to be approved by isn't there a board or a plan one of the boards that'll approve where we can and can't put it no that's a like oh as far as if it's in the historic commission planning or what would it

yeah that would be I know if it's over in that part of town it would be the historic commission but I don't think there's any historic here so I mean I you know the over by this little building or over at the Town Hall the town halls would seem uh a better place to put it but know it's just an opinion if that's all you're doing is dumping food in two buckets I mean we could put that right out by the road you're off track we were on uh the paraly back oh the that's free y yeah let's stay on the

free things first um paint care would have to be paint care is a a play they would have to be able to go there and pick up the bins um which means they need a hard service because they use a hand truck um in Yarmouth we load them um just to make life easier um with a with a skid steer um but we do a lot more bins than we would do here in Durham I'm sure

that's probably one of those things where they'd have to drop it off certain times of the day when we're open and I'm assuming we would have to because that can't be unmanned I wouldn't right no no no it would have to be something where say if let's just use this as an example don't get but if you were open today at the public works and you're working around the shop and Tuesdays is your day to work on equipment at the shop you would put the bin out there people would show up with that would be the day advertised to to get rid of your waist pain mhm I think it it would be a little crazy at first because I'm sure there is tons of waste paint in y in Durham that needs to be gotten rid of I got a shelf everybody's got a shelf in their garage their bar um but once it evened out it would it would be as simple as you know once a week or something like that the bin goes out people put stuff in it

they come and haul it away because the the other part to this is most of these programs and any waste program um 30 days is the max if you're not licensed so you can't keep these materials for over 30 days so there's these programs here I could I could contact these people as far as the light bulbs and Mercury lamps and that stuff and probably and actually that's information because if we decided to do those um whoever is

the secretary the contact person whoever would have to set those up CS with um Neema and them other places because they need Town information which if that's You by all means do it but um there's stuff they need and there has to be a contact person there has to be uh Town information given to them that I'm sure not too many people have

be amenable to taking the town's branches and leaves and they take takes all of ours now I mean I and I'm I I guess I should the leaves and leaves and grass clippings I'm not sure is going there or going to Bowie out back of him I think those might be going out behind him the Bowie's uh place but either one of them will take brasure so that's something that we probably should find out yeah if he's if he wouldn't mind I just don't know if I just don't know if they would want all that traffic we got dump trucks and we kind of fit with their landscape don't know if they would want little cars in there that might not be seen so that's something we would have to approach them directly and find out yeah maybe he could do a Saturday or something yeah especially now when we get so many branches down still laying on the roads I know panel's been hauling in there study and we've been hauling in there

so well I know it helps if you advertise and you get you get people on board with some type of um place to look for information uh or somebody to get a call they get questions answered um and if we beep up the website and put some of the stuff out there uh and give people some direction as to where they can get rid of some of this stuff um they probably will won't throw it out in the woods and forget about it we could have a recycling tab on the website just click on it right and see where you could take your stuff or what we do yeah yeah I mean if this guy will take brush then you know or is it a case where no they don't want all these cars coming in here or can you work something out with him where he's in town to set up an area for people to come drop their leaves and grass and it's all about just

education that's it it's pretty simple stuff some of the stuff in their every Friday the news blast goes out that would seem like something that we would we'd get repeat contact repeat information rather than waiting for somebody to come to the website but that goes out actively it might be y just in terms of education for sure I know it sticks in my mind it's see it every week right yeah absolutely see it every week and we can add to it yeah

what do we want to do so we've talked about minimizing uh things going into the uh current waste yes reducing what we can to to um get some stuff out of the trash and on the bylaws where did that go that was one of the what do we have one two three four five six bullets yeah Six B things that they'd like us to look into um so I think the elephant in the room is um the transfer station I think that that's well I think the bigger one is uh the Public Works picking up trash oh yeah that's that's not going to there's a reason crystal ball there's a reason I I don't think we could afford the workers comp insurance that's the reason why the Cassel go into all those automated trucks because they couldn't afford it anymore so uh well we still have to look into it and and we will I'm just looking at I think that I get mixed feelings that everybody wants to get something started to try try to reduce

think that's a good idea to get that some stuff and we have some free programs we could utilize we just need a um one we have to go to the selectman um I'm sure we have to have approval and we have to have a plan as to how it's going to work um we can't just say oh we want to start this program and think that they're going to give us free reain right to put it where we want well so if we present it with specific then they have yes yeah yeah then they look at it and decide whether it's beneficial or not um like I said some of these programs don't need monitoring some do so the ones that do where do you put them how do you how do you take pain care for instance you know is that a once a week deal once a month do you want to try it um uh you know because it has to go every 30 days so you have to open enough to get you know a bin full of paint um

because they'll have to come empty it once a month MH so the suggest my suggestion would be you get on a regular schedule with them for pickup because you don't want to get caught basically with stuff that's been there longer than 30

mean if you were we would start discussing that right now realistically what would it take to get something by the time you identify a site and the the permitting and the cost and the design and depends on if you want to get licensed or not there's a difference they don't have they don't all have to be licensed you do not have to be licensed to run and operate a um let's call it a transfer facility

but the downside is you cannot hold on to M material for more than 30 going to take 5 years we probably want to start earlier than later uh if we're going to try to get that done before a fiveyear contract runs out if you wanted to set up a simple transfer facility get license and all that yes you need D permitting to wherever you planning on putting it they would come out and look at the land and assess the land and have to do a study on the land to make sure that it will pass all its tests um then there is permitting and things of that nature um than to look at it from the perspective of are you going to be open five days a week four days a week three days a week um just weekends uh because there's a difference in how much money you would spend on what you're doing is that something we to put on RFP to hire a consultant to look into these things and I would imagine the town is just like any Town they're going to

um come to the agreement they have to hire a consultant and spend a really lot of money um to even find out the answer the whole question we're asking right I don't think we can even know the answer without and in some cases they have to because there's rules I don't know them all um I started um talking with Eric Hamlin who runs the D um he was my contact person and he went up the ladder and somebody else got his job now so I'm dealing with somebody else but there are some exemptions there's um under chapter 402 it's called and you can look that up U chapter 42 is what governs um your transfer facilities and waste and solid waste so if we didn't hold on to anything from on 30 days we wouldn't have to be licensed

what um but we'd still have site issues and we still have planning and all all that kind of yes yeah sure yeah yeah but I think almost you almost have to hire someone to even look into that before we would even be able to know come up with any cost benefit on analysis because we may not even have a site that's suitable they would have to first identify even identify a site that would be I mean nothing stays there so it's not like you're uh I mean I don't know you is does the soil type matter it's far sand clay depends on what you're doing you're doing you're going to have a brush area you're going to have place where you store tires um how you it depends on the setup and how you manage it are you going to pave the whole thing concrete bunkers I mean um they they're they do look look at soil if you're going to do a lot of stuff on the ground on gravel M uh because everything

tool has nothing to do with Ecom Main and I'm not trying to promote ecomaine it's just the only things I have to give you information agre I have their app on my phone and I tell everybody I can about it whether you take your trash to ecomaine or not yeah it still gives you an idea of what you can and can't recycle what's the app that Cassel has been promoting I don't know I have not talked in Thea there's been something on you said like speak of the email there been something about every week on our email bles with something about the Celler app it's probably a similar app with the same basic information the only difference is the name I'm sure if you they have an app um

I'm not aware of it but because we don't use them I'm you we use eom um but if cassella has an app use that let's see if they got one here every eblast at the bottom there's a little ad to download the Celler app and I never that should have the recycling stuff hopefully on it yeah so that's another Avenue I'm not promoting one or the other right I'm just using it as a tool to show you that there are things out there that we can do to educate the public and probably deter stuff out of our trash yeah so there's the cassella that's on our news blast that goes out every week so yeah it is an that so um I'll have to look it up and download it

it up to the surface yeah I I that that's been running for weeks and I I figured it didn't apply to me I didn't know what it was I'm not going download an app so maybe as a committee we we could recommend that people we have to download and see what it is yeah yeah I mean this download it and look at it this one at least says search for more than 700 common waste items that's what the that's what the app is all about I don't know what cassel's app is all about it says a collection calendar and a searchable waste wizard a toz listing tool probably the same thing you have a search you can put anything in there look it up and it'll give you information as to what the item is and then if it's actually recyclable yeah and then it should tell you where to recy can it be is it recyclable by going in your trash is it recyclable by going into metal you know it it would it should break it down like that

know currently in the trash world if it is acceptable I'm not 100% certain I don't have an answer for that does the town have to provide service no no and the the problem with that in my opinion is towns that don't do that they people just don't take care of their trash and you just see stuff piling and then it becomes an Enforcement issue and but I don't know how everybody else feels but that would be I think that's how a lot of people would feel but I guess it' be worth the board just uh you guys discussing what your thoughts were on that which way um a lot of like Lichfield doesn't have any Trash crib side pickup at all so they have dumpsters a lot of town a lot of

individuals have small dumpsters like you get up in Oxford County after everybody has a dump dster in yard yeah attractive that's the norm after everybody you pull in you're looking at the dumpster I I would think if we had looked through four if if we went that way if we could figure out how to get three or four independent haulers and to provide service for

people I don't know if it would be cheaper or not for the people to take it off their taxes right but if you look at the tonnage and you actually do the math the tonnage comes out to about um I think I figured it out it was 13 ton a week um for the town of Durham give or take depending on holidays and everything else yeah um and on average um I know in in Yas we do about 13

sometimes 13 to 177 t a week but the average is about 13 of trash but we've recuperated a lot of stuff out of there so there's there's a little bit of difference cost benefit analysis on that one as far as the town no longer provides roadside service it's that one's easy it's a savings well right what it cost benefit analysis as far as you know it's a 100% reduction but um if people aren't picking if people aren't taking care of it on their own or don't take care of it on their own well I think you're going to find that Calo is not going to pick up on private roads of course well they're not now yeah right and if they're going

to do it autom with an automatic truck there going to have to be what 6 feet in between each can mhm and if you got 12 houses in a subdivision they're all lined up not going to work I don't know what that solution is going to be not going to work so so then what's

everybody in that town at that subdivision going to do yeah the planning board's asking the same question probably going to wind up with a big old dumpster in the CU the ACT that's not no I'm just saying it's how else are you going to do it you know but they all pay their taxes that's why we're looking into all this other stuff um I just feel that no longer doing Road

the Prov voting providing roadside um Services um now that we've got everybody used to it we there was a time when we didn't you know yeah you know now we get everybody used to curbside service it' be tough to take it away right unless you give them a better option so would you do a survey to find out what the what what people's thoughts were on that or would if we could actually take that how much is c 300 I think it was like3 what

$70,000 close to $400,000 out of the tax bill yeah then divide that by the number of tax pay us yeah see what the savings would 4,000 residents but is that probably 2,000 homes right I have would that be don't know that's what you'd have to figure out and see what the savings would be but I guess as far as what this board's thoughts were this for you here is you guys in favor of letting people have their own trash taken care of or want to stay with having a

alleviate the tonnage like you're saying alleviate the tunders so it doesn't cost us much that much you know because it's $400,000 a year for trash pickup and everybody throws everything in the trash and it's costly and every year it's going to go up because insurance is things like that that the cassella has is going to go up there's no doubt certainly has since um and whether we keep them or we go to

something else it's really not um I don't think we're going to decide that tonight but um I think looking at all of these but starting some of these programs that really has no bearing on anything we do in the future MH yeah it really doesn't these are

pretty much Standalone programs so that's the lwh hanging fruit we could start capitalizing on immediately so right and get people thinking you know we got to reduce our it on the website there's got to be a way to put it on there in this day age I mean you got to be able to put something on there where people can put information in like do you like this or not make it simple simple question and answer um so develop a survey that that could go on the right something basically it says you know would you be okay with this service would you be okay with that do do you know what are your thoughts um don't open it up so that we get like um a 50 page essay every time

somebody says down and reads it because we never get anywhere but something simple um I'm sure on cella's site and as well as Ecom Mains when you have find something that's not listed there um you go to a section you put it in and within 24 48 hours they have that object or item listed

or what answer that question like you said why should I do this right the benefits fro frosen Con well I guess it would be all Pros hopefully go goes to West B goes to you know the name of that place Curtis I do not they take it to West West Bath is where they yeah take it so Cella has places all over the place they have a big facility over there that they take everything to from around here yeah taking sh before Ian you think about it if if we have 2,000 homes and out of 2,000 homes everybody takes a pound of something out of their trash and recycles it in some form if it's one of the free programs we've just taken a ton of waste out of the trash that we're not paying for so if we're paying $150 a ton that's

$150 we just saved just by advertising and getting people in the spirit nice way of presenting it well it's even numbers because 2,000 pounds is a ton it's it's easy figure you know if everybody takes two pounds 10 pounds the gallon water is 8 pounds Gall water8 so it's a little heav than you know people have excess pain what do they do they stuff it in with a bunch of stuff so it don't dribble all over the place and it goes in the trash so now you've just recovered 8 PBS out of the trash when you start to add that up if each household and you you look at the figures that way that's that's a savings you're not paying to get rid of it you have any recommendations on cat letter has anybody found a solution for that there is a solution nobody's tried it yet um well well I can't say I don't know 100% if nobody's tried it um we were going to try in Yarmouth um you can compost it the problem is you need a place to

put it afterwards because it's not a compost you can give out to the public people just would frown on putting cat lter compost on their Garden I'm sure uh but it is a compostable commodity and we were going to do a pilot program which still hasn't taken off but that's another one I'm going to tackle in Yar at a later date massive weight it weighs as much as all your trash combin right you buy a you buy a container a bucket and I think they're 25 lbs right so you add cat urine and

and liquid to that bucket now the same thing you take it back to the transfer facility and you throw that in the trash you've probably tripled the weight so the thing weighs between 50 and 75 pounds doesn't take long if most of your homes own a cat that uses a litter box that's why I don't have cats yeah you know it's it's the same pet waste whatever you want we're in Yarmouth everything goes in the trash so we're always trying to recover that out and so there are there

are ways of doing it but I think in Durham I I don't I don't see catlet as a huge problem unless you know most people are probably throwing it out in the woods back yeah I would guess I don't know but that's a good question put on the survey hey what do you do with you C L I mean um if you just have if you just get people thinking sometimes about it then you know and if you give them a way to get rid of stuff um I think we'd find a big difference in our weights and maybe staying with Cassel ain't such a bad idea it would depend on cost I'm assuming um but I I do believe that if we do programs that are free to start and then work into some of the ones that cost a little bit and I think we'd see a significant savings I don't think most people even realize that we pay by weight I think they just think I get so many bags it's bulk it's it's if they realize was by weight then well if I can light in that

bag my tax and we save money yeah save money on the tax let's not forget that I mean when people are throwing batteries and you know stuff in the trash I mean that's lii pretty bad stuff lithium batteries I think on the coast that was I I've mentioned this before but the uh I think it was down by Thomason or something they had to close a bunch of clam Flats yep and it was cat L dumped

on the bank they yeah yeah one house oh my gosh that's why I don't need clamps love website so I'll try to get that started with uh see kimbery and see what who actually would be good at setting that up um maybe we can get that changed around I don't know if I need authorization to do that or not I will ask uh better ask for forgiveness the town manager tomorrow morning and see if it's okay and and we'll move forward with that part um and get some of the stuff on there so I know the select men are meeting tomorrow night um and so do

we want to approach them with um any of these programs do are we ready to do that um well I know their agenda's full for tomorrow night they got a lot going on but yeah you have to get it on the agenda for the 28th May maybe you could get it on for the 28th the next one well this Agri cycle we need to come

in as a group with pretty specific that that's a that's a different one I was talking more like pain care if we want to do it do we you know we can come up with where we want to try to do it how we want to do it um and present that to them do yeah those those two would be the the free yep the also well there's some supervision required for year but this yeah this one takes some supervision and this takes location um and on the other sheet I don't have a pamphlet for it because we don't give out pamphlets for that is the battery one that call to recycle that's one that you can do anywhere they can do it at the Town Hall there plastic bags they put their thing in the plastic bag goes in the Box every 30 days you call UPS or FedEx and Chip it up for the rechargeable batteries re yeah and I wrote cell phones there because they also do cell phones um we do a lot of them so we separate them which makes it their job a little easier

um and there are a bunch of changes to Batteries Now with what they take and don't take and so um that just changed um and I don't know all the rules yet because I haven't gotten on the website to explore all of that but that's a simple one that they do at Haniford and all these other places too so it's something we could set up here in town and do the

kind of manage that because every 30 days it have to be shipped out involved with that other than figuring at a location and setting up the other than that it still has to be managed I mean it's not it's not like a fruit tree you plant in your yard and you don't have to do anything it just grows it it does have to be occasionally checked on I mean if somebody throws a mattress in front of the thing we have have to do something so the town would be responsible so there is a slight because you don't have a facility that's that's closed you know it's goes back to melts thing about vandalism you're not going to stop everything but it still has to somewhat be managed

to set up in even a unlicensed transfit station would it depends on what you want to 25 to if you do single sort recycling so there's another 25 to 30,000 plus hauling they're simple machines um then you would pay weight wherever you have it hauled and dumped whether it be Auburn ecoman and then of course your Trucking um where you would probably only do about 12 13 ton a week that's one can you can get about 17 ton in a can which they don't like because it's overweight but um recycling you get we average about seven to eight ton in our cans um I was told you only get five but we push them pretty hard and we get right now because we have new machines we can get 7even eight ton in a can of recycling so when you do the figures on last year's numbers of of recycling

in in trash um you would probably have one Hall a week per can so when you do the math that's so one Hall per week depending on who hauls it it averages anywhere from $130 to $150 per haul recycling yeah you know if you're going to do bulky waste now you're talking cans that you know you would use 50 yarders um and even if you bought a couple of them they're 8 to 10,000 a piece depending on who you buy them from um so there's another 16 to

basic yeah um setup in cost um it would have to be manned that would that would definitely yeah that would be a you then the cost would be um you know somebody to watch it oversee it um educate people Point them in the right direction

animal um is it worth it I think so in the long run but I think we put out the options and it's up to the town to decide do you do CB side you must do curbside pickup in y there is curbside pickup in Yarmouth um and it is done by Cella um and the cost has been going up up up up up um of course because the cost of recycling and everything's been going up so they add it it goes back to the customer of course so if you want curbside pickup in the town of Yas you have to pay a fee and you have to recycle and you still have to bag your trash in town

bags okay so so it's separate from your taxes you you have to pay Cassel individually yes the town pays the Tipping fee there's the there's another catch to it the town pays a tipping fee so they pick pick up curbside the

town pays the Tipping fee but all the cost is on the resident um buying bags no the cost is on the res because it it could sell the charges per customer they make a contract with you you say Okay I want my trash and recycling picked up you put your trash and recycling bins out there every week you either rent these from Cassel or you buy your own

the in the fee and I last I looked they're up to about $75 per pickup per week so Celler charges and collects directly from the residence correct and then the town pays the Tipping fee yeah but but if you don't you can take it to your facility correct uh and a resident can take the trash to your facility correct well we went to the new facility with the bags uh people were kind of hesitant because they were squabbling over the bags and they thought they still had to buy a sticker to get in the facility so there was kind of a lot of um it wasn't put out enough and they weren't educated enough now it's kind of swung the other way so a lot of the curbside went to well I'm just going to go to the Transfer Station cost me two bucks for a sticker and two bucks a bag I guess I can find five minutes to bring my trash down there and dump it 75 bucks a week Bo that would be that's
