have an extra pen? welcome everyone to the June 10th select board meeting here at 6:30 at the town office. We have a quorum and we will begin calling our meeting to order a little late at 6:32. Um, and we'll start with the uh pledge of allegiance [Music] to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Um, do we have any amendments to the agenda? I have a couple, but I'll let others go first if we have any.
I'm just going to add to new business. Um, uh, board vac select board vacancy discussion. new business um, goal setting uh, workshop. the schedule if I would have remembered to ask him to put them on the schedule if I realized that I made that mistake. It was a bit of a crazy week last week. Do we have any other amendments to the agenda? Okay, seeing none, we'll move into public comment.
uh we have to approve our meeting minutes from May 27th. Do I have a motion to approve the meeting minutes? motion from Deb, second from second Josh. Any discussion on the motion? All in favor? Any opposition? Seeing none, that passes unanimously. All right. old business. We have um uh sorry
appeals and the solid waste committee. Uh yeah, solid waste committee. Does anyone have questions on the folks who have uh requested to serve on the board of appeals? that, but at some point we have to have a discussion about the polic policy about the uh board appointments. Mhm.
We started Yeah. months ago, I feel like. Yeah. And I I got some feedback from um the attorney on just that that I can share for sure. So we had discussed wondering about the appropriateness of appointing people to boards and committees that weren't town residents and they said that or it was actually it was a GP cog who gave this feedback. They said generally speaking you kind of have a hierarchy like you would not consider that for things like board of appeals or planning board but that uh low like other uh non semi-judicial boards uh things like cemetery committees uh sawways stuff like that you can use the judgment of the board. Their advisement is that if you have multiple people in town who are going for a spot and there's someone from out of town who wants a spot, you would normally consider the residents of the town first, put that on uh at the judgment of the board. They say that
there are other municipalities that allow people from outside of the community to serve on boards and committees much like people who live their entire life in town and then only recently moved away but have some subject matter expertise and stuff like that. So um that's the feedback that I got from GP cog. Did you discuss at all about members who are on multiple boards
and my feedback from that was like it's it's discretion of the board of the select board. And so like um generally speaking they say if you're on elected board there there's some limitations to what other boards like obviously you wouldn't put someone on the appeals board who's also on the planning board, right? Um, and so kind of like planning board, appeals board, those are the ones that you start thinking about if they're involved in that, how much they're involved in other subsequent boards, but it's really um the determination of of the board is what they were saying. That's what I got for feedback. So, and to be clear, we do not have a relegated
doctrine or piece of town charter. No, we don't. State stipulates, but we can write as such. Yes, that's something we could develop. Um, and actually Jerry had brought it up at one point, I think last year, is like could be a a good thing to consider. Yeah, I have a draft that's already started. It's probably something you'd want to workshop. So, when you when we schedule that, if you do schedule it, I'm happy to share it with you and then you'll have something to go on and you can Yeah. discuss that. To your point, Josh, and your point, Rebecca, we're going to talk later in new business about our goal setting in in that process, each one of us should bring things to that goal setting workshop that we think are important for the select board to accomplish in the next year and adopting a charter or adopting a written policy on a committee appointments that those could be goals for for next year
or for this year, I should say. That's June 24th. That's our goal setting. Uh we haven't said it yet. No. Oh. Oh. We're going to do that tonight. Oh. Oh, it's the all board workshop. Sorry. And then so back to uh Claire with the uh request for board of appeals. She did mention that she'd be willing to step down from any other committee if required. I'm not sure what other committees she may be on. Sure. Solid waste.
solid waste. I don't know if she Yeah, she with with the appeals. She can be on both. Yeah. With the appeals without a policy, but I mean, you know, our best judgment. So, the only one that I am concerned with if someone wants to be on appeals board is if they're on the planning board, you know, or I'll show you vice versa, you know, like my own decision. Yeah. Exactly. Um Okay. So, good. So I and I think that it also um then just boils down to us um as to uh
how we um just decide to uh signed up. if we want to have a separate discussion and then say, you know, this person we think is on seven boards, maybe we don't want them on another one. We want to bring some other people in because one feedback I have received from PE members of the public is that they have seen a lot of individuals on multiple boards and committees and have kind of felt intimidated to join a board or volunteer for a border committee because they were like, well, it kind of seems like you already have to be in the in on a border committee before you can get on one. And so, um, that's some feedback I got from someone who actually ended up joining this the downtown visioning committee, which was good to get someone new on that. So, but does anyone have any questions for uh we'll start with the um board of appeals. It looks like we just have the one person looking to uh
yes, just one person who is looking to fill to fill that vacancy that we have. So, any questions? Um, it this is just for your edification, Rebecca. If if there's a name on here that you're looking through and you feel that there's some something you want to discuss about that uh that person and their qualifications or something like that, those are things that we can uh have an executive session for. Got it. Um, and so if you were to look at the group of people for, you know, reappoint to, let's say, Solidway's committee and say there's someone in here that I'd like to discuss more, we can do that in in executive session because when you're discussing anything that might have a impact on their public view, um, it's it we don't do that in in a public setting. anyone have any discussion on um on how we want to proceed here? I make a motion to approve all of the nominations for the solid waste. Do we have to do I think we would have to set one of them as we would approve all approve five for the committee and one is an alternate. Oh well four of them are reappointments and one is a new one. Yeah. Aren't two new ones.
It's on the second page behind Milton. Todd Claire and Juliet are reappoints. that way. Claire, right? Okay. as the new member and Phyllis Brandon as the alternate just because that's the order the applications came in. And then the reappoint of uh Mil Simon, Todd Bolio, Claire Ross, and Juliet Ker. Deon, did you get that? That makes sense. Is Phyllis on the budget? Yes, Phyllis is on the budget committee as well. Okay. Um, I have a nomination from Josh to approve all of the reappoints and uh approve Katherine Curtis to be a
member with Phyllis Brandon being an alternate. Do I have a second to that motion? I'll second. Second. Do we have any other discussion? Um, all in favor? Any opposition? Seeing none. Just a thank you to all those people who Yes. their name. This is uh important uh important stuff to be working on here. Alrighty, that's all of our old business. Is there any other old business that has not been addressed? All right. Uh new business. So, uh select board vacancy. Um as everyone knows, Heather uh Roy has submitting submitted her resignation and we accepted that. Um, you know, before continue any further, I want to say very thankful for Heather's participation in the select board. Um, and all the time and commitment she put towards working on a variety of issues and the broad spectrum of experience and that she brought to the board was really helpful. Um, and we really appreciated her contribution. Um, I know that she put a
lot of thought into uh continuing on the board, but for variety reasons decided to resign and so we'll definitely miss having her on the board and and bringing everything she brought to the community. Um, but that being said, with her resignation, we now have a board vacancy. And so I asked Jerry to consult with our uh with MMA on how these things are addressed. And um I'll give you a little feedback on as to what Jerry was told. And Jerry, if there's anything I'm missing here, please fill in for me. So, first off and foremost, when there's a board vacancy, um there is no
opportunity for the select board to appoint anyone to fill a role like we did when we had a vacancy on the school board. And so appointment is not is not on the table. The other options are to have a special town election that would have to follow all other election rules in terms of posting the vacancy um advertisement uh
notification and uh then a special town election. The other option would be to have an election at the next um municipal election, which would be in June when uh when Heather's term was expiring anyways. Or a third option would be to have uh add a uh select board member uh election to the November uh November ballot. And so those are kind of the options that we have uh in front of us. Does anyone have any questions? Jerry, did I cover everything that you were told? Yes. The biggest point being that you cannot appoint. Yeah. And that's all statutory. The statute says may appoint. May may elect. We don't not must elect. Yeah. It says may. Yeah. Thank you for clarifying. It says may, not must. So we have those options available to us right now. Um my thought process on it was traditionally our special elections have had very very low turnout and with this being such an important role for our
community. I would not want to see this be set up in a situation where it's going to have low turnout where you have less than 100 people voting to make a really important decision. Um, so I'm not a huge fan of having a special election. I would be more inclined to suggest we consider either adding uh the election to the November ballot or waiting until June because the challenge with this position is its term ends in June in 11 months. And so if someone's elected now, if someone's elected November, they're still up for reelection in in June because that's the it you don't start a three-year term. You're just finishing the existing term right there. If we were to have the election in November, I think where that does give a little bit of a benefit is you you put some someone the town gets to put someone in that role. that person gets to experience that role for December, January, February, seven
months, determine if it's something they still want to do, they still want to run. Gives the board, the the town the opportunity to decide if they still want to elect that person come the June election. And when I was thinking about this earlier, if we were to today on
June 10th decide that we wanted to just do a special election, best case scenario when it comes to opening the vacancy for several weeks, getting the notifications, best case scenario, I don't see us having that special election until September, end of August, September. whereas we could instead just wait the additional two months and do it in November. So, I'm I'm a fan of the November approach, but I'd really like to hear what other people's feed feedback and recommendations are. I agree. I think a special election will not pull people out. I think it's going to be incredibly difficult to gain any sort of uh interest. Yeah. Josh, you have any thoughts? I mean, I I was actually waiting to see how many people voted today, and it was up, I think, around 200 an hour or so ago. Um, now that being said, the school board, the school budget's usually a pretty big poll, uh, so I mean if because we're pushing back to budget
discussions a couple of months, um, I think I think it's important to have that extra voice instead of ears. Mhm. So, initially when I learned about this and I looked at the statute, I was thinking wait till next June, but then I the more I think about the budget, I think having that extra set of eyes and ears and that voice is important. Um
I I also I agree with this the special election or town meeting. I mean the last one we had we had what 30 people maybe 40. Um, so I'd be good in November. Deb, what are your thoughts? I agree too. I I was even going towards whether we should just wait for the following year, but four to me feels like a small number um in in some of the discussions we have and we might get into some, you know, complex items moving forward for this year. So, I like the idea of having another person at the table and uh agree with the comments about the special election, but I think uh the November Yeah. Yeah. I think you brought up a good point, Josh, is that if someone is elected in November, first week in November, because of our budget, not our time, not being till June now, right? They're not starting, you know, and then their first meeting isn't, hey, here's the draft budget for the next year. They're they've got a couple a little
bit longer to get involved. And also, I like the idea of having a longer time to get more people who are interested in that role the opportunity to say if they want to run, if they feel compelled to buy a sign or or, you know, learn more about the town, attend a couple meetings and see how we operate. I think that that's a good idea. So, um, do we have a motion to, uh, put the vacancy up for
election on the November election? I'd make that motion. Josh has made the motion. Do we have a second? I'll second. Rebecca has seconded it. Any other discussion? Devin, did you get that? Yes. Perfect. Um, so go ahead. We we'll need to work
to to word it, right? So, it's uh you know a special town meeting, but we're voting on it, not having meeting like the normal annual town meeting. No, no. This person their name would be on the November ballot and the election at the at the school. Yeah. There's no meeting, right? No. No. Do you want to take back your
an election election, not a town meeting. They would still have to get signatures, right? And there would be a candidate voice of the candidate run just like a regular, right? Right. What else is in the November? I'm not sure. What is it? Is it It's It's just a referendum election, isn't it? It's going to be a smaller. It's an off year. It's an off year. Yeah. There's not Haven't finalized the questions. Yeah.
Yeah. I don't I mean, it's not a It's not a presidential year. It's not a governor year. So, the statute says when there is a vacancy on the select board, the select board may call a town meeting to elect a qualified person to fill the vacancy. Y. So, we have to call a town meeting. May have to. Well, that's the only way you can do it. So, you have to if we're going to do this in November, we have to call a town meeting, but like we did during the pandemic. It's we can announce it as not a like the annual town meeting where we go in and vote in person, but we vote at the ballot box. So, we need to make sure we word it correctly and we need to do that. So, I don't know who at MMA said it's just an election, but it's not. There has to be a town meeting. Well, so a town meeting has to be called. Okay. But it is an election of an elected official, right? But the statute says it has to be done at a town meeting. So I
don't want to argue with you. No, no, no. I just want to make sure we're we're all clear. Right. So can you explain that a little bit more, Josh, than what what you're saying here? I mean to to to to do this under the statute, we have to call a town meeting, a special town meeting for the purpose of I mean it it can be for whatever else we think we want, but we have to say this is a special town meeting to vote on um the nomin the the new slug board the slug board vacancy. Um but we don't have to do it at a town meeting where we hold up the ballots. we can go and vote like we we would do at that meeting any at that election anyway but we have to word it so that's clear you wouldn't have to have it like we wouldn't have to have it like we do did in April facilitator right so you just call town meeting we'd have we'd still have to do that but it wouldn't be at I mean it would just be like the voting for uh select board and
budget committee we did in April so that all happens prior to the town meeting I'm confused because what we did for in April for the budget committee is the municipal election. It's not the municipal. It's not the town meeting is the day after, right? But we still have to call it and post it and do all that the same the same thing that we did for the town meeting. You know how you voted on the the moderator and stuff on that Friday or how we nominated the moderator. No, I thought we do the the nom nomination of the moderator happens at the time. Jerry Jerry can work with I'll work with Jessica. Yeah, just so we as long as we're making sure our intent is to do this at the November election, whatever process we have to follow to make sure we're in compliance with the uh the the statute, guidance from MMA, guidance from Kristen works works for me. That's the intent of our motion here. Yes. Okay. Any other
discussion on the motion? Thank you for that, Josh, though. All in favor? Any opposition? Seeing none. Okay. Um the uh other thing I wanted to discuss was goal setting. And so last year we had a meeting where all of the um boards and committees came and gave us their top priorities that they wanted to work on or things that they felt were um important tasks that should be brought to our attention. and then the select board came up with a list of essentially assignments. This is what we want your committee to work on for the coming year. Um, I felt like that worked out pretty well, but I think that there's a little a couple ways for us to to improve that. And so my thought process was uh this year to
um give the the committees and the and the chairs a uh notice to say please come to this meeting with your your important issues that you think your board or committee should be working on or or the select board should know about for the coming year because ultimately the the direction of how committees work is comes from us. But I think it's important for us to hear from our subject matter experts what they're seeing as as a a you know um important task. And so my hope would be to uh do
that at the last meeting in July u so we could give them the a note I could send them a notice at the end of this meeting. It gives them um you know five or six weeks to have their meetings and get together. I know that the agriculture committee has already reached out saying that they've been having discussions on on priorities for their uh committee. Um and so my hope would be to have that meeting at the end of the July in July. And the structure of that would be beginning with the boards and the committees each coming to us and having their chair and their vice chair give us their their top list of concerns.
the board will have the opportunity to ask them questions about that. We gather that list of concerns from each one of them and then we move into a select board discussion on those uh priorities that they brought to us and the select board could at that point ask additional questions of any of the boards or committee that are represented. And then from there we take that meeting to discuss what we come up with, think on it, and then the first meeting in August set the objectives based off of what we heard from them, what we had in our conversation. And then that first week of meeting of August, we're saying here's kind of the marching orders for the year. What does everyone think about that? Uh, I just have a quick question. I we had discussed about next meeting the 24th that is our workshop to clarify.
Yeah. And that's what I one thing I wanted to um bring up is I had asked GP COG staff about like how how do other communities do this? is it the select board has a workshop and then you have a workshop with with um others and so it seems like
it can go either way where we could say here's what's important to us now we want to hear what's important from our boards and committees and then we want to make a decision or we can say what does our board and committees have to say here's what we have to say after we've heard what they had to say and then make a decision so I want to know do you all still want to have next meeting is where we bring things to to to the picture or would you rather have us just um remove that and and wait to give input until after we hear from the other boards and committees? My vote would be that we have a session of the priorities of the board, the select board first. I like the idea of the June 24th meeting and then we'll that will give us an outline and it may you know bridge over to committee subjects but it may not. So I think you know having that discussion would be very helpful as a starting point for when we're asking the
chairs and the vice chairs from the committees. So so with that I would say that each one of us wants to come next meeting prepared with things that we think are important understanding that we had this discussion last year. We make this huge list and if everything is important nothing's important. So like I think we had like five or six things that we were interested in last year and I'm really proud of everything we got done. Um, but we're going to make our list next week, next meeting. Then we're going to have to hear from the boards and committees. Um, and then we'll have a discussion after we hear from them that that second meeting in July. And then we will uh in August kind of meld what we had brought next meeting, what they bring in that last week of July. And then we'll in August first meeting, we can kind of make those assignments and make that strategy for the year. Mhm. Um, and so I
like that idea. Part of the reason why we would we're I want to do this the second meeting in July rather than the first meeting in July is I want them to have ample time to um come together and prepare. This also gives them the opportunity to watch our meeting at the end of this month and maybe they have some things they discern from that that inform their conversation. but also the first week of July, uh, excuse me, uh, Christina from GP COG is going to come in and give us her their um, presentation on board member roles and responsibilities, which we had in 2023 um, and not in 2024. or I don't think she came in, but it's kind of GP cogs like, hey, here's how you know your municipal government should work in this what in in this uh form of government. And so uh they're hard to get on the schedule. And so we we have them scheduled for uh the first meeting of July. Um how does Jerry's how do your goals
for the year line up with the select board's goals for the year? Do we need anything from you, Jerry? I think when for when we get started or you be part of the workshop, of course, but maybe you just make your list like we all make the list and participate like my own goals. Um, not your per not well the
goals we have for the town, right? Maybe not your personal developmental goals or anything like that, but what what you want to bring to the table that you know part of this this business and you just be part of that the select board discussion discussion. Okay. Yeah. Typically your goals that I work
right but in your mind I'm sure you have things as like brought a lot to you know bring a lot in. So, I think it'd be great just cuz for So, Jerry won't be at the second July meeting, but he'll be at our meeting next next our our June meeting. And so, if we're all bringing things, I think what Jerry can bring to the table is kind of a just so you know, you vocalized two years worth of work right there or I I see you guys are saying or you all are saying that that's really important, but I'm seeing this. So, I feel like I feel like we do a good job of hearing that feedback, but if you want to bring things to that meeting to Jerry to let us know, here's here's the big ticket from from your end as the manager. Yeah, I can certainly express what I think you might need for goals or or policies. Yes. Yeah. Yeah. Yeah. So,
does everyone feel comfortable with that timeline of we'll come prepared next meeting and then we will uh I will send out an email. Devin already pulled together a list so I can just click board chairs and and I don't even have to he knows that it's going to everyone. Um and I'm going to what I think it would be helpful is because last year when we did this workshop it was kind of like all the spaghetti got thrown on the wall. I kind of want the these boards and committees to come to us with two or three items rather than well here's five items. Select board, what do you think? It's like bring two or three items to us so we know your true priorities. Like perfect example, I know the agriculture committees um big thing is that they want to help us uh update the ordinance with the new definition of agriculture that's more in line with what the state of Maine has adopted over the last couple years. That's a great thing to
say. This is one of our top priorities. You know, things that we also are going to have to take into consideration is like the we might feel that the agriculture committee needs to play a big role in the open space planning that conservation committee is doing. So, we might say well we think that's a priority for agriculture committee. So, these are the sorts of things to think about and if you have any new or novel ideas a ahead of uh of next next uh meeting that you want to just ask feedback from like feel free to email me too if you're like hey does this seem ludicrous or what do you think about this because the more um you know we come prepared the more fruitful I think that meeting can be so are we good with the second meeting of July being the the joint workshop
had last time I will frame up a few bullet points as to like how that what the word workshop means here how that works in terms of how We're going to have the meeting function. Um, and uh, I can have that for everyone's to review. Um, well, I I I'll make sure everyone sees that via email. So, but um, well, actually, I will let the board chairs know that that's the date that we're going to be talking about goal setting. next meeting I will come to you all with an outline of what I think that how I think that that um goal setting meeting can be um facilitated kind of like what I just described like the first half being them the second half being us so when you guys did that last year was there a facilitator present no and so that's something that we could hire GP COG to facilitate um I just think that for fiscal reasons not hiring them for that would be a good idea. But I do think that lessons learned from last year is a
little bit more outlined at the onset as to how the meeting is going to function. Uh and so my thought process was in my role as chair the first half of the meeting where it's the boards and committees um bringing things to us, I will just facilitate. All right, this board goes and then let you all ask questions and kind of now it sounds crazy, but I'll I'll be quiet. Uh, let you all ask questions and just facilitate that back and forth and then once they've presented everything, kind of end that part portion of their like presentation portion to us and then begin our discussion on what we just heard from them and stuff like that. So, um I think that if we had a little bit more of a budget for facilitation, we could we could in the future, but I think that this would be a good step above what we did last year. And if we feel at and at the end of this one, man, we really do need to build in a budget
every year to have that facilitated. I think that's good discussion going into budget season. What What are your thoughts, Deb? Good, Josh. Cool. All right. So, uh, you've noted those dates for us. Um, I get your July 22nd garden workshop. July 22nd's,
and that's the day after my birthday. So, Oh, happy birthday. Yeah, it's exactly what I want to be doing on my 34th birthday. business here. Does, uh, anyone else have anything that they wanted to add for new business? should say is I I do want to have us do a kind of a public press release that um the board has accepted Heather's resignation. I do think it's important for people to see somewhere that uh a resignation has been tendered and that the plan will be to be moving forward with filling that vacancy at the at in November. Um, and so I think that would be great if we could get something pulled together for that sort of outreach. It could go maybe in the news blast. Um, what are what are your thoughts? Yeah, I can throw you want me to throw something together or Yeah, I just I I don't want I mean I don't want this to be a oh, we've heard through the grape vine that there's been a resignation. I wanted to just, you know,
say simply the board Heather Roy has res resigned from the select board, meaning there there'll be a vacancy and the Slick board has voted to have that vacancy filled via uh community vote at the November election. Okay. For the special town meeting or special Yeah. Let's get the wording um for the May town may have a town meeting. Yeah. uh wording clarify.
think I said three did you just have that section like favored on your phone? It's his bookmark. Yeah. Is that the background picture on your phone is title 38? Um Jerry I can look at the press release. I can Okay. It'll just be short and sweet. But yeah, I can certainly pull something together. Mhm. Um, perfect.
Town manager report. Okay. Thank you, Mr. Chairman. Um, so the staff get got a full demo of the new um, uh, software this past week. It's looking pretty fantastic, didn't let me say, Deon, really? That's the trio replacement. Yeah. Um, so hopefully if everything goes good, we'll be using the financial side of that in July and hopefully it'll be complete by the end of the year because they're still working with the BMBB stuff, which is which is complicated because they're very strict on how they want things to be presented, how they want their reports to be. That's motor vehicle. Yeah. Um, but it but it looks really good. It's very state-of-the-art. The reporting part of it is fantastic. It's kind of exciting to me that that sort of software development exists right here in Brunswick, Maine. You know, like I I think it's going to be, you know, I mean, they were only there for 45 minutes to an hour because we had
them come in the day that we're open late. Staff starts at 9:00, but they don't open the window until 10:00. So, we used that hour. So, they only had a very short window to to show us, but it was it was really cool, the reporting part of it. So, we're actually going to have software that does good accounting. Um, yeah, the software that we use now is a good budgetary software, but not so great at um accounting. So, I'm pretty excited about it. The charts and graphs that it produces is pretty cool. That's crazy. Yeah. So, I'm excited. And I think they've signed on several more towns since we've signed on. So, towns that are bigger than us, too, in that cohort. Yeah. Like Farmington might be with them or something. Yeah, it's a big town. Yeah. So, that's good. So, we'll I'll keep you posted as that goes. But, um the financial piece is a big piece. That's where we pay all of our bills and track all of that sort of
stuff. So that's a big, you know, they have all of our chart of accounts. Um, it actually looks like a a a program that was designed in 2024 and not 1965. 1904. Yeah. So So there's that. Um, I want to talk to you a little bit about our email accounts. Okay. So right now
of all the emails that we have for everybody in town, we pay $5,200 a year and a lot of them don't get used. So, I'd like to cut all the emails except for town staff and the select board and have everybody use private emails for for committees and yeah and the reason why is there was a there was a thread going across the main town city managers list serve about this very thing and towns don't provide emails to board and committee members because they can get them for free. Yeah. Um, so if we do if we if we do do that,
we'll save uh so if we if we just do the staff and select wood only, we'll save 2,000 a year. Is there an opportunity to do staff or a reason my hackles are up on personal email use and in town business? So, like I I'm sure there's a good reason why that's not an issue if other municipalities are doing it, but is there an opportunity to have just one email for the chair of
each board? Yeah, if we do that, we'll save 1,700 a year. Yeah, I kind of like the idea the chairperson having their own own email account. Um, I can't Is it what why why do you say that just for the chair versus everybody else on the individual boards? Uh because I I like the idea because generally like in when I'm emailing um need to communicate with a committee or board, I'll uh email the chair person, you know, this is what the select board is interested in X Y and Z. And so I like the idea of our communications on operations when whenever possible going end to end, you know,.gov to.gov. I think it's just easier for FOA requests should they come in and stuff like that. Um, so if someone sends in a FOA request, you know, we can easily get all that right there from the charities to chair. Uh, but I'm wouldn't die on that hill. So,
I don't know. I just like what gets my hackles up is working for the state. Like, if I'm I can't even imagine doing my state work, you know, and using personal email and and just security issues that that raised for me. And I don't know, but I like the idea of saving money. I think the difference is is you're using it every day. We have emails out there right now that won't get used for 10 months. Yeah. Plus
everything that's being sent via email in those committees should be public information that's yeah available elsewhere. Right. Like if if if the select board of the board of appeals needs something that's not otherwise public, they should be coming in to get it ju just like Yeah. Yeah, I mean I I think if if if
where non-public information is not shared via email to a personal email account, I'd be okay with that because, you know, the agenda, all that stuff is going to be public. Um the applications are are are going to be public. Um, so when I think a little bit
more about this, taking your your all's feedback into consideration, a lot of the board emails, like the board members, a lot of that is just like them reading the email that says our meeting's at 6:30 on Tuesday or who's available. And so I see why we can get rid of those. where I like the idea of the chair still having it is that like that's where some directive might come from us to the chair person and so then it's like hey we need you all to address x y and z at an upcoming meeting you send that to the chair and so then the chair knows that they're preparing the agenda and whatever and then from them to their board it's just that sort of stuff that I you don't even have to really archive like we're going to meet at Eureka center not the the town office or whatever and so I I like the idea of like the directive for work going.gov to.gov. This is just a feeling. Yeah. I mean, I think um when a new committee member
comes on board and then they're forced to have this other email in Outlook that they might have Gmail over here and it's it becomes difficult for you if you're not techsavvy, you know. So already people aren't looking at their Outlook mail looking for this address, you know. So I I was just thinking if I was on a committee and you said, "Well, the mail will come through your normal private email." And then I get a FO request, I would be like, or one you set up specifically for town business. True. Right. I would even go I would even go as far as maybe we should have like we have the select board alias. We should have a committee chair alias like I think we just said we set up and even and whenever we're communicating which most of the from you to a committee chair that mail just goes to the alias and that way the committee chairs known what other committee chairs are doing you know might even though they're not
fully engaged with that I don't think it would hurt to kind of pull more communication together and and them seeing that So, I think it's an option. If I'm if I'm understanding what you're throwing out there, it would say like there's an email account that says solid waste committee at Durham main. No, there's an email account that says Durham committee chairs. Okay. And it's the solid waste committee, the plan. Yeah. All of them. Just the chairs. What what Jerry you're talking about though is saying, "Okay, you're on this committee. Go to Google and set up a new email." Yeah. And do it yourself. Yeah, it's free. So that way it's not part of So say joseph.conervation commission.roy address. That way it's not coming through your personal. I mean I Oh, and then have all of them set up a separate Gmail account and give you those addresses. So all the town business still goes through a different
email. I think that's makes perfect sense. Yeah. Like I per for example like I have a separate email account that I use to set up any social media versus what I use to pay my bills. You know, I was surprised reading all the towns that answered that thread that says we don't we only supply emails to town staff and the council. Do they make them get a separate email account different from their private account? I mean, that should be up to the person. Yeah, that should be up to the person. I would highly recommend that they do that just for FA purposes. I mean, yeah. I mean because now that you mentioned it like technically with FOA if someone were to be like I want all discussions pertaining to XYZ that this town committee chair committee members have had it's on them to actually like if they've been texting that or they've sent you know any email or whatever. So,
yeah. I mean, I I'll withdraw my my concern if if if you're getting that feedback and it saves us $2,000 a year. As as long as we make it a point to make sure everybody does the FOA training immediately before they start before they start getting the communication. And to your point, Rebecca, that's where people can judge their comfort level of maybe I want to make a separate email, maybe I don't, you know, make that choice. And we'll and it'll still all be the same way, right? And we're not gonna have it, but we are going to have an a government email for the chairs or not. I don't think it's needed. If you don't think it's needed, if people don't think it's needed, I'm I don't think it's worth $3,000. It's a Yeah, because you said it's $300 less. Save like we'd save $2,000 $2,000 a year if we go just to town staff, but we save $1,700 a year if we maintain the chairperson. on it. So maybe we just need to see like an
committee onboarding five steps. One, go to this site and do your forward training and send a note to the town office when you're done. Two, provide your email if you want to set up a separate email. See the instructions on sheet two of this thing. Three, whatever. Go learn how to do it yourself. Let us know what email you're using because you have a good We recommend you set up a new one. If you choose not to, then that's fine. But if we ask them to set up a new one, I think they we need to provide specific instructions on how to do it. Really simple, which is easy to do because and to your point, Deb, I think you bring up a good point of like I have heard committee members say like, "Oh, I missed that email cuz I I I never use Outlook and I don't I don't have it on my phone or you know, I mean, we have some committee members who are like, I still have flip phones, so they don't they don't use their phone for email
anyways." But yeah, I think that some people have their preference on which email you they use. So it's a way to just Yeah. Hey, saving saving money saving money and and you get Devon. So I'm sure Deon can write a great little Deon can help people do it. How to how to create a Gmail or how to create an email and you know everybody that's on it could be that simple. Call Deon. Call Debon and tell him whether you want. We'll still have our folders. You know, all those emails that are on solid waste committee will still be in the folder. So, they'll all get their emails. And I think that's I mean, I think it's worth doing. All right. Works for me. Okay. Awesome. All right. The other thing I got is Oh, so we're GP COG's coming out on July 8th, right? So, I have that down here. We already talked about that, right? That's when you were going to do your goal thing though, right? No, we're doing that this the 20 uh the second
meeting. What was What was the 28th? What was the eth? Nothing. No, just the GP contract. Gotcha. All right. So, the other thing I have is uh the 4th of July falls on a Friday this year. Mhm. And so I'm going to put on the agenda next week uh next time we meet to see if you folks would be kind enough to let office staff take Thursday as their holiday. Mhm. We have to discuss it now. It's not on the agenda, but Okay. That's their regular day off. So um so so so re since your suggestion would be that since the 4th of July is on a day that the office is scheduled to be closed, we essentially pick a day to be Fourth of July observance because the staff are missing out on that holiday. Well, typically they get a floater so they can take it some other time, but where it's Fourth of July weekend, I was thinking maybe they could just take all take it off that way. to do it, you'd have to close the office is what I'm
getting at. When other holidays fall on those sort of things, we don't shut the office down. We just have floaters and I mean, I'm frankly prepared to have that discussion now because I think the feedback I've received from if we are closing the office as people want to be notified far in advance and so I'd rather have the discussion about closing the office on the 3rd of July on the 10th of June versus the next meeting 24th of June. So I'm fine with that. What are your Anyone else feel strongly? I think that's fine. I know that like other places where the other other employers will do that if the if it you know it's the same thing. It's like if a h like if Christmas or falls on a Sunday, it's recognized on the following Monday for a lot of other places. So I think the intent is for people to get know that those holidays are considered a day off. So is that going to be just for the town? Is it all of the town employees or just
the town office staff? Well, public works does it, right? Because they that's how they do it because they get the day before and they're not they already are off on Well, they they don't work Fridays either. So, they typically in the past will take the day before or the day after. It depends on where it is. If it if it falls on a day that they're not working. So rather than floating they just make the decision all to right because they don't they're not providing they provide service but not at the office right where people are expecting. Yeah. So this is kind of like a a special thing. I wouldn't ask it if it wasn't falling where it's falling with that information. to my mind my mindset there is like I like where we can make our application of a process
equitable across the different departments and so if public works is already generally do does stuff like that well that's hard to do because like when we have snow days yeah that's a little different you know that's why I say when we can't office staff goes home but public works is working right so it's hard to make it equitable because each department's different like last year when Fourth of July fell on a Wednesday, they got Wednesday off and they came in on Thursday. But this falls on Friday and it, you know, just they
could come in on Thursday and have Friday, but they'll just have to take a floater holiday to because they get paid the holiday, right? That's what they signed up for though. So they typically take a floater. So like one person can take a day somewhere else. But the office suggestion is you're going to resend the floater and everybody take off the third, right? Yeah. I'm just to give them a nice long holiday weekend. I'm fine with that. But one thing I would say if we vote to approve it and any sort of press that goes out to say they're going to be closed, remind people like don't wait to register your boat for the 4th of July weekend until the 3rd of July. You know, typically around most holidays there's not a lot of traffic anyway because everybody else is doing their thing, too. But yeah, but I'm also that I have to remind myself to register to vote for the 4th of July in that reason. So, I'm fine with Do we Do

might suggest is uh you know we may maybe look for a different night to stay open late than Thursday. But how many people do you think are going to go in late to the town office the day before Fourth of July? I don't know. But if it's one Well, that's why I think that by us having that vote tonight and advertising it right away, it's saying if Thursday is your only day, do it the last Thursday of June rather than the first Thursday. Because I see I see your point. I understand that. But how many times do we hear, "Oh, I don't get that. I don't see that. I don't know that. And and how many times have I said there's only so much we can do and then somebody else says, "Well, we need to do more." I mean, I'm just point throwing that out there. Yeah, I understand. If you have special hours that we can maybe make the Wednesday or a Tuesday an extended uh
later hours for the I I think with that we run into the same of Well, I didn't see that Wednesday was was extended this week. I I I didn't know that. So, I didn't plan to come in. So I think it's the same issue of, you know, and so that's why I I don't mind doing it, but I think in the future we need to plan further ahead. I don't almost come up with a schedule at the town meeting or something.
I mean, I don't All right. I don't typically look that far ahead for holidays, but um bring that for the goal. Yeah. Yeah. I mean, I do know, for example, when when we get our list at the state of what our state observed holidays are, we know that a year in advance, but I think that with a one month is is fair for this. So, I think that that's a good thing to bring up for goal setting and set the set the holidays at the beginning of the year. I think there should also be a sign on the door as well as every single news that goes out for until Fourth of July,
but I think it's also a good idea a lot of communication about it. Like I see that there's this sign for the Junth just right next to that right now. And what day is that? The 19th. That's a Thursday. That's That was his Yeah. Yeah. I mean, I think it's just the one Thursday, so people are entitled to their Next year. It'll be on Friday. Yeah. Um, the only thing that I uh want to just put in your ear is uh George wants
y'all to think about applying a fee to amended conditional use site plan and subdivision plan. So when somebody goes up initially they pay for the for the review of a site plan, but if they come back and amend it, it still has to go in front of the planning board. So there's all that work, but there's no fee for that. And so what amendments look like we want to go from 10 unit 10 lots to 12. Cuz I know I've followed a couple of like, oh, we're going to put in um sprinkler system so we don't need a fire pond. Yeah. And then they realize that there's a cost prohibitiveness there and they say, "Oh, never mind. We want to put in a fire pond." And then everyone has to redo things that or add capacity or something like that. And um what is it right now? The cost was I think it's 300, isn't it?
Um I don't I'm not sure the the initial cost, but I did have Devon look up what other towns charge for the amended ones, and they're all over the place. They're anywhere from 50% to 75% of the initial cost. Um yeah, they're they're they're everywhere. So there's really not a whole lot of help there to to guide you and say, "Well, they they charge this amount for an amended one." So what would be helpful for me is if George could give us a list of what what triggers a plan needing to be amended. Like I know that sometimes it's like, "Oh, well, we need to move the driveway 10 feet to the left and 10 feet to the right. Does that count as an amended plan or does there is a certain threshold?" And then does that trigger a whole another meeting for the planning board to have to address that? Because I know sometimes when things change it has to go with like setbacks and all those sorts of things. So to me that would
kind of drive the cost because if it's, you know, very time prohibitive, maybe it's a 75% fee, you know, if it's a if it's simple, maybe it's less. Like I I don't know. Yeah. I don't think you'll ever be able to come up with a tier. Well, I don't mean tier. I don't mean tier. I mean like what is considered an amendment versus just a allowable? Like if you're saying, "Yeah, the driveway needs to go within this 300 ft and you're moving it a couple feet left to right. Is that an amendment or is it an amendment once the the substantive nature of the application changes?" So, for example, like I think they just went through one up for the the daycare down the road. Yeah. She expanded and that would have triggered the planning board to look at that for approval. So, so anything that triggers the planning board to look at, okay, would be what he's looking to do because of the administrative cost. Yeah. Can we
just put that um fee policy update in an upcoming agenda because I think we have other gaps on that that we wanted to address as well. Yeah, I mean that was that was going to be one of my goal things that I bring up for next. So I just wanted you to think about that. So wait just a quick question though. So, is it for any individual who's coming up against the planning board or is it for primarily subdivisions or it can be larger any conditional use permit or site plan or subdivision plan? So, anything that warrants a new meeting with the planning board. Yes. Okay. Yeah. So, just plant that seed. Um, just think about that. And also when things change, George has to put in a lot more time to make those changes to reflect at the next planning board meeting. So he has to take time out of his schedule to do that and something else gets pushed back. I just wanted clarification if it was everyone or just the guys. Yeah. So
well, yeah, I think that's something. Can I have a question? Um, just a followup from our last meeting where we had the resident talk about the fire station's ability to reserve this room on their own without going through the town office. I was not really feeling like I was connected to where we actually ended up, but did we end up where we did modify the our strategy there and these somebody over here has access to the calendar and can reserve this room on their own? I I can answer that. Um, the concerns a non-issue for the chief. He doesn't have any issue with the way we do it now. Okay. Yeah. And he that Yeah. It's not a he said that people's individual opinions are their individual opinions. It's he's completely comfortable. Scheduling of these rooms really comes down to me and the department really but we followed up on that. Okay. Yeah. So that's concludes my report. I have nothing I have nothing further. Yep.
Cool. Um board member reports. I'll just say I went to GP COG's uh annual meeting as our town delegate. Um and uh it's kind of the votes are pretty basic, you know, a slate of people running to be the new uh leaders of GP COG and pretty standard stuff. um got some great presentations on different uh communication strategies was actually one they were recognizing a town who had a a communic a communication strategy that was getting a lot of attention and uh one thing that GPCOG uh communication director brought up with me after is some of our smaller municipalities who are doing our newsletters on our own and our communication on our own um can't always warrant having our own communication officer and GP COG would be interested in exploring the idea where GP COG hires a communication outreach coordinator uh and works with three or four municipalities to then partially fund that position and then
you have that person for 10 hours every two weeks or 10 hours a week to come in and do your newsletter for you um and and help develop a communication strategy. Uh, I like that idea of of of, you know, being able to kind of outsource that, especially if we're only covering a quarter of the cost, uh, and GP cost and and can coordinate that. But I think it's just going to be something for future um, discussion. But want to know your thoughts if you all think it's worth us even entertaining that discussion or if that's like a hard no for you all. So, who who doesn't know? Is it Jess or Kimberly? Kimberly. Kimberly. Yep. And this is one of those things where it could just be what the but the director there was saying is traditionally um it used to be local newspapers assigned reporters to come report on what was happening and that has gone kind of by the wayside. Like we have a reporter who's assigned
to us but he's also assigned to like all of the municipalities in the c in like two counties. And so we only get a report written if something major comes out. And one thing that the communication uh presentation was talking about is it's really important for municipalities to be seen as kind of like be the the controlling voice of how they present things and move away from models where it's like your municipality's Facebook page gets one or two views, but the unofficial p Facebook page run by some community member gets 3,000 views like what we kind of have here. And so, um, they were
talking about how there's a lot of strategies that a lot of municipalities don't even think about. For example, your, uh, Facebook page likely doesn't really end up on people's feeds because of the way the algorithm works. It doesn't really reward government agencies and nonprofits in the same way that it's going to reward um, you know, businesses who are paying for advertising. And so I mean I know this is you know probably way more about this than I do, but they were just saying that some way that we could address it is essentially they could hire someone that is split between three to five towns and then that person might come in either 10 hours a week to assist our communication outreach person or come in, you know, every other week to help do a newsletter or something like that. But it's just something that kind of made me think like, huh, we definitely have some of those challenges with
communication broadly, even though we're putting out our best effort. It's just we're not getting that engagement that we would like to see until things end up on, you know, communityrun Facebook pages. So, it' be interesting to hear more and cost and what they're willing to put out
there for us. M in what other capac like what in what towns also would be into it? Yeah. Um yeah, I'm I'm interested to hear more because I don't I think we do a great job with our newsletter. We do a really good job with our annual report. Um but for some reason the best way to get information out in this town is not through our news blaster town website. It's through a communityrun Facebook page. Is there a way we can change that so we can be communicating to people better? And he also said communication officers like this can come in and kind of set up like maybe there's an official account that responds to public inquiries just with the facts and information. So if someone says you all don't care about the town like oh well if you have any issues please contact this this number to submit a complaint or whatever. Kind of like a person who runs that too. So I'd be interested in hearing involved. Yes. very like
factually like hey here's here's how you this is this is the link to last meeting minutes if you feel like you didn't get a chance to see it or I can't you never advertise these things okay here's where you can find all of our meeting advertisements just that uninvolved person and so like I'd be interested in hearing more especially if it's something we can can split but uh communication and outreach was a big part of that handk known meeting so um other than that the dues increase nominally um which is was passed pretty much unanimously. Try to come up with probably a minimum bid that folks in town know that they can bid on it and it'll go to the highest bidder. Can the as a municipality, can we set a minimum opening bid? Yep. Okay. And do you have
do you or the chief have you gone through the the boat version of Kelly Blue Book to come up with a estimated valuation? Yeah, we will do that. Yeah. Okay. Assign them Yeah. minimum bid to it and bids will be sealed and open publicly. Yeah. And I I should have mentioned this too. I I I attended the obviously I'm on the fire department, but I attended a meeting and chief had told the the members he had done all of his due diligence um because the boat was uh given to the town in 2001 by uh
the Stephen King and Steve Tabitha Steen and Tabitha King uh association and he just wanted to make sure that there's no legal ramifications with us selling it now because it was donated and there are none because it's well past their uh time frame. And so that's that's allowed. And my understanding would be the money generated from that would go back to the fire department to outfit the boat to outfit the boat because the uh the grant structure with firehouse subs is just for purchasing not outfitting. It really I mean it really doesn't go back per se to the fire department. It goes into revenue. Yeah. Right. Because you can't add money to a department's budget or anything like that. You can't see. But the intent would be for it to go out the the new boat with additional supplies. So, one thing I'll say in terms of that minimum bid is the boat has also been really wellmaintained. So, I'd put that
in prime condition. You know, the hours of the hours of use are very low, too. Yeah. So, just wanted to throw that out there. That's how we got to get it out of the way. A lot of times municipalities, you know, when they have excess equipment and stuff like that, they'll put it out to auction, too. And there are companies there that will do that. In this particular case, I think the best way to do it is through a through a bid process. Anyone can bid or anyone can bid. Anyone advertise it? And yeah, I was going to ask where does that get all get advertised? Well, we can advertise it on our website. We can advertise it on MMA, word of mouth. Yeah, I think this is a great opportunity to see if the get and go will let you put a a little paper tape to the to the the entrance there or something cuz that's a want to get some good bids.

Um Jerry, I see that the HR main consulting that must be our HR consultant, we had a $1,000 plus fee for the employee handbook training. Okay. So she that's how it's works. She's going to just bill us as she as she works. Okay. As she. And how did the training go and everything? Training was awesome. And can we find the employee handbook on the website? No, it's not done yet. She has she's working. Oh. Oh, she Oh, okay. So, she was like doing training and the development of it. Right. So, it's two things. She's been working on the employee handbook. Um, and then she came here and did the training. Good. Okay. So, yeah, the training was fantastic. Wow. I've been in a lot of changes because that was my business for for
several years, 12 years. And never has anyone going over the generational differences that we have to deal with today. And she went over that. It was really It was really good. Awesome. It's just another check mark that you person. Oh, yeah. I I'm really happy about that because I mean I'll share with you a a study that Gray did soon
and it's about um the air and what people are paying for different positions and human resource people. They're they're paid pretty good. I mean they're they're up to 80 90,000. So are finance people. Well, we have both of those on our team for 65,000 for 18 months and
you couldn't ask for any better. So outsourcing it for us is just terrific. It works out just really well. So it's doing such work too. Yeah.
