This is a machine transcript, not a record of what was said. YouTube's speech recognition produced it. It mishears local names (Royalsborough, Runaround Pond), garbles figures, and drops short words, including the "not" in "the motion does not carry". Use it to find the moment, then click the timestamp and listen. Where the summary and this transcript disagree, the recording settles it.

when we discuss it? I can put it at the beginning if you want. That would be okay. either because I got my getting a check on that. Pretty big one, too. 35 bucks. Yeah. Yeah. Listen, I think we need to talk. Can you make that item item? Uh

yeah. Um I got to ask Kelvin if we're done paying on this. Are we done paying salt? I mean, is this the last one? That should be the last. Should be. Yeah. I hope so. They may. You're paying $5,000 in salt. Yeah. But do they bill the second they give it to us or did does the bill does the bill come a month later?

Probably does. Yeah. Actually, I got I sent that bucket of mud back. Did you? Yeah. I I couldn't deal with that. That's just like pea soup. I said that's So my wife took it back and she said she opened up the new one. I haven't looked at it yet. She said it did look a little stiffer. So

I don't know. I I've had them loose like that before, but they're usually old. But that one was I mean could have been too. Yeah, it could have been. Yeah. Well, they do over there. I want to throw nothing away. I buy a bag of stuff.

Well, I thought I had some at the house. I was going to dump a little input. I did. Did you already buy another bucket? Well, she just swapped it out. She took that one back. And yeah, I got I got a bag of 90. Yeah, it's all right. That stuff sands a lot easier than other stuff.

90 minutes easy sand. That stuff sands easier. Well, yeah. It's all right. I got a You you can't touch that stuff. No, no. I got a bucket. They'll need some touch-ups around here anyway. So, we use it. It was only like $3 and three or$4 dollars or something like that. You said your computer's not running good back there either.

Mine's all right. It just crashes every once in a while. I can take a look at that one, too. I I didn't get into that room the day I was here. So, yeah. I I not It's not like going anywhere. It's been doing it since John set it up.

Okay. can't open Excel more than one Excel file at a time, which seems odd to me. And couple other little things. I'll take a look at it. I just don't worry about it. Okay. Let me work work with Shannon on that other one. Getting her swapped out.

You ready? Yes. Okay. Anytime, Shannon. Thank you. All right. So, we'll call the meeting to order. We have a quorum. All five select are here. Can we please rise for the pledge of allegiance? United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all.

addition that we'll add to the beginning of action discussion items and that is um an RSU bill and the response from the RSU to our questions. Were we going to um Ruth, were we going to add anything about um the Boy Scout thing um and accepting the funds or or just do it the way we did last time?

I think we just do it the way we did last time. Um it was about fundraising, the Boy Scouts fundraising and uh last time we applied to I mean you could just vote to accept any donations that are raised by Hunter. Um, so that will be under action and discussion items as well. Any other additions? Public comment. Any public comment this evening?

Somebody just jumped through the door. No, they dropped something and left. Is it? It's unlocked, isn't it? Yes, it's unlocked. All right. Uh, consent agenda. Um, we don't need to actually sign the permit for the temporary activities, do we? That's your

You just need to approve it. Okay. So, so there's a temporary activities permit in there for the uh Durham Warriors challenge event. Just say that. I didn't see the correspondence. Um, did you hand it to? I got one. separate outside of my

Oh, is that what this is? No, no, this was her admin report. Yeah. Yeah, that was Yeah, I don't have it. Oh, I didn't I didn't put that in there. That correspondence. Yeah, that's not for me. That That's the RSU that did you

5:17

some It was on my It was Sorry, can I read my box or something? Oh, Shannon must have put it there. Okay. So, consent agenda. I move that we accept the consent agenda as presented. Second. Any discussion? All in favor? Motion carries. Action and discussion items. Um first one will be the RSU5 bill. We're

build um around $161. for uh janitorial services during the town meeting, this is the first time we've we've ever been uh charged that. So Shannon Pullard uh sent a letter to the RSU asking for an explanation and received an explanation from the facilities uh uh person uh David Watt Watts and uh

basically referred us to uh the their policies and according to their policies they are supposed to charge for this and Um, sounds like he's new in the position and he's just following the policies that he see that he's seen and that's why we're being charged.

Well, and it just if we did just accept the consent agenda with the warrant on it and and the check was on the warrant, but um I'm aware of that. If you wish, we can always um I know me personally, I I don't think we should pay that bill. we've never paid in the past and and I think that's uh we're kind of pushing the luck. We send them $393 every month, $393,000 every month to the school. Uh we've never paid that in the past. I just I think that's kind of being a little bit out there a little bit for me. My 1/5 it's on this agenda. It's on this consent agenda. If we've approved it, send it to them. But I don't want to pay any more of them.

Are you interested in sending a letter to the school board? Sure. We can we can do that. We I agree with I agree with Mark. I don't think we should do that. You know, they talk about want to be user friendly and then they're going to do that. I mean, after all the other stuff we do, give them

I mean, okay, so Ruth and I can uh see if we can come up and write a letter. Um, I could write a letter, but you're not going to like it. That That's why Ruth and I You can write a letter and then I can edit the letter. She'll paraphrase.

I don't want I don't want to be a nasty letter, but I just want to get my point across. I just think that's kind of ridiculous. I can get my point across. Um, everyone okay with sending a letter? All right. Uh, well, I'm going to move uh Calvin's not here at this point and because Candace is, we'll move to the next one. Uh, the historic district commission.

Okay. Um, you have a letter there. You guys are going to do a historical survey. That's our intent. and we'd like to have the letter be signed by both the historic district commission and the selection. What what we're planning to do, we had um at town meeting there was approval of

the little bit of money that we asked for had some money in there to train us to do this. We're working with the main preservation and um we it's going to be a volunteer effort both by people on the commission and other people in town who are volunteering and the what the process is

it we very very very helpful actually Ruth for did this for Tia how for another project and we have a listing of all of the um structures in town going from the oldest to the newest and which is very helpful. And what we're looking to do

eventually is to possibly do this survey that would include everything 50 years and older. But right now, we're only talking about doing a pilot so that we'll learn how to do it and we look at some of the very oldest and then we'll judge whether we can do any more. Um, and what that involves is um taking uh

looking at that list of some of the the oldest buildings and going out and taking a picture of it. And we've been given instructions by the main preservation how to take those pictures. And unless unless the house is way off the road, we can do the take the picture from the road and don't have to go on anybody's property. Um if we had to go on somebody's property, we have have specifically asked their permission to do that. Once those pictures are taken, the next step in that process is there's a state form you fill out. Um, after

10:20

we're trained about how to look at structures, um, there's a state form you fill out, um, that asks you to say what period it's from and different aspects of the the building, that kind of thing. And, um, the picture and that form then get

entered into a database that goes into the state cultural, it's in here, I think, anyway, that cultural database. And here in town, we'd have the pictures and the forms and the database looking at those oldest things. So, we're looking to try to to do that pilot. And we were told actually the best time to take photos is either in the spring or the fall before all the trees are blooming. It's easier to get pictures, particularly not going on people's property. Um, so we're looking to try to take the pictures hopefully by the end of the month for the pilot and then do do the rest of it. Um,

let people in town know this is going on if they see people stopping on the road and taking pictures and all that. Case make your case in the neighborhood, right? Yeah, we'll be hitting those phone calls. So that um what what we'd like to do now and and I talked to the tri town rather than trying to sit down and address hundreds of envelopes and the postage cost is to have an insert in the tri town which would let everybody in town know that it's going on and then this letter would be in the hands of anybody who's out taking the photos or anything. So if anybody asked them, you know, they could show somebody the letter. Um, and the

suggestion was that it come both from the commission and from the board. So that's why coming here to let you know what's going on to kind of technically I guess ask your approval support and would be a signature on the letter and we'd go ahead and put a a flyer in the tri town

stick it on the Durham channel as well. Yeah. other places, the news blast, the channel, that kind of thing. So, just what the signature of the chair is all you need. Maybe that's all they're asking. That's all we're asking for now. As long as you

get the big pen. So moved. And I have the color one. Okay. So, there's a motion. Is there a second? Second. Any discussion? All in favor? Motion carries. Thank you very much. and the commission at our next meeting um which is next Thursday will kind of be finalizing the plans.

Where do you meet? Where do we meet here? Oh, right here. Okay. Yeah. I mean, if it gets out ahead of time, like I know at my house, you know, my mine is 1948. So, I suppose it would be on your list. And uh yeah, that'll give me some time to make sure that I've cleaned it up the the the front yard and stuff before you take a picture. So, yeah.

Better hurry and get out there. Okay. All right. So, I'll talk to you then. Thank you very much. Thank you. Thank you. Do you want Yes. Yeah. And Thursday next week, not this week. Next week is our meeting. Well, and then we'll go from there.

Okay. So, we'll go back to now to a the award of the truck bid. So, Calvin together here. Uh the duck beds are going to pile over there. I have put spreadsheet together with them in lowest to the highest and that I believe that we want to purchase.

right? Yep. So, um can you uh just look and I can I can definitely understand going going with the freight liner because uh we already have freight liner. we're going to be purchasing software for and things like that and h so having just one software package that we have to have. Um can you explain why you're suggesting this over some of the other freight liners that may have come in slightly less?

Well, what Freightlininer did is they put prices together with Viking Gear, which is a company in Lewon that builds uh the plow the plow packages and the dump bodies and the whole bit. And and they priced it out. I had everybody basically pric it up with two different vendors. So what was done last time is we bought them separately. We had two different contracts. I didn't want to do that. I wanted one unit where the truck and the the truck comes all together. So if there's any conflict with scheduling or if the truck shows up and the tanks in the wrong place, it's which happened last time. It's not it's their problem. They they figure it out. They So I wanted one uh one-stop shopping. If you notice, the trucks that came in with the Viking gear came in at less money because Viking was $2,700 less. So then we had to decide, well, do we want to go with Viking gear or HP gear? So, we went over the Viking um today. We

16:01

went down through each item. We went to Viking, actually looked at the products, and what we discovered was the $2,700 was explained when you looked at the spreader control that they offered is about $800 less because it's doesn't have the same features. It's just not the same. Even though that's what we asked for in the spec, it's for whatever reason. uh uh the the one that the um the the Rex Roth is uh you know it's like $1,000 more so it's $800 was their cost difference. So I don't want to have different

what we have now Rex Roth we have the the better one which is what came in with the HP Fairfield. So, if you took that and then we had specked out a stainless steel enclosure for the um hydraulic assembly and um Viking didn't have that and come to find out that that's a $1,000 item. HP Fairfield orders it with Viking was just going to give us a steel enclosure. HP Fairfield orders it without the enclosure at all and then they buy the stainless steel and put on that's $1,000 their cost. And then the other thing was they didn't have jacks on the plow so you have to lay them on the ground and so we didn't want to deal with that. So by the time you got all done it was only a very few hundred difference actually. So it wasn't 2700

and so and this this piece of equipment is basically ident almost identical to what we already have. It is identical except we're going to have a heated windshield and this one which I added and the heated windshield and and uh uh pretty much that's it I think heated windshield was the I mean the one we could have taken their stock truck but that didn't have the heated windshield or a snow door which you can switch from under the hood air in the winter if it gets cold and so didn't want to deal with that. We This is the truck that meets the um

same model I have. I have a 114 SP. Yeah. And Mr. Skip to see it. If you have any questions for him, he's the Freightlininer salesman that we bought the other two from. I definitely agree. We ought to go with the stainless steel.

Yep. We don't need We don't need rustin. Nope. I agree. I agree with that. So, yeah, pretty much just answered all the questions of the discrepancies here. So, and we didn't even get a chance to ask. And you said the specs actually included the stainless steel in it. You said that the specs asked for stainless steel or not.

Yes. It was a stainless steel enclosure for the for the hydraulic hoses and stuff. So, so really those other ones, even though it says meet spec here. Yes. Yes. It really didn't necessarily meet the all the specs. It did not. Well, the one that said when it had Viking, well, we just found it out today after I had this spelled out that it what I what it I had to really get in. What I had to do was get in and tear it apart and say, "Well, why is this?" I have to be able to justify why we're spending $2,700 more.

In in tearing that apart, I found out we weren't spending $2,700 where we're they were giving us an inferior product, but it took some digging to figure that out. Good. Sounds good. Take a motion. Want to move that we go with uh Kevin's suggestion with the Freight Liner with HP Fairfield. for the price of 1935 543.

Second it. And just for note that's that price includes the uh trade in on the other truck of 11,000. So yep, there's the price of 204543 less the trade of 11,000 is a net is 193543. Any other discussion? All in favor? Motion carried. Thank you.

Thanks. Second. want to do those later? Yeah. Pretty easy for you, I guess. All right. Um, it's a lot of money. We should be able to Sure. Sure. Question. Sure. I appreciate it. Next up is update on forclosed property. Yep.

pieces of property that, um, have been foreclosed upon. Um, and I wrote a description of each of them. Um, two of them I am suggesting that we put out to bid. Um, and then I also have a a um, quick claim deed for one of the owners who's actually redeemed his property. Was that uh

Mr. L? Okay. Yeah. Yep. welcome to ask me. Um there was one other piece property that we had waved foreclosure on in December. It was uh the second open space piece of property for the Hunter Hill phase 2 um division and they have paid in full.

21:03

Okay. Awesome. So this first one here in your administrator's report, that was the one that we've had kind of ongoing in your working. Okay. And that's the one that we're working on a written agreement for. So that one we're kind of going to table till we get that squared around,

right? And I agree with the other two. Put them put them up for sale. Let them have their first chance to come in and pay them off. And how much time do we want to give them to do that? Well, uh, in in our, uh, agreement, what I do is I send them out a a personal letter right before I put the bids out. And then I put the bids out and then, um, if they can come up with the the minimum bid before the bids are open, then they can redeem their property.

all the back taxes. Is that what you're saying? It will cover all the back taxes. will cover um my advertising costs. Um so, and I will figure all that out and I'll have it. Yeah, the minimum bid will be in them when you send it out. So, what you just want to be sure they say a minimum of

I just want to be sure of that. I know a year has passed it wasn't always that way. So, if that's the case, you could come to us at the next meeting for the two that you're suggesting that we put up. Yep. And give us what the minimum bid should be.

Yep. Um, so the second and third one are the ones you're talking about. Okay. And I would I would suggest so that it doesn't necessarily come as a surprise that we just notify them that that at the next meeting we're going to be discussing putting them out and that they and that they they would end up having first refusal,

right, but um just so it's not doesn't come up as a surprise to them. Yep. I thought we were discussing putting them out at this meeting and and Ruth was going to be preparing the letter to to go out. Well, she doesn't have you don't have we have to have a minimum bid to put it out and we do you have the numbers for that?

I don't have the numbers for minimum bid. So nobody around next door that wants surpris actually I wouldn't be surprised. I mean, I know one that the one of the owners that abutz it is a relatively new owner, purchased it last year. Okay.

Might might I don't know if they'd be interested or not, but it's not a bad idea to hold on to it though until after we have the the comprehensive plan. What could change over there? You know, there's no access though. Yeah. No value. It's of zero value.

Yeah. There's no access unless it's in a flood zone. It's in it's in the by boat. Yeah. It's in a the high activity range along the river. It's there's just could be the town. I don't know why anyone would take it to pay the tax on it.

It makes no sense. Well, and a butter though. I mean, a butter could it would just add onto their property. Yeah. Yeah. But then it just adds to their taxes. It's property they can't use. They can't do anything with it. Oh, even that is

can't do anything with it. So, it's not even good water. No. close to the rumbo dam for anything for any water activity that could fishing a little harbor or enough. You could just move up the road and pay no tax to fish.

Sure. Sure. Or you could the person that owns it doesn't care. You could anything Paul anything. You know, you might get lucky. Go for it. You know what? But I know you're not going to get it now. You let it out. The opportunity on this and realize there's no advantage in any of it. Maybe we can put a big sign up there or something.

Free. Free land. Free. You just have to pay taxes on $25 a year. That's right. All right. So, when these scrap, just so that I'm clear, when they go out for first refusal, the owner, the prior owner has the right to redeem it for the minimum bid up to the point when the bids are open. But once the bids are open, that's it. All bets are off.

Yeah. Yeah. I actually had suggested on that small parcel about maybe getting a hold of the Anderson Valley Land Trust, Riverland Trust or something along that line and see if there's something that could be done with it in that regard. So that the you know I I don't know what but they're looking for a coral.

How how many feet's actually on the river? Actually, I haven't measured the piece. It's probably about 150 feet long and 20 feet wide or 30 feet wide. I mean is this Yeah. 100 foot trail in the middle of nowhere. Could be could be like a river camp, you know, so we could access it by boat.

So So next next week we'll uh or next meeting we'll have the two. Yeah. Okay. And you got to sign the deed. So that's in your packet. Oh yes. Sorry. Okay. So we can sign it with the rest. Yeah. Uh BCN contract. Uh well, I received from BCNA letters stating that it's time to renew our contract and that they were not going to raise any of the rates. They gave us a 12 month, 24 month, and 36-month um window that we can sign it for. Um I went through and I I outlined what the BCN contract offers us. Um I don't think that that we would do any better anywhere else. Um, but I'm willing to look if you want me to or we could just decide how long we want to sign the contract for.

26:39

I in some ways I'd actually appreciate if you look around at a couple places just so that we know that and then I'd be more I'd be more willing to sign a three-year contract or something like that if we already know if we know that it's a

Okay. Um, so probably AT&T due diligence and fair point. Yeah. Right. Um, I know BCN's been the bet better price in the past, but yeah, just keep them honest. Okay. signed by? They didn't put a date on the letter. Next year.

Okay. Um, planning board alternate. We have an application for an alternate. uh Juliet Juliet Kaplinger of Royalsboro Road and in it she explains why she's um interested in being an alternate on the planning board. Sounds like she might be an asset.

We accept her application as presented. Second. Any discussion? All in favor? Motion carries. Um, Boy Scouts so I can have the chief come up all at once. So, uh, the, uh, to us last time that wants to continue the project at the War Memorial Park, has actually started collecting some donations. And basically we need to just vote to accept donations and they can be applied to this year's expenses basically. So it um but we just need to accept any donations that come in.

All right. I make a motion we accept any donations that come in. Second. Any discussion? All in favor? Motion carries. Nobody's going to refuse tonight. Um you want to give us money, we'll take it. Let's see. Okay. So, next up is Oh, I

skipped over the O's. Yeah. Uh oh, there's no paper in here. Okay. O's for Patrick Johnson, animal control officer, and Ann Neman, deputy warm warden. Yeah, there's no paperwork in here. I just I have the oaths. These are just skipped, missed.

Well, the Patrick Johnson we skipped. And then Ann Neman would be a new deputy warden um to assist us with uh the elections. Okay. I move that we name Patrick Johnson as the animal control officer. Second. Any discussion? All in favor? Motion carries.

I move that we name Ann Neman as a deputy election warden. Second. Discussion. All in favor? Motion carries. Uh Nims training requirements. you have the the packet with the explanation as well as the email. Yep. It uh it uh well in a nutshell it uh we tal going back behind the winter months we talked about the 402 training. it uh she had talked about possibly bringing it here, but what she's put together are those two dates uh about May 24th during the day and May 26 in the evening. They're not you don't need to take both dates. It's one or the other date and time. It's about a 2-hour training and 402 train. The 402 is I know Jeff emailed me and asked me about his NIMs training and you had to take like two or three different ones.

I had five of them. I don't um but it actually the the 402s have actually if you look at that they've changed it drastically it uh the the chart they've actually changed substantially even the requirements for fire departments and EMS services like the town of Durhams it uh going back in time it wasn't based on full-time employees if you look at like my position the fire chief it uh it has I think it's a footnote number eight and you go to foot number note number eight and it says if you have more than 15 full-time employees. That's a requirement. Otherwise, now you'd have to take the ones that just aren't bold. So, they've changed it drastically. But anyways, those are the 402 really having the NIMS up to date. It uh I don't know if the the road commissioner has taken one or not, but it uh really having those up to date. Uh his is just an online one. I think his is off the top of my head at maybe a 200 or

10700 maybe or something like that. Uh but anyways, it uh having those up to date. Whenever we accept a federal grant, one of the things in the federal grant paperwork is that we are NIMS compliance. We did the the NIMS I think it's ordinance is what it's called back when Deputy Debbie was EMA director and we just need to keep this up to date. You don't necessarily have to take this training, this 402 training. Um, actually Jeff, you have all those ones from before. Sarah actually had you have a waiver on file. Um,

31:54

what did I We did one session over at the fire department when somebody came from Yeah, that was actually um a session you came over for. I believe that was the damage assessment. Was it Was it just recently? It was a couple of years ago. It was

couple years ago, I guess. I'm not sure what it would have been because I know that that I think Sean was still public works because and unless was there unless it was a damage assessment training damage assessment. Oh, okay. I know we just recently came down

last winter did a damage assessment training again at the this the station. Um but yeah, they usually don't the ones you would have needed before the primary ones we don't you don't usually bring out in the field in the first place. uh um 100s and 700s 100 700 and 200s are

usually all online classes. I'm pretty sure probably all of the ones you took you probably did online. 402 they don't offer an online option. So nutshell what I need to hit you guys up about is if you can try to to try to make one of those two dates and times work. If not, what I'd like to do is I'll bring the waiverss with me at the next meeting or something and we can get the or after that training and we can get the waiverss in place in case we do get any future opportunities for federal funds and stuff like that so we're back on the compliance mold.

Yeah, I'll plan on attending I plan on attending I could do the evening one on the 26th. That's a Thursday night, I think. Yes. May 26th. Yep. Is that why I saw the Auburn? Lewon. Lewon. I think it said at the county AMA office.

Yeah. Yeah. County EMA office is under Lewon Central Station. Um park and usually you end up across the street from Lewon Central Station. Is that parking garage in the big parking lot at the Is that Central Station? Uh Main Street or is it

Oak Street? Call it um Oak. Okay. Nice place. Post office. Okay. town office up in that area over Yeah. Is there registration and stuff that has to be done or I don't think it said anything in the I think in the email it said hey can you give me a rough idea but otherwise than that I don't think there was any register in advance. Yeah.

Yeah. I think she's going to hold these in hopes that she gets as many elected elected and appointed officials as she can. Um, so I don't, you know, if you guys are pretty sure you're going, if you can let me know or you can either email her back or let me know and I'll send her an email saying, "Well, hey, it looks like we'll probably have 3, 4, whatever, from the town of Durham in attendance that night and stuff."

And that was 6 to 8, right? 6 was the evening one. I think the day I know I read it, but everywhere noon maybe or something like the actual emails here, right? No, I I just read it through all this stuff tonight. Yeah. 6 to 8 on the 26th email. I was going to say the email was actually the first piece I sent.

Okay. Yeah. There we go. Whatever you want. If you want to let her know and you guys want to go direct drive, go for it. If you want to just give me a rough idea that hey, there'll probably be three or four from Durham. I'll let her know that when likely you'll see three or four from from Durham on the Thursday evening one or something.

I can do the Thursday evening. Yeah, I can do that, too. And not go. Um, but it's actually it's under Leon Central Station. The best bet unless you get there half hour, 45 minutes early, there's not a lot of parking right there at uh kind of behind the station there's a park you can park on that side road after a certain date and I think we'll probably be past it or right there on Oak Street you can park. But otherwise than that, it's just as easy sometimes to pull in the parking lot across the street. You got to access it from a different road, but pull in there and you can just park right across

parking in that lot is free of charge after 6 p.m. Yeah. It doesn't charge by the for the time frame that you'd be there. There'd be no fee. So y firefighters uh are we pretty close to compliance with as far as the department and any and things like that? It's an ongoing pro with NIMS, if you're referring to NIMS. Yep. Actually, what this prompted me to do when she sent this out was it's like, well, okay, I need to update our list because it hadn't been updated in the last two years. And um I've updated the list and added the new people, taken off the old, and then I sent it to Diana to for her to look in the files and see what we have on file for any of the new people because a lot of them came in from other department. Uh, we're not in bad shape, but we definitely need to do some work at the station, too. It We probably have I'm thinking in the end we're probably going to have maybe six, seven people

that we need to get up to speed on it and stuff. want to go into your report? You want me to? You got extras. she'd like to go for supper or not. So, I'm not sure that I'll make it May 5th. Yep. No, it's I just wanted to make sure I You guys knew it was going down and stuff, but Daryl's just a reminder, Daryl's retiring effective this Friday is his last day of work. And and the uh get together is Thursday, May 5th, 3 to 6. The awards or presentations will be at 5:00 PM. I already have to present for the New England Division because Daryl's a past president of the New England Division. So, I already have to present a do a presentation based on his presidency with the New England Division and membership with the international.

38:18

So, I also have that as my last report alluded to. I have that plaque that I'll be presenting from I don't have it. I have to just right at the station. I have to pick it up in the morning. Yes. at the fire station. I probably won't actually and it says it I think in there I put it's not not a formal event, but I actually where I'm presenting on behalf of the New England Division, I definitely will probably have a coat and tie on it. Won't wear my uniform. I'll probably have coat and tie. So, just so you don't show up in your blue jeans and say, "Well, I thought you said this wasn't formal." Right. Um,

well, if my my wife doesn't mind me spending some of my anniversary down there. Tell her you taking her out. Tell her you're taking her out on the town. Take her out on the town. I'm sure they'll have something to eat down there.

Big time. She's got a sense of humor, but not sure. Maybe you can stop at McDonald's getting nice coffee all night. Um it uh actually I meant it with an individual on the security cameras. I've hit Joe up to update his quote and I met with an individual today on the service uh security cameras for the station. Uh put out the word. So I I think probably by your next meeting I should have a recommendation on who to go with and what to do that. Uh um so that one's kind of in the works. The next one was uh on the NIMS training. It uh so I'm not going to cover that. It uh the final one was just up. We have a cleanup day. It's up on our website. I'm not sure it's on the town channel or not. I meant to ask Sarah when I just talked to her and I Shannon I did I didn't think of it. But uh we have a cleanup day at the apparatus cleanup day scheduled for May 15th, Sunday the morning at the station. It's going to be followed up with a

barbecue at the tail end. And part of it is supposed to be kind of a membership drive up. Hit the guys up to if you got somebody that's been talking about it, thinking about it, bring them down with you at uh have them hang out, talk to people. We'll have the barbecue at the tail end in the meantime. Bring your families by and stuff like that. So hoping I don't know how well we'll do, but hopefully it'll be kind of a family day and maybe we'll pick up a few members there. So

Anything for the chief? All right. Thank you very much. What's going on? I don't know. Just pulled in. It may have been in the way again. Yeah, I never see a traffic jam here. All right. Uh, code enforcement. Okay. Get in the pot.

Got enough there. runaround pond project. The Tom Linskott told me that bids are going out for the state. Um, I sent them three contractors names from town to also send bid packages to. None of the three contractors are currently uh certified with the state, but they're going to send them the information they need to to get it so that if they want to bid on it, they can. Um, which should be good. Um, so hopefully that project is going to start here pretty quickly. Um, that'll be a nice upgrade to there. Um, I did complete the addressing for the Parker Schoolhouse lane and the road name has been installed and changed and I haven't heard from anybody as far as any complaints yet. Um, I did hear one a couple of months ago, but I told them it was going to go and that was the end of the story. I haven't heard back. So, I think that that pro it went pretty smoothly. Um, as of the 1st of May, we're running

better than 100% ahead of last year for permits. Um, a sizable number are new homes. Um, and that doesn't seem to be slowing down even a little bit. So, my mileage is triple what it was this time last year for doing inspections. Um, so as I had suspected, and I'm glad you guys supported me in the added time, it's been more than necessary.

Do we need to buy new shoes? Yeah. Yeah. And a and a thicker skin. Um, so let's see. Jeff Dit, uh, Mr. Dit's project on the metal road. I issued a stop work order on that. I'm I'm I'm not expecting on this to have to do uh any violation. So, I'm not asking

43:21

for authorization from you guys to deal with with any fines or any of that sort of stuff. But, um this is the gentleman that had come forward at a meeting a couple meetings ago and had some concerns about me. Uh shortly after that, this project kind of went south.

I looked at this property before he bought it. You know, that wall is gone. Yeah, that wall was bad. I'm surprised they built thousands off of it. Is that like the second one in that's been capped for a long time? I think the cap brought it off. It's

Yeah, we're having engineer wars right now that his engineer I think is feeling a little um regretful that she got involved. Um but hopefully we'll get a a mutual consent on how to get that back on track and get it going. Um, we've got quite a few applications now for comp plan committee. We put together

a pretty good group so far. Hopefully, we'll get a couple of more. I think we I think we're at 11 right now. Is that correct? I think so. Yeah. So, if we can get a couple more, I think we'll be ready to start kicking things off. So, so those probably be coming to us in the next meeting for appointments or

uh I thought it was some of them were coming this meeting, but we we I didn't make any paperwork. Okay. So, we can do it next meeting. Uh and so essentially what I what Ruth and I had talked about with the comp plan committee is to once we we've got the enough applications to put it together, then we'll assemble the committee after you approve their applications. Um, we'll start doing stuff like uh bylaws and various things along that line, electing officers and so on and so forth. Then set up kind of a structural strategy on how to move forward. I'm assuming we're not going to do much work this summer. Most people don't really want to do a whole lot in the summer. So, we'll just kind of give people some homework tasks to get started on. We'll want to set up a little bit of training. Uh Ruth has got a lead on somebody that should be pretty good for us to help get started. And so early in the fall here, we can we

can kind of kick right off with stuff and and uh and and get the ball rolling. We've tried really hard to get a really broad representation of Bowden, not Bowden. I'm talking Durham, I'm sorry. That would be bad. I'm I went right home. Um so we've got business folks, developers, farmers, conservation people. I want a little bit of everybody at the table that we can to represent all the interests in Durham so that we can really see how to how to work everybody's interest and what what needs to be done. There's a there's a lot in town and there's enough to feed everybody. So, I think that we can make it really work a little um a little more evenly, which would be nice. Um we're going to start the planning board is meeting tomorrow night. We'll probably start discussing when our next uh ordinance groups will start to get together to look at this year's the next year's coming recommended changes to the

ordinance. I know that u and Terra Ga and I have been discussing some of the fundamental applications in regards to the portion on appeals because some of that doesn't work very well. Um Todd Booer has sort of picked the backlot ordinance as his baby. Um, we've got some some pretty good ideas on that. And then also on some subdivision stuff. Those are the areas that we'll be looking at, I think, the most to change. I don't know that we'll do much in touching the land use ordinance, but the the regular stuff, there's some there's plenty there to work with. There's plenty there to do. Um, so that's where we're headed with that. You guys already know that um Hunter How did come to ask about a certificate of appropriateness for the war memorial park and I had determined under the new ordinance for the historic district commission that it was not a contributing property. I sent him a letter stating today stating he will not

need a certificate of appropriateness for this project and he can move right forward on anything he might need as far as other permitting is concerned. So, um, that that part that we changed in the historic district ordinance is is working the way it should. It's unencumbering people that, um, maybe he mentioned something about uh, on the first round they they had talked about they weren't going to use situos, but they ended up using them for whatever reason. But it it's actually better if they use them anyways cuz if they don't then the ground around won't slide as opposed to it'll tend to grab that pole. So I think it's better if they use it too. So but I he ran into not him but the other kid ran into something there. So they used them anyways. I don't I don't remember now what it was but

I'm glad they used the holes caved away. Yeah, maybe that's what I'm glad that they used cuz they dug them and let them sit or something. Well, they dug them and the next day it rained or something and you can't just pour the cement in there, which is okay, but sometimes the ground will grab that and it'll kind of move that around a little bit.

Oh, I see. So, they were just going to fill a raw hole and not use not use a form to But with a sit tube, that ground will tend to slide a little bit and leave the rest of that alone. So, yeah. Yeah. I'm not a big fan of sauna tubes, but um cuz round peers have a tendency to move sideways because of the radial compression involved in movement. if there's any pressure against it, it moves the soil out of its way and it just they tip over. So, I like I like rectangular or square spread footings a lot better, but they'll work fine for now. Yeah.

48:42

So, the only other thing that I had here is that um at some point I'd like to start the discussion with the board in regards to u the town the our half of the modular next door. I know the chief has had plans in the works for looking at trying to develop some office space on his side. Um the codes and the fire

department actually go really well hand in hand together. Uh they're both public safety officials. We deal with a lot of similar stuff. We need to work well together uh in that regard. And as there's really no place in this particular building for the codes and planning department to expand at all, our side of the um the module over there would be a good place for the planning department, the city planning department, and that could be our uh public safety office. Um so I I wanted

to kind of plant that seed. There's we don't have to build a building. We don't have to do a lot of expensive stuff. If the board has an idea that they would like to look at what that type of a pursuit would require, we can start to do some development that way and see what, you know, what costs and stuff might be involved. We can share bathrooms, you know, we can put a bathroom in there if if we need to and the the fire department side as well as the town side can share it. So,

sometime walk over just take a peek at that with you. I mean, we it's it sounds like a pretty good idea, but I'd like to have some kind of numbers and stuff for us because I mean, now I know we have it heated now, but that's probably going to change a little bit, you know, just

Yeah, there will be some additional expense. There's no doubt about it. And I'm I and I definitely want to get a a real close look at what that would be to make sure that it feels like it's a worthwhile attempt. We still do need a little use a little bit of the space for storage. Most of what's stored over there is just stuff that nobody wants to throw away because they don't know how. But it's not anything we're ever going to use.

It's, you know, yeah, some of it's stuff we have to hold. And most of Not a lot of it. Not a lot of it like abandoning broken printers and fax machines and desks that have broken legs coming out, all of that sort of stuff. But

this is acceptable item. You don't even have to pay a fee. All right. Well, I you know, so we can look at at kind of weeding out some of that stuff and then determine what we really need to utilize as storage in there and stuff. So, I would like to I'd like to at least look at that and have that kind of as a future plan going forward. We can look at what it costs to do it and to see if the town feels inclined to u you know to want to try to move that way at some point.

Sounds good. Get some numbers. Yeah. Okay. up here. I guess I kind of wanted to I don't know if I'll help him or hurt him, but I guess I wanted to throw my two cents out there. You can't leave him hanging in the breeze. I actually one day we were talking and I I know he's struggling for space here. And

so when we actually Yeah. As far Yeah. And it but as far as when we actually got the modular and set it up over there, part of the thing with the cohabitation was the plans that down the road initially using it for storage and then with time perhaps looking at trying to move offices and you talked about costs and one of the things that we did during setup is I actually put in for future changes cuz to me it's inevitable that you know as the town changes and stuff that different things should happen

grows. Yeah. Yeah. Uh but I guess you know it's already set up. The heat there's just the heat is in each section but there is heat. The heat was addressed. Facilities bathroom facilities weren't addressed but we did put in sleeves so that water could be run out there. Put in a drain line through the concrete. So that's not an issue. It's just a case of eventually putting in something for a bathroom and stuff like that. But it was part of the initial plan. And in all honesty and in all fairness, it really is something that I think as the department progresses, we need to start looking because it changes a bunch of things for the department as well. Um, right now we have no place if somebody does have to spend the night there because of calls or something really for them to spend the night without setting up a cart in the middle of the meeting room. transitioning the the fire department primary offices out there would allow us

to make a couple of the smaller offices, put a couple of bunks in there and have a place for people to actually spend the night if they needed to. Um, and it uh, yeah, it would also free up I've I've tried unsuccessfully for probably five different years. I've tried to get grants to do something for an exhaust removal system in the station, but we fall in a category of an un, you

know, we're not staffed enough. We don't have sleeping quarters, but so just having bunks in rooms, even if they never even got slept in, actually changes the category when they do the review process that we're actually in. So, uh, plus I've been, it looks like I can probably get some Walmart grants to actually start some of not that I'm ready to move out there by any stretch of the imagination, but I'd like to start doing some of the petitions and stuff. And that's kind of what prompted our conversation is I talked to Paul about well you know what do I need to do for permits and stuff if I do get the grants and I do start putting in petitions it doesn't really interfere with our storage capabilities. It just segregates our storage capabilities in each one in our section at least. But the grants aren't big enough. They're they're through actually they're through Walmart is what they'd be. They're not

54:23

big enough to do the changes. So obviously the changes and actually if you check my capital plan, it's actually in there down the road for putting in bathroom facilities and looking at the septic system and the water and stuff like that. It's actually in the capital improvement plan

and Home Depot has a whole community-based grant program as well. Yeah. Yeah. So I think we have options as we progress and stuff and I think you know you have heat enough so that if Paul did want to move there I think he could do the heating thing. You just have to there would not be a public restroom in the building right away. You'd have to utilize the have to have the key to the station and utilize the restroom in the station.

What do we keep that temperature wise in the winter time now? 36. Not much. It's like I think the lowest setting on it is 45. So it's either 40 or 45. Well, so you would need long johns and a winter coat. Well, it's cheaper than heat.

From what from what I've been told from some heating people back in the day when I was building is if you take a building and you and it's properly insulated and you set the temperature at the temperature that you're comfortable at, whether it's 60, 40, or 90 and leave it

there. Once it gets to that temperature, it's going to take the same amount of time to kick off and kick back on at that temperature, whether it's 90 or 60 because the initial warmup is warming up all your walls, all your furniture. It ain't just air, it's everything else. So, I'm I'm not sure that it would be a lot more money for heatwise, but I mean, that's just one of the things that Yep.

you know, we need to have that cuz the town's people, that's the first thing I go is I knew it. You know, they they knew it was going to expand. So we it was actually part of the marketing going back in time. It was actually part of the marketing that inevitably it should be set up there in the future utilized for offices.

It was it was a a plan to save us from actually having to expand this build a structure in the first place. Either expand this building or expand somewhere else. Yeah. I I have no place for plans. I I'm I'm I'm working in a little corner in Donna's office right now and and we're making it work and everybody's really does work together in the office to make it work.

How often is she here? Twice a month. Twice a month. Twice a month. And why does she have an office space bigger than yours? Cuz she's bringing in the revenue. be able to meet with folks, you know, that and be able to we we we don't have a place to collect plans for homes, you know, that sort of stuff. There's a lot of things that would be it would be nice to have a planning department that could actually utilize a lot of that stuff. And I know the chief and I both have been working a lot towards um towards a more centralized public safety application. He's recently got his fire inspectors certification. You know, we talk a lot about the NFPA stuff that he's big on and as well as to some of the stuff that I

We might be able to get our corner back. Might. So, anyway, I I wanted to plant the seed on that. So, if you guys, you know, if it if it seems like it's something you really want to look at, you know, what the implications are, you know, what the costs are, because it always comes down to the money. Um, I think it'd be a good idea for us to start looking towards that. And then once we know what those implications are, we can look at a timeline if it feels good or just say, "Hey, it's a it works well as storage right now." So,

okay, get it to us. Yeah. All right. Great. Well, that's all I have. Any questions for Thank you, administrator. We went over most of my stuff already. Um, the only thing that I want to add is uh the RFPs for the tax anticipation note and the bond anticipation note are out. They've been sent out and uh the bond opening will be or the the opening will be 12:00 noon on May 17th and then that evening I'll bring them to you and we can d decide and then we'll have the money by the end of May so that we can pave some roads and pay some bills

and then we'll refinance in the fall. Okay. Any questions for the administrator? Um actually, uh one thing in the next couple um maybe beginning of June or something, we need to start looking at um RFP for uh solid waste. Yeah.

Uh because we're going to have to have something to present at next town meeting. Okay. That runs out this year. that run well next it's it's July to July so yeah but so we'll have to have it at next town meeting all right road commissioner

probably seem like a lot of stuff but there there's a reason for it all right first I want to give you this I'll just keep my energy SP from Cooker on the runaround pond rabbit rug but this is the way he gave it to me wasn't what I wanted but these were the prices that he gave me to give to the town for Durham and Panel for the season for for all of our paving. I had asked him for just a quote on that road specifically, but this is the way he gave it to me. So

1:00:01

he's selling for the town for Yeah. So prices are there and there's a reason why that's important is just so you can see that that was dated back on April 11th and we had this. So then since then I got a couple of additional bids for the project, but I had Kirker go back and actually put me together a bid based these based on these numbers. So, I have

some more stuff so that you can make sense of that. Okay. As long as I don't get mixed up here, what's Do you want me to keep those so that we don't I don't a pile. This is just an extra one. You have one? Yeah. Don't worry. I'm taking care of

just an extra one. That's just a That's just an extra one, I hope. Yeah. Good. There's that. And then I'll keep these two. Okay. So, you've got two beds there. Okay. Here's Croous. the thing is some of them have different items and some of them are different quantities. Some of them estimated differently. So what I did to make it all simple for you. I created a spreadsheet that has the same quantities and their unit prices and what their total cost is at the bottom based on the same. Is the work all going to be the same when you're grinding them and

Yep. Y um what I did is I asked for the um I went to Freeport the other day and Freeport put their pavement out to bid. And so I compared their prices with what we had and they were the same price that that um he had given us was the same price he gave them. So and they won that bid. The difference is the difference is I wanted the paving is not paving. So I wanted the mixed designs that shows what's going into the product. And if you look at I got pikes today. They have 20% wrap recycled asphalt product. That can be roofing shingles can be that can be recycled cold mix or um patch or all kinds of things could be mixed in with that. I don't I don't like it. The crooked design has zero. It's

100% virgin asphalt. That is what uh Freeport required in their bid. It's interesting. Usually you put some in there. Uh you usually you would allow some. Freeport didn't allow any. So they're going to give us that same mix. So that's that's

in in your opinion that mix is a better quality then? Far better. Yes. Yeah. When you get a lot of wrap in it, you start getting like we got on the Davis road, you get stuff that just starts coming apart and that makes sense. I mean there's more stuff in there. I mean it's it's

Well, the thing is do allows 20%. and and crookers never put more than I think their maximum is 12, but this is going to be zero. So, looking reclaim price, that's what I was looking at. That's where we're saving all our money is on the reclaim,

right? Well, I mean, if you look at the first one, you see red. See the red lettuce gravel? And yeah, they didn't have reclaim. And I don't want gravel. I want reclaim because it's when you grind that in and mix it in, it gives you a stronger base. And even that was still double or pretty near double.

So, so if you look bidding apples for apples, I made the quantities the same and I put their unit prices of what each one bid and you'll see that on the quotes. So, the numbers at the bottom of the page represent a fair and accurate uh depiction of what each person represents. Now, of course, you still have down below, I added shoulders. Um,

but I didn't ask Shaw Brothers for a shoulder price. Pike Pike came in at uh, if you look at Pike's bid, they were they were uh, for the shoulder I mean, for the shoulder grabble, it came in at uh, I think it was um, 8. Yeah. Yeah. For the um

1:05:23

1600 C. Yeah. $33 a yard for that stuff. Yeah. Yeah. 1,600 cubic yards. I did the calculations and I came up with 1,627. So, I changed it. I just put everybody in a 1627. but they're using gravel and re and they're using reclaim. So, it's really not comparable. So, I didn't bother putting that in there because one of them didn't have that and I didn't want to confuse the whole I wanted to give you a fair representation at the bottom of the page what each one everybody had been on that those products. So, um

so we're looking pretty good actually. What's that? So, so we're looking pretty good because you add the 52 along with that 83. I mean, of course, you got the 82 that's for the uh liquid asphalt injection section and then you've got coveret replacements and you got I mean there's going to be other costs. So, and then I'm going to try to get them to see if I can I can keep this in control or get enough money to try and go down Rangale and Winford. Those roads are at a point where if we don't get them this year, we probably are going to lose them. So, while they're right there doing that road, it would make sense to try and get them to There's about a half a mile of road in here. I'm going to see what we can get of it.

runaround pod and rabbit road. You got to explain this to me. How are we going to get all the dishing done with television? Well, we are going to put the covers in. It'll take us about 6 weeks. Then we're going to let them put the base down and we're going to ditch off that base. We're going to work on that base.

How long is it going to take you to do that? Uh we'll ditch right up until we'll we'll get uh till this year. We're going to get the base done. We're going to get the base done and we can let it set till next spring if we need to next next summer and we'll work off that base. Um

now, how about the other road? We still have $225,000 spent on another road. How are you going to get that ditching done and cover it's done there if you're going to spend all summer over there because it's just only six weeks plus ditching. I mean, you're going to be spending all this just raing. I mean, we'll um still working on that.

I just Yeah, that's what I'm saying. I just don't see you guys having the manpower or the time to do what all the work you got going on right now. Well, I just don't know if you had an idea. You still have quick a meeting house road to finish. Um you've got so much addition to do. I didn't think you I don't know if you had a plan uh how to get this all done plus keep up with our payment we got going on this year.

Well, we are we may end up bering with pal. I don't know yet how we're going to we're still working on that but trying to get all this paving done while it's cheap. But you guys need to be out on it right now. I mean you guys should be putting some buckets in the in the dirt right now. We're trying every either snows or pores or

hasn't snowed in a while and everybody's digging right now. It snowed. It snowed last Tuesday. Last week. Yeah, last week. And and and then when you lose that day, you lose the next day cleaning the trucks all back off again, then taking the stuff back off them and then

So, have you uh got prices for anybody else to do some ditching or what? Yep. I've got a price came in today and I' I've looking at it, but I haven't uh I haven't decided what we're going to do yet. Okay. I'm still working on that plan. See how

I mean, we're going to have extra money with our $1.1 million. I like to spend it on We told the the tax people that we're going to be spending that on Runaround Pond Road and Rabbit Road and that's why I like to spend it.

I mean, I understand we have other roads off from that. It should be done, but if we told the people we're going to spend it there, that's why I like to spend it. And if we can I don't think you guys going to get all that work done to the ditching and everything. if we can get someone in there to do that and help you guys out because I think you guys need to be focused on the quarter million dollars we got to spend someplace else overlay and do your ditching in your covers on that road.

Yep. Well, and we will be we'll be I mean there's some tree work there that I may have to I've looked at that. I may have to send that I may have to find that out. Might have to have somebody just go cut the trees. We started trying to put that all together right now.

I just I just I didn't know if you had a plan yet and by the sounds of it you don't get this all done. We're still working on it. What I do know is we can leave that base down and go ditch them other roads and and uh So, you plan on just throwing down some calberts and have those guys and do the grinding. You guys going to go off and ditch the road you're going to shim? You're going to overlay. You got to overlay another road. Do we know what road that is yet?

Looking at still looking at So, we don't know where that's going either. Sounds like you guys got a lot of work. Yep. There's a lot there is and and I want to see as much ditches as we can get done, but and not to put it off, but we've

we've gone so many years without doing nothing. I don't think we're going to get everything we want to do done this year. So, some of it may not happen till next year, but I don't want to look at that. I mean, I'd like to get as much done as we possibly can, but some of it may not happen. I mean, if we got roads, we got half this them with the roads. I think I'd like to see that finished. But

1:10:34

every year, I'm I'm looking at you to direct this cuz you're the expert, not me. But it's snowballing on you already. I mean, we already did quick a meat house road and got that half done, half ditched. And now you were talking about doing another road that you're talking about. We're not going to get all ditched and we go back and redo it. It seems like a snowball rolling here.

Well, up against the fact that we've done nothing. The snowball already accumulated. That's what we need to do. We need to we need to start catching up. I'm talking about just on new pavement being put down. I ain't talking about on ditching. we haven't done. I'm just talking about new pavement we're putting down. We put new pavement down and we're going to ditch to keep our new pavement. I mean, we should be doing that. We're not even keeping up with it.

Well, we are um we are uh just trying to get a lot done with this. You know, we add this $1.1 million on a small town with four or five guys. It's we're trying to get it all done. Does have any seasonal operators that could help out?

Uh Ruth and I were discussing that the other day that we were looking to see if we could have it in the budget to to see what we could do, maybe have a seasonal driver and flagger. I checked on flagging and the rate the only rate I got was 25 bucks an hour for for flagging and I'm like that's a lot of money. That that would add up fast for two guys flagging a day.

That's two guys. Yeah. Yeah. That would be a lot. It would add up quick. So 25 each, right? Wow. So I'm looking for if anybody knows anybody that's retired or that's that's needs a few bucks. Part of that I thought about that too, but part of that is does it fit in our budget. We just can't have

part-time people in helping us if we don't have the money. I mean, if we got to we got so much money to go so far till next time meeting and we're going to have to make it work however it does. Something may suff I'm hoping to start the critical things or the ones that are partly done. But

well, make it work however we make it work. What I would do is I would build that to that job. So if we had to have part-time guys flagging for the runaround pond rabbit road it would come out of that 1.1 mill it would be part of the project. So we wouldn't need to necessarily go get that money out of

that's I mean we're 20 years behind so we ain't going to catch up in two years. Oh that's what I'm talking about. I don't want to spend this $1.1 million and not have the ditching done over there. We have to go back pay it out of our you know we told people that's what we're going to do the ditch and that's where we're going to spend the money. So that's why I'm saying that we I don't want to be not doing the ditching over there and spend the $1.1 million and we're looking at oh we got to come to $50,000 to finish this job. That that ain't right.

I agree. That road should be everything should be done. That's the road we should spend and if he got extra money and he can get a company in here to do the ditching and help him out and relieve the work that he's already got on his table to keep up with what we got paid. That's that's what should be done. And that I'm still working on, but we'll we'll

we just got to be careful hiring outside people to do some of the stuff we should or could do because we that's what we told the town people. That's why we got this crew. So if they start seeing a lot of that, they're going to start questioning. I

sounds like he's and he go that route if he has to. He's just not willing to throw in the towel. No, I I agree. That's why I say that's why I think they focus on the quarter million dollars we got to put down another road. focus at with the with the town guys, the 1.1 million

hired out. Yeah. And that may it may be an option that we end up coming up to, but we we're looking at see what we can do to try and do it all in house and we may not be able to do it. But my my thought is once we start that going around pond down to the rabbit road that whole thing when we're done we're done. Everything ditching the whole I agree a whole

with the $1.1 million. I mean if there is some leftover then we can like you said we can spread somewhere. I agree. But make sure we ain't got to go back and redo any of that. So when you guys plan on out there digging and putting covers in I mean here it is.

Week two weeks. We'll be out there uh tomorrow. Well, we got a beaver. That's mean the beavers plugged up the beavers plugged. You always have a lot of stuff going on. I understand it. That's why last week they plugged up the uh

crack ceiling coming out. Yeah, they plugged up the uh culvets down there. You know, today we just discovered that they plugged up the culvets on rabbit road. So, one of them's completely blocked and the wander's almost up to the road. So, we've got to get down there and try to ram those out. And then

trappers living in this town anymore. We got to at least clean the culprits up. So, that's u and then you patching and then you have there's always something. People call us, they want their ditch cleaned out in front of the house. We've got one that Swiss is

kids going to ditch, you know. That's what I'm saying. We're already getting behind the gun here. I just I like to see something getting done. Haven't seen nothing get done yet. Well, um we have u um been out and uh marked out the culit went out again today and worked with Ron marking those out. And

you got that coming tomorrow. Yep. Tomorrow to give us a price on uh and I'll probably have him give me a price on a couple others and we'll see how that goes. Got some prices already from other vendors. Got a price from Crooker and a price from U Mike Cop. And

1:15:36

now you going to open them up all at the same time so no one says there's any funny business going on. I mean you guys I'll just present them just like we did on these road bids here. Yeah. You know over and over in Lisbon we we tell them we're going to open them this date your your bid so no one thinks that hey look at uh this is what this guy come in at once you come in. Okay.

And that's why I like to see it done that way. So you know give the guys a bid a spec sheet and say I'm going to open them this day. That's so no one thinks no funny business is going on. That's how we've always done it. We should have. Yeah, that's what you're doing.

If it goes out to bid, that's what we do. But if we're just getting estimates, I don't necessarily do that. I just get if I'm getting three estimates, I hold them, give them in a folder, right? I present them all at once and

so we've got those. These are the mixed design specifications. Uh those are the estimates and out. Crooked one there. And so so do we got to say yes to start on this and so we can get on so we can get on their list right away?

I'd like is that what you need? I'd like authorization to enter into a contract with Cooker for the project. Could you repeat that? I'd like authorization from the board to enter into a contract with Krooker for the project. Thank you.

There's a motion from Josh. Is there a second? Second. Discussion. All in favor? say, like like Mike says, we may end up having to pay some of that money to have somebody do some ditching. We need to we we do need to get on their schedule, too, because I I see they're already starting work.

Well, once DOT work comes out July, then they What was brought up to me about Kirker is that I mean, you can have 100 pavers and a thousand trucks lined up, but that plant only makes so much mix a day. You know what I mean? And everybody's going to be after the cheap how cheap everything's going to be this year.

Yeah. Well, this is a very nice size job. So, they're I do I'm sure they they want this one. Well, do what you can, you know. Don't feel like it's a failure if you had to reach out to somebody to come do the ditching on that road.

I like I just like to have a If you have a plan, give me a plan. Tell me this is my this is how we're going to get it done because I just I don't see it. I really I really I don't Well, my plan was even if I had to even if I had to leave that until next season and put the surface coat,

you got to be able to hold the money over to I mean that's I just don't want to blow through the money and not have it there. Not Oh, yeah. The money would stay. They wouldn't charge us until that surface coat went down. So,

yeah. I'm talking about the ditching. And I mean, they're going to have enough money for the left to do the ditch and ditching area and all that stuff. So, it's it's a lot of pavement, but I, you know, we don't necessarily have to uh I could cut down on the amount of pavement we do by picking a road that needs to be ground and reclaimed, added, and paved like we're doing on this one. And I could shorten up the amount of pavement so we wouldn't have the ditching to do and make it pick one of those roads. It's got to be done anyway. My objective was try to put it on pavement overlay on roads that I don't want to lose ones that

So that's why but if I can't do it, I can't do it. I mean, I can try, but if I can't do it, I might just have to say, "Well, that's not going to work. We're going to have to pick a road that's going to be ground and paved." And

you think that you'll be able to have somewhat of a plan by next meeting? Yep. I mean, we do need to we do need to understand what what what we're what we're up against and whether we need to look at alternatives. Yeah. I just don't want this one project to blow the rest of our out of the water. I just, you know, this one project can be done for the $1.1 million and do it and then keep up on our other stuff like you said, beavers and crack sealing and our other paving and everything else that goes on with vacations. I mean, you guys are going to be

Yeah. Well, it's been, you know, been trying to nail down the uh the paving guys to get them out there and it's just they're just so busy that they just don't Were you able to uh we we talked uh last week about um getting vacations in before

like the middle of the month or something? They don't have them. I went over this in Panel and it's not in Panel's policy and they said they've never done it and so I'm getting some push back there and we're trying to hold on.

Um, what's that? Well, they it's not in our policy. So, uh, I mean I mean it's I need to give them some time. I've told them that's what I'm looking for and they've got to check with their spouses and boyfriends and girlfriend or family. If you're no further along by

by next meeting, then we can we can uh look at making some policy changes if we have to because you need to have enough information ahead of time to be able to schedule stuff too. Yeah. Um yeah, they need to understand that too. I mean,

we're trying to do an awful lot of paving this this year as is panel and so we really need that the crews they'll be telling around us. They'll be able to pat themselves on the back at the end of the summer when people are happy about their new road they're driving down.

1:20:47

Yeah. Um yeah, I know I know it was not wellreceived in panel and it's never been done there before and these guys have never done it. Sometimes people don't like change. Some change is good, not all change, but you know, sometimes you got to address it and move forward anyway.

Yeah, I I have to give so many of my weeks up front. I mean, I have some that I can pick and choose, but they want to know up front so they know what's going on. Well, blame them. I am working on that. This took an incredible amount of time to go through all these, put this all together. big project

now. Now, now now it's done. So, I can move on to getting so if so the motion was made and approved and so yeah. Okay. So, that's what I got. Okay. Anything else? Thank you. Thanks. anything else that we need to discuss before we go through the other? Okay. So, upcoming meetings, regular selectman's meetings will be held here at the town office on Tuesday, May 17th and Tuesday, May 31st at 6:30 p.m.

Um, bulky waste day will be held at the Durham Public Works on Saturday, May 21st, 2016 from 900 a.m. to 3:00 p.m. Uh, they are asking you to separate your waste into light piles to make it go uh smoother as you enter the facility. Uh roadside pickup is underway. Um you can pick up your clear trash bags at the town office and Pine Tree Waste will be picking these up the first three weeks of May. Um they can be set out without tags. Um RSU5 budget meeting will be held at the Durham Community School on Wednesday, May 25th, 2016 at 6 p.m. Actually, that reminds me of one other thing I was wanting to bring up. um the possibility of doing either a mailing or I think it might be cheaper to do a flyer through the uh

town the tri town encouraging people encouraging people to get out to vote at this if you do the tri town I believe it I don't know if you can make it town specific but um it's it it's fine to encourage anybody to go um if because this is our one chance to have it here if we don't get it if there's not a good turnout. It'll probably always it'll probably always be in free.

This is the the time for everybody that that talks about the school budget. This is the time to to get out and and vote and and vote on the articles. It's a town meeting style budget meeting and you can vote it down just as easy as you can be voted

down or up. But you can't do anything if you don't get out and vote. It's actually the time to set the budget. If we're outnumbered in our own town, uh you know, I'm not going to be involved with worrying about what this what the school does to our budget anymore. We have a um um like a suggested limit if at looking at doing this because it would have to come out of advertising. Um

you know, Candace is gone, but I assume since the historic commission is doing it, it can be town specific. That could Yeah, if it's town if we can do it town specific, that would be great. But uh like do we have a dollar figure that if it's over this amount, it's we don't want to do it? Um,

no. Cuz I have no idea how much. Yeah, I'm I'm thinking thinking 500 bucks. Yeah. I mean, you were thinking a mailing would be close to 500 probably, right? I think mailing would be more than 500. More than 500, but I I would hope it would be less than 500 for the for a flyer,

especially if we print it. But, um, I mean, it's it's as long as it's less than 500, it's okay by our personnel policy. I mean I mean by our purchasing policy anyway as long as as long as the selectment feel that it's a worthwhile use of the money.

Yep. Yeah. We should have your phone to talk about for the insert. Yes. Yes. Okay. So if we can find out what Yeah. All right. Uh now that I derailed that back. So again, uh the RSU5 budget meeting will be held at the Durham Community School on Wednesday, May 25th, 2016 beginning at 6 p.m. Uh there will be a special joint meeting of the Panel and Durm Selectman Tuesday, June 7th, 2016 here at the Durmtown Office at 6:00 p.m. um to discuss the uh joint road

commissioner and um how things are going. And I would like to move that we go into executive session pursuant to 1 MRSA 4056A personnel personnel matters and fire chief. Second. All in favor? Motion carries.
