Board of selectsman to order please stand for the Pledge of Allegiance United States of America to the Republic for work stands one nation under God indivisible with liberty and justice for all okay um we do have a few amendments to the agenda actually uh several um on agenda item four we're going to add uh the planning board chair John wanted to speak with the board tonight um it has something he wants to report out on um number uh number seven about

discussing applications for appointments to committees uh that needs to happen in an executive session that's a Personnel matter um and number six um CIP applications from department has actually I'm going to leave that on the agenda so we can at least discuss those applications but we are going to need to kind of circle back at our next meeting on um reviewing replacement schedules in the five-year summary plan understandably there Jerry's got a little bit more work to do on those because they're they're kind of a mess from what he that he inherited so we're trying to trying to figure all that out so um okay so any other uh changes to the agenda anybody has no okay is anyone here for public comment

hats that I wear tonight so Health agent fire chief Emergency Management director and firewood we did have a couple of arsonists for starting some fires on some roadsides on Saturday oh really not catch them but we did have five or six between worldsboro and old Brunswick 75 to what uh just the roadside so look like kids with a light air and whatnot but you know behind the softball field multiple hits all the way down the road some Good Samaritans actually stop people with dogs that have water people were stomping it out I was handing out applications left and right they were better than some um but it is true so we're keeping an eye on that I know recently just today a gentleman admitted to more than 20 arson fires roadside fires this looks different wow in multiple counties so just keeping your rest of that and it is sort of Burning Season a lot of people clean it up from the storm so there are

a lot of permits out that I can see when it's pulled all via computer via the woods report so that's appreciative um station updates we're managing through the phone AC is good to go we're working on a new side door as far as it thrust it out more than 20 years old and that's a Station security so uh Portland Glass is already ready to go with that just waiting for an install um I won't take Calvin's Thunder but Route 9 the road closure So within an hour of that happening the fire department was notified and EMA so I talked to County EMA just to see if there's funds or if we need anything that made it up to the state EMA they were looking for because that was from the storm so they were looking for cost analysis for FEMA and declaring an

emergency type of thing for for back pay for the state so it does matter even though that's a state road and and small town it it has ramifications to the whole state right so I've been in contact with our local rep through that I also contacted State Police in town they were increasing Patrols talk to them personally face to face um also uh that does add three to four minutes on all response times to that side of town yeah and that's a normal 60 miles an hour for for uh mile extra to get over there you know that's how Lisbon comes up we go to Lisbon that whole side of town so no Brook Shiloh swamp as you know especially to Kenny right especially for Kenny so and we all put that on the Pio in contact with the town manager immediately I know some people didn't understand the numbers but you can get to number 36. uh Neil Brook from this side and you have to go all the way around to number 64 candy scrivener it

is the last I talked to Rob the engineer yesterday they should be placing the crane Thursday for the Culvert and that he was saying maybe a week from today one lane open that's if everything was going and the reason I bring it up is again EMA we're part of their safety plan so if somebody gets hurt and they're 30 feet down and there's water they wanted to know what we can provide and honestly that was the Quint as a high point technical rescue we took all the gear out that's a Stokes basket we can use that as a crane if you will pull them out of there but that has to be on a state and federal safety plan for them to work so I'm sure you've all filled out some of those over the years so I spent some extensive time just talking on just about emergency plans right and Medicals whether they're on the other side they need to delineate which side they're on um dispatch was notified all our mutual

Aid Partners were notified in case they have to come up from that way we had that open house on the 15th that was a great success I appreciate many of you were there and gave donations I appreciate it all uh save the date November 20th we're doing a live burn in Yarmouth so that's uh they have a firm building there we're part of we pay a thousand dollars a year to be a member so we're going to use it so all the department will be going over there live Burns fire training that's part of our standard for training every year I will certainly invite reach out to everyone to stop by if you want to witness that and if you want to wear some equipment we'll Jam you in there and then give you an application um call volume is on Pace with last year uh we should be probably over the 500 responses which I'll get you the storm damage we did a dozen legit calls during the storm started at 1am and continued all the way

through uh we've got with Calvin about road closures the town manager was notified we're working through that process as far as Public Works fire department type of taking those calls especially without wires we did several Medicals in between there that was one Friday and then open house on Saturday so plenty of help it was good to see the boys out we did do a flooded basement we had a pump out for a woman for that it's normally they used to do it in the past usually it's but this was an emergency so it would have taken out our heating system and it was almost salvaged and overhaul needed to be done so so they did protect it you know it was four or five inches and they got it down and protected all the systems of the house so that's a win County Technical rescue team is going to

be through EMA I'm trying to direct it with the Savannah fire chief we don't have anyone to rely on in this County for a trench rescue a confined space a building collapse there's no special team I came from one so we're going to have a county team and that's we'll have four or five members from every town it'll be paid for Via a grant it'll be through EMA County you can call on a special team get 20 to 40 people there and and mitigate that Hazard and what it actually does for these small towns is I don't have to train 20 or 40 guys we don't have to buy all that equipment it's a shared on a grant stored amongst the county so that's just a win for everybody in Anderson County that's great I met with the Lewiston fire chief the whole nine yards so we've already got a meeting on that just keep rest of that October 11th every School uh kid

was brought out for public education I think it was grades one through eight at the school that's another captain dimmick on that phenomenal job multiple people with that it was great to see all the kids and got positive reviews by the way uh before on the radar the last one happy to tell you Captain dimmick received a three thousand dollar Grant uh the other day that was posted to all the websites that is through the main Municipal workers comp fund the safety so we've already ordered five jackets for for flagging and traffic all brand new signs everything about that we have had in the past somebody injured directing traffic somebody was struck and it is one of the leading causes of injuries now for firefighters is struck on roadway and without the police presence around here it's important to have certified with equipment yeah so it was nice to get the grant two things on your radar our EMS our rescue Mutual Aid has

increased and I'll tell you why in a minute we've been to sabatus again for chest pain that's not a mass casualty that's chest pain from here to sabatus sand transport why why is that were they on another call or something or or you get into that uh yeah don't take my win okay sorry um we've been to Lewiston transport we've been to Auburn twice and most recently Lisbon several times and the reason is Lewiston contracts or the private Ambulance Company United and when they fall short because they have the contract in Sabattus they back up Lisbon they back up in all intensive purposes Auburn Auburn sends a truck over quoting his their Chief five times a day to Lewiston and can't get reciprocity can't get a truck because they're just overwhelmed in Lewiston and understaffed they're having issues United I don't want to get into it here but on the radar we did sign one of the letters of how how their

decisions as a private company affect our so when they're they're is it they're not able to fulfill the obligations of the contracts they have with towns and more than that one of the backgrounds correct so far you know that's a that's an hour or two it's about us an hour or two lowers than an hour so far you know we recoup the the transport costs but it hasn't affected us for a second call or a Durham right person that needs it because then it trickles down to the next Mutual aid but I am carefully tracking that yeah uh we are good neighbors they're calling us we're doing a great job we're getting there in a timely fashion we have nice equipment and dedicated people I think our neighbors realize that but it really is one private organization that we really can't control is affecting us so that's on the radar I'm sure we'll have more discussion speaking of EMS the state thank you keeps giving us EMS mandates

unfunded liabilities and our latest is we now need a medical Control director for our service for our licenses up the end of November everybody's is but that's a contract and that's a cost medical Control director so we used to have Regional Medical controls doctors that would take the region or the county and say I'm your medical control if you have a question if there's an issue we work with each other if there's a problem on a call if you've lacked you know following your procedures this oversight and that's a good thing especially from the doctors we're working under their sort of license however now we need a contract signed

which costs money to have a medical director in order for us to have to renew our EMS license as an ambulance and this is across the state this isn't just a county we need a contract in place and that contract costs money

how much it will cost in time to plan for in this year's budget process I already have a cost but that means up front absorb that from the fire department budget but I do have a cost for next year's budget okay all right cycle but that is an unfunded mandated EMS type of thing these are things that just come down the pipe um that the town's on the hookbook and honestly ours is a flat rate ours is cheaper that this particular uh Med control is like two dollars and some change a call or a flat rate so other towns like Brunswick could be up to ten thousand dollars Jesus unfunded you know license and that's again across the street for every ambulance and that would be private ambulance too so we'll be well under that um but on the radar that these things happen and that's where they're some leeway in the budget or the funds go to

that was everything I have for updates any questions are you going to stick around yes for CIP applications I got a couple questions for you there I'll just say thank you for the open house I know she did enjoy that even though we had to leave quickly no no appreciate the visit it would turn out for roughly over 100 citizens and that's great great questions State Police um some donations that were appreciated on the website um hopefully we can do that again next year but thank you for the positive feedback great everybody was great too so thank you thank you I didn't call you Calvin

always jumping the line right go ahead all right trucks ready and prepared for equipment equipment and all the equipment for winter operations everything's in great shape we painted the flowers we have checks for uh worn hoses belts we've done trial runs so that we know things that things are going to work okay um we had a lot of work on the gravel roads due to the storms washing out and the heavy rains and uh so we've been up on the winds right with the fire chief and helped with uh CMP getting roads open and then of course spending days cleaning up all that stuff so um worked with MDOT with respect to Newell Brook Road failure because when I wrote this last week had uh they have they were just getting on scene but he was saying the first week of November and as of today he's looking to bring in a crane for the regional regional directors looking at bringing in a crane Thursday and hopes that

Chief said next week we can get some traffic moving through there the the advanced warning lights for that intersection Unfortunately they weren't done for this event it would have been nice but the posts were in before the road blew out but the electrician had some hiccups and I know I'm saying here that the week of the 24th it would be done but they informed me the other day it's going to be the following week so it looks like the first week of November before those the electrician can get here to hook those up um so we did get the Patriots way paved

on Friday been looking at the next couple of weeks should be able to come back and finish stock Bowl I mean Bowie Hill the rest of the half of bohill from from where we left off rebuilding to uh stackable I attended supervisory training for the new regulations regarding drug and alcohol programs and consequently be amending the policy for a town manager and Board review approval we now have a federal database for uh that our policy doesn't have with Clearinghouse that every driver now has to in times past the driver could flunk a drug test here and then move to a different town or a different company and nobody would be the wiser that it didn't show up on air and so now there's a federal database that everybody every positive drug test gets reported to and if you hire somebody without checking that database there's a major fine and there were plenty of people in the class that were there for that reason

sure that was a mitigation Okay so there were people in there from like a septic tank everything I find eight thousand dollars I'm like what we're just hiring I gotta drive a septic tank truck you get pulled over by the police and that was all it took so now there's they're I'm just surprised it just didn't exist before now but commercial license Federal yeah it's there's a federal database now everybody has to be in so um

completed and one of them is an opera so I have two plus the offer that's that's in here for you guys to look at and decide which way you want to go with that because that depends on how the of the CIP plan will come out for funding and started working on the 2023 budget for Jerry and Jerry and I and the fire chief met and we're starting on that now so that we can be going over that next next couple of weeks and that's uh that's all I get any questions yep who is responsible for rebuilding the shoulders after a after a new group goes in a new asphalt goes out it's occur it's crooked up in there falling behind well they brought the equipment up and it is they're trying to concentrate on getting all the paving done before they switch over to that that they can do in the Colder Weather but Swamp Road wasn't done as well yeah this one brother there's a 10 inch drop off the edge of the corner and you know that that was paid that's

something that our crew is probably gonna have to go get ourselves but I I'd asked him if they had time to get it in this year but they're not gonna have time so that's something we'll have to go do ourselves that's on the radar it's washing keeps washing down the hill yeah yeah and you know all we did was Chip seal that so that was that was from whenever they paid to last I don't get everything done so and some of it's getting worse so they'll we'll be we'll that is on our board and we will be working on that

Calvin all right thank you Calvin thank you thank you planning board uh and a citizen of Durham so I'll just give you a real quick update on what the playing board's been up to or about to be up to our next meeting is next Wednesday we have two projects before us one is celebration that's coming back in or is still in the process for a non-conforming use to do what I would guess would be called agritourism things so seminars those kinds of things so that's up for a vote on um on Wednesday and then Deer Creek subdivision the 13 lot subdivision down across from Patriots way here on on Route 9 is coming back in for final plan approval so Wednesday we'll do a completeness check and if everything is there and complete we'll move into substantive reviews so more likely given time that will be finished up in December if they have every everything together uh the other thing we have been working on

is the couple of ordinance changes one is the couple of changes to the the roads ordinance and we're still working on that one for lack of a better term so try to sort it out we're taking a couple of things off the plate uh and but we're still going to have this comment in there or the statement in there that acceptance of private roads is at the approval of the town I say that because they know the great interest here in that and so that will be in there and then probably will also include the a statement that right now of acceptance of a private road or approval or private road that when it's done is a combination of the road commission or the code enforcement planning board to do the maintenance agreement we're going to kind of consolidate that take the planning board out of the the deal with the maintenance agreement approval and hand that off to the code enforcement and the fire chief that that's just a

matter saying that the maintenance agreement meets the the town standard so it's just kind of a blanket approval and since they're due on all of the rest of that stuff and then um the big one or bigger one that we've been working on is trying to comply with the new state law on affordable housing we had a public hearing last week I believe it was it was fairly well attended I think about 12 14 folks were there all good comments there was no real consensus on which way to go we pre we presented in the town planner has been superb put stuff together a couple of different options for people to consider and we went over those got some feedback on that and have since then put together a short survey a very simple survey with some pictures and explanation of options and some pictures for options to try and get some feedback from the great citizens of Durham on what they'd like to do and what's important to them when it comes to uh

which option or what affordable housing thing so this Devin's been great the it guy's been great he's held going to help put it on the computer for us so that she can answer it it'll kind of compile answers for us and then also I understand uh that the town is going to put a survey in and correct me if I'm wrong at the election is that there was talk about yeah

it hasn't Knack no I don't know if that's going to happen or not okay well if you do we'd like to you know put this survey in there as well and if you don't we'll we'll stick with the digital one we'll keep talking about it at our meeting so I think we'll get plenty of feedback from uh from the citizens and then we will have our public hearing uh late January early February I'll work with Jerry on the best date to do that so we can get the article finalized before it has to be submitted for the package for Town Town hearing and then there's of course the historic critical commission and Conservation Commission are still working on a couple article changes there that and I'm sure they will be in to talk to you about that and they'll be doing some public hearings and other public meet meetings discussions yeah I mean and I've mentioned this before but I would really I have to caution the planning board to

you you can't abdicate the resource protection issue to the Conservation Commission because they are not a quasi-judicial board you know they can certainly take the lead on um uh helping get information out there but one of the things we ran into last time was because the planning board didn't hold the hearing that it kind of threw a

monkey wrench into everything yeah well and I think that thanks for bringing that up our plan for both historical and Conservation Commission we will hold the formal public hearing yeah and so and George has been the top planner has been involved I'm going Thursday night to that so the actual public hearing will be handled by the planning board and so we'll do try and do that about that same window we've asked them to take the lead on getting the word out to people and doing some of the stuff that we've done on affordable housing up to this point yeah but the actual formal public hearing uh will be handled by the planning board so we have four you know three public hearings I guess in in that time frame

him for John do you guys have a tentative schedule yet for like uh I saw a few emails that George copied me on about talk of when some of those hearings would be scheduled are you still working out the details on well our our public meeting right not well we won't use the term hearing since it wasn't a formal public hearing we finished that one we're going to talk about it probably the next two monthly meetings and so if people want to make a comment there they can and then we'll hold the public hearing sometime in late January early February we haven't set it down to town meeting yeah so and then that way we'll work with Jerry to get the actual article drafted to have the public hearing on and we'll do the same in the town planner and I weren't happy to help put out formal articles together that so when it goes to the public hearing their their commenting on the actual article yeah

of you all have or uh the meeting was on you to the town YouTube channel so anybody who's looking at the back of my head on TV now they can they can go to the town YouTube channel and see the front of my head uh so that's all I've got I guess do you plan on um like when on the affordable housing thing are you looking to land on an option to present to the town

for a yes or no or are you looking at sending a multiple choice question to the talent for the actual article I think we'd like to land on an option okay good yeah so that it would be so that because that'll be a very long Saturday yeah but I think we also owe it you know part of our job as a playing board is take all the input from everybody and say you know based upon public input and our best judgment that this is what we recommend and yeah people can say no or take it from there I hope I say well and hope our goal really is to is at least there will be enough information out there that it won't be a surprise except for the people who paid no attention to the first Saturday and yeah there'll be some of those yeah great thank you good stuff appreciate it

um oh okay all right um takes care of department heads so now we'll move to the town managers thank you Mr chairman so upper fund projects that we've approved I don't really have a lot to update you on that um what I'm working on though is uh getting the numbers together that was approved at the special talent meeting and what has spent so far Comcast has kind of included some of that installation in with their regular bill so I'm having the treasurer separate that out so I can report it accurately so we're still we're still working on that so hopefully by next uh the next meeting I'll have some updated numbers for you just to let you know where we're at that sort of thing uh Route 9 covet update I don't I put that in early after it happened figured it might be an update but there really isn't much going on they're going to put the I think the covet in on Thursday right Calvin something like that

everything's everything's been going good D.O.T did did tell me that we actually had our notice up before they did so I think that's I think that's pretty good nice good work um yeah another thing that I want to I just mentioned too is that voting is really has taken off so the front office has been Jessica has been like incredibly busy with with that sort of stuff and getting ready it's it's been pretty loud in here at times believe it or not but hats off to her she's doing a really good job um the other thing I got was this interesting email from some seventh graders that were interested in an ice rink I just kind of wanted to throw that out there to here and uh if that's uh something the board would like you know more information on it would entertain I know Calvin and Dixfield had an ice rink and he was in Dixfield and we can explore some if we can explore some uh area over by the Eureka Center if the board would

like the more information we can we have one there years ago did you yeah oh yeah how'd it go I mean was it no well it's hard it's hard to maintain yeah and I know there one well and Jerry and I talked about this a little bit and uh I gotta there's some there's some great stuff in this letter yeah yeah so I'm not gonna say who the author is but see I could see why you wouldn't want an ice rink by winter an outside roller skating by summer in your town lots of money volunteers needed supplies needed I can also see why you're wrong so many ways

awesome note I know I've gotten one email so far and I know we're gonna get more because I I the teacher of the class asked me for my email address um there's there's a lot there's a lot of interest out there amongst our uh middle schoolers for bike you know bike paths or you know some bike kind of thing so we're gonna we're gonna hear about that but anyway back to the ice rink thing we you know we talked about um that you know run around Pond is used for skating by a lot of people already and is there a role for the town or public works you know um to pick an area of that and keep it clear to snow and maybe if

maybe if things get uh you know the ice degrades but it's cold enough we you know re-flood it you know or whatever just right there on run around Pond I don't know if that's something we should look into I I don't know if you had a chance but we said well one of the things I said but you know what kind of liability exposure will we have at the town if we did something like that and I I don't know need to look into I'm sure it'll be okay because Brunswick does it Dixfield did it um I think it would make more sense at the pawn you get water I do too because it's already it's like already there right it's already built they they had a warm warming out there and they had it pretty well built out yeah so I run around Pond yeah you mean not a town thing but what people did on their own the show on their own yeah yeah there was a group that was keeping a little portion of it you know shoveled off but yeah

um did a good job actually yeah so I don't know what he has thoughts on that we don't I mean I would think that would make more sense we don't need to make any decisions or anything right yeah it's hard to it's hard to maintain right if it's not my kids don't skate it's just a skate down nope really yeah what does he was just helping somebody um with that said um I also had the privilege of spoken to Mr McCabe's class simply because she knew me and my son actually attends her class and the seventh graders Kevin I think had the eighth graders right um one of the reasons of the Eureka Center that was because I I brought up the pond and the majority of the class all raised their hand and they said nobody lives near the pond this is so much easier for us to get to whether it's via their bicycles or walking after school and things of that nature so that's why the pond kind of fell by the wayside because

it is it is kind of on the other side of town it's almost a pound pretty much right we used to skate at Mill Pond it's just on the other side of the room not going to be able to do that yeah [Laughter] I agree I mean I I do think the pond is the most so I I mean maybe we don't have any liability there so why are we having liability well if we though if we as a town start keeping it clear or maybe flood it or or whatever you know try to bring the surface back I don't know I mean maybe that's the first step to look you know at least ask a question of you know if the town wanted to do something whether it's you know put something on the grass over in Eureka or softball field area or something um or wanted to keep part of run around Pond clear and and for ice skating and you know because the town is that a concern for insurance and so I love the idea because she would love it um my question for over here is

where are people going to park does that mean public works now has to plow another parking lot what's that additional cost of the town going to be on top of the liability and everything else and also those extra people in the middle of winter people don't observe the speed limit kids on their bikes kids running into the street all those sorts of things on the you know it was always unintended consequences of everything but the fact of the matter is this town spends a lot of money every year I get it we spend money towards school systems and so forth for the kids but we don't ever plan for kids whether it's with roads or recreational activities so the kids the bigger thing that the kids are asking is what they could do to get involved in that to help the town or what from their vision and it's hard to see an argument that we as townspeople do enough for the kids outside of the school system

and then at least yeah that's about it but there are no other like Town Parks or town Trails or anything like that but so what about putting something on the school grounds rather than the Eureka Center that just opens up a whole nother can of worms so why why the school grounds versus somewhere else more space you've got the parking the kids are already there yeah I mean we could approach the RSU but a Cooperative thing of uh you know hey can we you know

plowing it you already got the parking you already have you know it could be on yeah the yields in the winter it's probably not hard I think if you did it over there you're already plowing the Eureka Center oh I know I get it I get it I just I'm just throwing out a different it's another potential option I think you know so I think maybe the first maybe the first uh passes just see if we clear the liability hurdle you know and then if if we do then we can talk about options because you know we don't want this to be a big you know a huge deal you know I mean I think you know I don't know I don't know how much work is involved in what Brunswick does you know on this on the Square there by the Gazebo you know I mean I think they they clear out of snow and they they definitely flood it when it's cold enough you know um but they don't it's not like I don't think it's not a top priority right like Zamboni and lights and a hot

chocolate stand and all that stuff you know like a couple two three times a day so so it's definitely it's you know skating skating to hit or miss activity anyway right so it's kind of like it telling well okay if we do get good skating conditions is there are there some small things the town can do to kind of facilitate skating yeah so I'm not talking about building a outdoor rink with boards and Dashers and you know or anything like that but host of The Winter Classic or something yeah bring the Bruins the Flyers up here for a uh for a little fundraiser okay so I think it sounds like next up see see what's going on liability wise you know maybe um you know by our next meeting you know a couple weeks from now and

that they were talking about somebody was talking about some other kids yeah I forgot I wanted to the email I think I couldn't is that the Swamp Road property well that's I couldn't tell which property that looked like Swamp Road to me Allen I think is who he said suggested the property I did not suggest anything just for the record

protection a couple of them are flood zone there were some that are not that I said that would be that would be the one you need to check out go check that out but there is you know that that that right there though that opens up something that um you know not you know probably after the first of the year the board will want to start taking a look at that Swamp Road property and what um what the long-term plan for that is anything I mean there is there was an attempt at a lease with the Durham Durham baseball but I think in my opinion that leases yeah it's never been signed I don't think in so but I think the town is probably going to need to take a proactive step just to make sure everybody's on the same page and formally notify their own baseball that you know you were not you you do not hold a lease on that property um because there they had this Grand Vision of four or five fields and all

this other stuff and you know it's really nothing has happened so um so that is a piece of property that um is available to do something with at some point you know whether it's you know athletic fields or park or Trails or you know I don't know it's not a big enough piece to probably put a bunch of trails in you could do one of those uh uh pump track type things it's like a enclosed like little looks like a little mini Motocross kind of thing for mountain bikes they just opened a new one over in tops them and there's one in Orem those kids

because I did when I was looking through them I did have uh like my first question well I'm looking for it was for you Chief I noticed you didn't have a request for just capital reserve funds is that intentional or so I believe I filled out three three requests two of them are really awesome the smaller are strictly so the CIP for

the fire department would be the hundred thousand yeah for uh upgrades to the apparents yeah were we making a distinction between opera or like and how things would get funded and these initial rounds I didn't think they were well I thought they were going to get included into the whole CIP process the way I understood it I I understood it is that whatever department heads were going to submit to the CIP would come to us also was to discuss whether it's appropriate for the how to fund it right right that's how I remembered it too so yeah that was it we were gonna raid them and rank them and then it would be a decision at that point on how to fund them right because the arpa arpa could significantly change like how deep into the list exactly we go right it's like okay we've got these Opera funds we can we can fund it all with our funds you know or we can we'll use xavarpa for this and then but we still need to raise

whatever you know um so um so I would so again I think we still have a little bit of time so I guess I guess the message the department has is that you know whatever you have a capital request should be submitted whether you think it's arpa or not or needs to be raised in taxes or whatever um but I think on the the one for the uh the Quint I think yeah this one um it says amount requested hundred thousand and then project combined with previous year Reserve account of 59 000 and then you get a total estimated cost of 125 000. so I'm trying to reconcile those numbers but I also want to call out that the amount requested needs to be the the total cost

of what you're looking for like for instance you can't assume that well I've already got 59 000 so I only need another 100 because you you don't really have that 59 that that's in capital reserves and so the request would be you know maybe it's 159 000 or is that you make the request for the amount and then how it gets funded is a later conversation like okay maybe okay we've got 59 000 in reserve so we'll use that and then we'll use um will raise the balance or we'll you know arpa the balance or whatever you know what you know what I mean so it's you can't consider current Reserves as reducing the amount of the actual request does that make sense show people so if he put in for the whole amount and then you know we just yeah that's all I'm saying then once we which is [Music] right and then you can decide later on how in that in that particular example I requested the same hundred thousand last year

due to old bridges I think for other areas of the Town it was voted on 59 000 of that was approved it's strictly for apparatus upgrades okay so so is this so this might be what I'm getting is this more of a generic putting funds into Capital reserves no this is specifically for the quint in another project upgrades only so not refurbishment but an upgrade and I'll give you a second example I can write a grant that's ready to go to upgrade our brush truck it's 11 12 years old there's certain things that aren't working it's a matching Grant up to ten thousand dollars they'll give us five we can use five there's no funding stream except my 59 000 in capital

reserve for apparatus upgrades so I need projected 125 for the Quint and another funding so it's not maintenance it's upgrading it would be like the coin taking a strobe light sure and putting an LED it's a capital expense it is yeah um is that something you want to do in 23 yes with the appropriation of that that could be done in 23 okay because we're looking at 29 years for the queen right so the so the the capital request then needs to be like the 125 000 not 100 000. sure

because that's the cost of doing it right the the last estimate was yes okay I don't know whatever it is because because what I guess what I'm saying is you can't you you can't include what's already in reserves for us individual project requests

because that's you because you're basically reducing your request by the amount some amount that's in reserves but that's but there but it doesn't reflect the true cost of the requests see what I'm saying I I do with that but but that particular Reserve is was in combination it was a multi-year project well so that Reserve is is not dedicated to anything specific within the fire department it's it's specific to and that's true of all reserves there is no specific Reserve account for the Quint for instance there's a fire department capital reserve that could be used for the Clint or it could be used for the forest truck or the pickup truck or anything that's on me learning there's a learning group however that was voted on for it was voted on as it was not voted on for the Clinton it was voted on as capital contribution to Capital reserves that's what that's why I'm asking you because you don't have a

request for that this year but the those requests those are just fairly generic requests to hey we want to put some money in capital reserves now you may have cited the Quint as an example of what it might be used for in the future but that didn't make it a dedicated account now there could be it's possible like like maybe there's something really expensive like you know three or four uh years down the road or five years down the road or whatever

account for that project and like like the union the uh the Old Town Hall is a good example of that there is a specific assigned account Reserve account for the um Old Town Hall and people vote to put money in and that money can only be spent on something related to that town hall like it's made it's an upkeep but and this is true for public works too you know the the reserve money that goes in there is it can only be used on fire or only be used on public works but it's not assigned to a specific piece of apparatus or project so okay um so it's I think I don't think it really impacts your request at all I think all I think you need to do is just change the amount requested to 59 uh to 125 000 so that

that's what goes before the CIP committee okay and then when it comes through you know if it's if it's one of the things we talk about funding that's where the okay what's in reserves comes into the conversation so um what I would also consider is um is maybe take another look at submitting an actual Capital reserves contribution request and that that's the thing those are the things that um that we can't spend arpa funds on because we we can't put just put them in reserves but for instance it might be depending on um what we have for actual Capital requests for actual tangible things like expenses you know we say okay we can fund those with arpa and but for the reserves those we will need to um that would be money that we would need to raise if the board decided to go out on that so and it can be an opportunity to maybe raise more and Reserve funds than we might normally because we don't have

to spend taxpayer money on the actual capital projects because we have arpa funds to do that so approach we could take so I appreciate that then we will want to stay right there and talk about yes so one some so some requests that you're not seeing because we're getting our ducks in a row is generators the last storm uh we lost power the generator didn't kick on um yeah this one this one right out here wow and it had something to do with it she could probably talk more about it because he's one of the ones working with but the sensor was gone and it and it's just really old they came on a FEMA Grant um 20 years well actually maybe it has been 20. when was Katrina 2001 according to my documentation oh my God yeah it probably has been close to 20 years um so yeah there was uh that that feels like something and I don't know like again like FEMA grants paid for that I don't know if there's grants that would be something I would

look for Grants first before I would dedicate we've reached out to Ema there was a grant cycle I don't know if we missed that cycle for that and that was matching I don't remember it probably was it probably was in contact with it and it's just for the public because every Grant is not just 100 they write a check yes right right A lot of times it's matching 50 50 or 75 whatever it is so it's still uh uh cost to the top uh I did reach out to a local vendor to get a quote we haven't got the quote yet for the two of them yeah depending on what it is it may not yeah um but yes there's a local maintenance who does a gentleman every year that does it and he suggested to I think that's part of the problem is over the years that um we didn't really have a program maintenance approach on that right um I remember that came up when we first came on the board yeah um that like nobody had looked at it in years or at

least nobody could remember anybody looking at it and it just came to our attention because of the last storm that's all that's why we're kind of late but it didn't work right yeah right we were all power for an hour maybe yeah generator all back that

excuse me you're right um so is it serving anything else other than this town hall not that I'm not that I'm aware because it just seems like such Overkill oh I think I think the whole FEMA Grant thing because I remember thinking that at the time was a government surplus that they just dropped off no it was it was related to this being like an emergency command center kind of a thing EOC shelter yeah I don't know if it was an actual shelter maybe it was I think it was more like this is where everybody knew where everybody is coordinating the disaster response would be here so therefore we need the generator for power I think this was considered a living area back then it was warming around maybe I don't know what type of power would mean if there was a better than natural but I would think like an 8K or 10K generator run this place pretty sufficiently not that thing that could run City Hall for the

town of Brunswick probably or a hospital yeah that's a good a good point like is that you know we're going to spend more to maintain that than it would be to buy a new one right you should look at size size appropriateness I have to imagine 20 years of uh upgrades they should be able to tell us the appropriate size for right yeah you need to kill a lot of output that would suffice even if if projected additions or more people or computers or uh and the same with the firehouse he used the firehouse isn't working either ours is working ours is a 2001 model um again our maintenance plan same gentleman that works here suggested that we start putting money away or look at replacement yeah see those that those are that's great examples of things that would be on the municipal building uh Capital schedule looking out planning say okay two years from now we're going to replace you know the town hall

the old school you know that's kind of why I think everything fell here across the street at the time frame and then when the school came in they got a brand new generator set yeah I was thinking I was thinking that generator came from the old school that's why we have it um this one yeah that's why I thought oh I was so big because it just seems you know who knows

okay walking around and if there's a capital if there's an opera fun request for that yeah I think we should you know I think we um we're kind of uh delay we're gonna push out the Opera schedule like a meeting right so hopefully by the time we get to our next meeting um with Paul's help and and whatever we can get uh we can get the schedules and the inventories and the right formats and have all the all the requests in and and so basically the purpose of that is for the board to kind of give it a look over and kind of you know um because one thing I know that because I heard from you know the chairman of the CIP committee is that you know the board should be reviewing those schedules to basically be a filter for things that should even be under consideration right like for instance if um I hate to keep picking on the ladder truck but it's kind of like the textbook example like you know if there's if the

town has no plans of replacing the ladder truck with a new one then we should take it off the schedule you know whereas it goes on to a schedule for you know refurbish or whatever in in a different way the the schedule should reflect that we shouldn't put a you know 1.2 million dollar you know in 2030 whatever expense ladder truck if we if we have no intention of funding if I you know trying to fund that or if or if it's just not realistic so put on you know so that's just an example but that's music to mine is really I don't know if that's true or not I mean that's going to be for a future board to decide right I know but but it helps me understand where we're going with with that yeah because like there's a lot of things that they have requested that's already on the plan but it's for like 24 or 25

this so there's the schedules in the inventories right so the inventories is just a list of okay what have I got now what year is it how many miles on it how many hours you know whatever this current state this is the fleet okay then the schedules are you know all that stuff all your current stuff is listed down the left and all the various you know metrics whatever are listed across the top of the year is primarily how many years are we going across the top the CIP policy says I believe it is

I believe it's 10 years and in some things like the road plan it might be 25 years 30 years but it's in the CIP currency it says right there and it gives you a format for the spreadsheet like what what are the rows what are the columns and um just need to fill that in okay yeah and then are we still doing you still have your own plan Calvin are you a three-year contract but last we went back and forth with this decided that roads shouldn't be part of the cfd it well I would encourage all the department heads to please read the CIP policy because in the policy it says you're right it's not part of the um it's not part of what they're reviewing to rank but uh they it is it is a consideration

because it is such a large expense the um it says in there that the pavement plan and it describes what it should look like should be furnished to the CIP is as part of the information that they get so I would review that it's it's pretty it's only seven or eight pages maybe nine pages but it's pretty well spelled out what how the process works and and what the requirements are I I got one question sorry to back us up so is the generator working again yes yes it is yes last we knew and we'll find out more if we lose power again so yes okay

whatever would that change the planning board ordinances at all do we request in the ordinances for subdivisions and in paper formats or we always request them um electronic so even even the stuff that we get paper we request Electronics I think that is in the new ordinance like from 2020 or 2019
